04-01-1929 Minutes1 1 1 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING. C0MMISS LONERS ROOM, SALINA, KANSAS. APRIL 1st, 1929. Regular meeting of the Board of Commissioners, April ist, 1929. Meeting was called to order by Acting Mayor Campbell, the roll was called and Commissioners Campbell and Dodds and City Attorney Norris responded. Commissioner Helvering absent. The minutes of the Regular Meeting of "arch 25th, 1929 were read and approved as read. An ordinance was introduced:_ ".An ordinance making appropria- tions for miscellaneous purposes. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting lflayor approved thes ame and is numbered 3683. An ordinance was introduced for second reading entitled: ."An ordinance vacating a certain alley running north and south through Block 8 in Woodland Addition in the City of Salina, Kansas." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) "ays: (0) Commissioner Helvering absent. Acting Igiayor approved the same and is numbered 3684. An ordinance was introduced for second reading entitled: "An ordinance providing for the repair and reconstruction of a certain server in Ash Street between Front Street and Riverside Drive, and for the payment of the cost thereof by the City at large, and for the issuance of General Improvement Bonds to pay such cost. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3685. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contrabt for the construction of certain curbing, paving and guttering improvements on certain streets in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Dodds the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell_ and Dodds (2) bays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3686. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the construction of storm sewer No. 11, in the City of Salina, and providing for the issu- ance of temporary notes to pay the cost thereof pending the issuance and sale of bonds. On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Com- missioner Helvering absent. Acting lvlayor approved the same and is num- bered 3687. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the construction of Storm Sewers No. 9 and 10 in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Dodds the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Com- missioner Helvering absent. T7 A resolution was introduced for second reading entitled: !, "A resolution relating to the curbing and guttering of Wilson Street - j j from the west line of Ninth Street to the west line of Seitz Street. On motion of Commissioner Dodds the resolution was adopted as read and on its final adoption the roll was called and the following vcte was had: Ayes: Campbell and Dodds (2) Nays: (0) Commission- er Helvering absent. Acting Mayor approved the same and is numbered 467. I The above resolution is recorded in full on Page 115 of Reso- lution Book Number 2. A resolution was introduced for second reading entitled: "A resolution relating to the excavating, grading and paving of alley lying between Santa Fe Avenue and Seventh Street from the nor Yui-- ! line of Mulberry Street, north to a point 225 feet south of the south line of Walnut Street." On motion of Commissioner Dodds the resolution was adopted as read and on its final a doption the roll was called and the fol- lowing vote was had; Ayes: Campbell and Dodds (2) Trays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 468. The above resolution is recorded in -full on Page 116 of Reso- lution Book Number 2. I Street excavating Bond under Ordinance Number 3644 was received from Ed Imler Plumbing Company. On motion of Commissioner Dodds same was approved by the Board i of Commissioners. City Attorney reported on the remonstrance against the curb- ing, guttering and paving of Columbia Avenue from Iron Avenue to Johnstown Avenue; also Gypsum Avenue from Ohio Avenue to Delaware Avenue, that the remonstrance was insufficient. On motion of Commissioner Dodds the report was adopted by the Board of Commissioners. A petition was presented asking for the re -zoning of the north 50 feet of Lot 1, Santa Fe Avenue in Holland's Addition to the Uity of ''alina, Kansas. Same was referred to the City Planning Commission. A petition was presented asking for the curbing, guttering and paving of Ellsworth Avenue from Ninth Street, west one block. came was referred to the City Att orney. A petition was presented asking for the curbing and guttering of the south side of Jewell 'venue from h inth Street, west approxi- mately 625 feet. Same was referred to the City Att orney. A petition was presented asking for the sanding of Jewell -avenue from Ninth Street, west approximately 625 feet. Same was referred to the City Attorney. A petition was presented asking for the construction of sidewalk on the south side of Jewell "venue from Ninth Street, west about 650 feet. Same was referred to the City Engineer. A petition was presented asking for the construction of a side- walk on the west side of Eleventh Street from Brown Street to Frost Street. Same was referred to the City Engineer. Bid for the sale of $24,065.57 Public Improvement Bonds, as advertised for, was received from Central 'frust Company of Topeka.. Kansas and on motion of Commissioner Dodds bid was rejected by the Board of Commissioners. Commissioner Campbell moved that the purchase of 1,000 feet of 21 inch fire hose from the American Rubber Company be confirmed. A request was received from the Salina Real Estate Board, asking the Mayor to designate, April 6th, 1929 as "Clean Up" day.
