04-15-1929 Minutes1 1 COMMISSIONERS PROCEEDINGS, REGULAR 11EETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 15th, 1929. Regular meeting of the Board of Commissioners, April 15th2 1929. Meeting was called to order by Mayor Helvering, the roll was called and Commissioners Helvering, Dodds and Stevenson and City Attorney Norris responded. The minutes of the Regular Meeting of April 8th, 1929 were read and approved as read. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll. was called and the following vote was had; Ayes: Helvering, Dodds and Steven- son 1(3) hays: (0) The Tiayor approved the same and is numbered 3691. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, excavating grading and paving Ellsworth Avenue from the west line of Ninth 6treet to the east line of highland ircle." On motion of Commissioner Stevenson the resolution was adopted as read and on its final adoption the roll was called and the follow- ing vote was had: Ayes: Helvering, Dodds and Stevenson (3) Nays: (0) The T!1ayor approved the same and is numbered 469. The above resolution is recorded infull on Page 117 of Resolu- tion Boo Number 2. Commissioner Dodds moved that the City Attorney notify the W. 0. Anderson Commission Company to remove dock located on the south side of Ash Street between Fourth and Fifth 6treets on or before j May 21st, 1929. Motion carried. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of Columbia Avenue from the north line of Johnstown Avenue to the south line of As freet and providing for the cost thereof how the same shall. be assessed and the manner of payment therefor. i On motion of Commissioner Stevenson same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of Gypsum Avenue from the east line of Ohio'.Street to the west line ofe-�lawra're greet, and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Dodds same was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the curbing, guttering and paving of Eleventh Greet from the north line of Ash Street to the south line of Park S ree , and providing for the cost thereof, how the same shall be assessed and the manner of payment therefor." On motion of Commissioner Stevenson, same was referred to the Board of Commissioners. r An ordinance was introduced for first reading entitled: "An ordinance providing for the paving of the alley running north and south between, and parallel with Santa Fe Avenue and Seventh Street from the north line of Mulberry Street north to a point 225 feet south of the south line of Walnut Street connecting with the paved portion of the alley at that point, and providing for the cost thereof, and how the same shall be assessed. and the manner of payment therefor." On motion of Commissioner Dodds, same was refer. -ed to the Roard of Commissioners. AM RIM A resolution was introduced for first reading entitled: "A resolution relating to the curbing and guttering of the south side of Jewell Avenue from the west line of Ninth Street, west one block i to a point opposite the intersection of the east line of Highland Circle with Jewell Avenue, and for the graveling of said Jewell Avenue between such limits." On motion of Commissioner Dodds same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the curbing, guttering and paving of Connecti- cut Avenue from the south line of Iron Avenue to the northince of Stapler Avenue." On rr. otion of Commissioner Stevenson same was .referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the curbing, guttering and paving of Eleventh Sreet from the south line of Crawford Street to the north line of 7ro Street." On motion -of Commissioner Dodds same was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution .relating to the curbing, guttering and paving of Oakdale Drive:: from the south line of Walnut Srteet south to the entrace of Oakdale -Park." On motion of Commissioner Stevenson same was referred to the I Board of Commissioners. A resolution was introduced for first reading entitled: "A resolution relating to the curbing and guttering of Phillips Street from the south side of Washington %reet to the north side of Pres- cott Avenue. i i On motion of Commissioner Dodds same was :.referred to the Board of Commissioners. A petition was -presented asking for the curbing and guttering of Phil -lips Street from the south side of Vlashington Street to the north side of Prescott Avenue. Same was ordered filed. Taxicab application was received from Roy E. Fowler, and on motion license was granted. Payor Helvering appointed the following named persons to act as members of various committees in the City of Salina, Kansas: Memorial Hall Board L. C. On motion, the Mayor was authorized to sign certain releases for bonds written for the United Power & Light Corporation, Home Plumbing Company and United 'Telephone Company, same having been written in other companies. Trust Deed was received from G. F. Walston, Administrator to T. J. Baldwin estate, with a deposit of $93.75." Commissioner Dodds moved that same be accepted and filed, and that the City Treasurer be instructed to place the deposit in the Girpsum Hill Lot Owners Endowment Fund as provided by Ordinance Num- ber 3530 of the City of Salina. Motion adopted. The appraisers reports for the curbing and guttering of Second Streeet from Elm *reet to North Street; Paving Rekublic_Avenue from Fifth Street to Third Street; Curbing, guttering and paving Highland Avenue from Beloit Avenue to Claflin Avenue; Paving V�ashington Avenue from Eleventh Street to Twelfth Street; Curbing, guttering and paving Oakdale Avenue from Gypsum Avenue to Kenwood Park bridge; were received, and on motion of Commissioner Dodds, Monday, April 22nd, 1929 at 4:00 P. M. was designated as a Special Meeting at which time the reports will be taken up and acted upon by the Board of Commissioners and that the City Clerk give notice in the official City paper as provided by law. Commissioner Dodds moved that the City Treasurer purchase Government Bonds for money on deposit in the Gypsum Hill Lot Owners Endowment Fund in the City of Salina, Kansas. Motion carried. On motion of Commissioner Stevenson, Board of Commissioners adjourned. 83
