MARCH 25th, 1929.
Regular meeting of the Board of Commissioners, March 25th,
1929. Meeting was called to order by Acting LIayor Campbell, the
roll was called and Commissioners Campbell and Dodds and City
Attorney Norris responded. Commissioner Helvering absent.
The minutes of the Regular Meeting of March 18th, 1929 were
read and.approved as read.
The Board of Commissioners took up for further consideration
the three proposals for construction of storm sewers which were
retained for consideration by the Board of Commissioners at the time
submission of bids for such work at the meeting on March 18th, 1929,
the bids retained being those of J. D. Mann Construction Company,
W. B. Carter and H. J. Taylor Construction Company.
Commissioner Dodds moved that in accordance with the provisions
contained in z>ection No. 7 of the proposed contract, which is part
of the contract documents under which said proposals were submitted,
and which reserves the right in the Board of Commissioners to eliminate
any part of the work, that there be eliminated from the work and
from the special specifications prepared by the City Engineer for
the construction of said storm sewers, on which bids were received
March 18, 1929, the item requiring the contract to replace trees
removed or killed by reason of such work, and that the three con-
tractors whose bids were retained for consideration be permitted
to file supplemental proposals if they so desire, stating the amount,
if any, which they reduce their bids on account of the elimination
of such item. The motion was duly seconded and carried and onroll
call was declared adopted.
Thereupon each of said contractors, to -wit: J. D. Mann Construc-
tion Company, W. B. Carter and H. J. Taylor Construction Company each
submitted their supplemental proposals in writing, the amounts by
which each of said contractors agreed to reduce their original proposal
being as follows:

Commissioner Dodds moved that supplemental proposals be re-
ferred to the City Engineer and that the approximate total amount of
the three proposals be computed after taking into consideration the
supplemental proposals. The motion was duly seconded and carried.
The City Engineer thereupon made his report as to the result of
the computation of said proposals.
Commissioner Dodds moved that all of the storm sewers to be
constructed under said proposed contract of sizes 72" to 36" inclusive,
be constructed of vitirf ied segment block, and that sizes 21" to 12"
inclusive be constructed of No. 2 vitrified pipe, and that the con-
tract for the construction of said storm sewers with such materials
be awarded to H. J. Taylor Construction Company, the lowest and best
bidder for such work with such materials, at the unit prices contained
in the proposal of said contractor, and that the certified checks
deposited by the remaining contractors be returned to them, and that
the acting Mayor be authorized to sign the contract on behalf of the
City for such work with the H. 'J. Taylor Construction Company. Said
motion was duly seconded and carried and on roll call was declared
adopted.
Commissioner Dodds moved that the storm sewer No. 11 for which
a contract was awarded on March 11th, 1929 to H. J. Taylor Construction
Company, the materials for which were not selected at the time said
contract was awarded, be constructed of vitrified segment block for
30 inch and 36 inch sewers, and of No. 2 vitrified pipe sewer for
sized 12 inch to 22 inch inclusive, and that the acting Mayor be
authorized to sign a contract for the same with the H. J. Taylor Con-
struction Company for such work at the unit prices therefor contained
in the proposal of the contractor. Said motion was duly seconded and
carried and on roll call was declared adopted.

On motion of Commissioner Dodds the appointments were confirmed
by the Board of Commissioners.
Trust Deed was received from Sarah J. Reser, with a deposit of
$125.00.
Commissioner Dodds moved that same be accepted and filed, and
that the City Treasurer be instructed to place the deposit in the
Gypsum Hill Lot Owners Endowment Fund as provided by Ordinance Number
3530 of the City of Salina. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
appropriations for miscellaneous purposes."

On motion of Commissioner Dodds the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Campbell and Dodds (2) Nays:
(0) Commissioner Helvering absent. Acting Mayor approved the same
and is numbered 3682. I
A resolution was introduced for second reading entitled: "A
resolution relating to and providing for the protection of the City of
balina and of the public and private property therein from the floods
and damage by the -over -flow of the bmoky Hill River."
On motion of Commissioner Dodds the resolution was adopted as
read and on its final adoption the roll was called and the following �
vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner
Helvering absent. Acting Mayor approved the same and is numbered 466.

A petition was presented asking for the vacation of alley
running north and south through Block 8, Woodland Addition. Same
was ordered filed.
An ordinance was introduced for first reading entitled: "An
! ordinance vacating a certain alley running north and south through
Block 8 in Woodland Addition in the City of Salina, Kansas."
On motion of Commissioner Dodds same was referred to the Board
of Commissioners.

Commissioner Dodds moved that permit from the Eberhardt Lumber
Company fro the construction of a building on South Fourth Street
between Iron Avenue and dvalnut Street be granted as per request. IvIo-
j tion adopted.
Commissioner Dodds moved that special permit from B. A. Strick-
ler for the construction of a building on North Santa Fe Avenue be
granted as per request. Motion adopted.
A petition was presented asking for the withdrawal of the
petition and resolution providing for the curbing, guttering and pav-
ing of Wilson Street from Ninth Street to Seitz Street, and asked that
said street within the limits above defined be curbed and guttered
only.
A resolution was introduced for first reading entitled: "A
resolution relating to the curbing and guttering of Vilson Street
from the west line of Ninth Street to the east line o eeiitz Street."
On motion of Commissioner Dodds same was referred to the Board
of Commissioners.
A resolution was introduced for first reading entitled: "A
resolution relating to the excavating, grading and paving of �a_1_7_e_�
lying between Seventh Street and Santa Fe Avenue from the north line
of Mulberry Street, north to a point 225 feet south of the south line
of Walnut Street."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
A petition was presented asking for the paving of Connecticut
hvenue from Iron Avenue to Stapler Street. Same was ordered filed.
City manager Ragle brought up the matter of the Anderson dock
on -tast Ash otreet, between Fourth Street and Fifth Street.
Commissioner Campbell moved that the City Attorney be instructed
to notify the W. 0. Anderson Commission Company to remove said dock
on or before May 21st, 1929. Motion carried.
City Engineer submitted report and estimate of cost .for addition-
al repairs to Ash Street sewer between Front Street and Riverside Drive,
and on motion of Commissioner Dodds same were ordered filed.
An ordinance was introduced for first reading entitled: "An
ordinance providing for the repair and reconstruction of a certain
sewer in Ash Street between Front Street and Riverside Drive, and for
the payment of the cost thereof by the City at large and for the issu-
ance of general improvement bonds to pay such cost."
On motion of Commissioner Dodds same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled: "An ordi-
nance ratifying and confirming a contract -for the construction of
certain curbing, paving and guttering improvements on certain streets
in the City of Salina, and providing for the issuance of temporary notes
to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Dodds same was referred to the Board
of Commissioners.
An ordinance was introduced for first reading entitled: "An
ordinance ratifying and confirming a contract for the construction of
storm sewer No. 11, in the City of Salina, and providing for the issu-
ance of temporary notes to pay the cost thereof pending the issuance
and sale of bonds.11
On motion of Commissioner Dodds same was referred to the Board
of Commissioners.
