03-18-1929 Minutes1 1 1 Fi COMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 18th, 1929. Regular meeting of the Board of Commissioners, March 18th, 1929. Meeting was called to order by Acting kayor Campbell, the roll was called and Commissioners Campbell and Dodds and City Attorney Norris responded. Commissioner Helvering absent. The minutes of the Regular Meeting of 111arch 11th, 1929 were read and approved as read. Bids for the construction of Otorm Sewer No. 9, as advertised for were received from: Dobson & Humphreys, Lincoln, Nebraska. Reed & Wheelock, Clay Center, Kansas. H. H. Carrothers, Kansas City, Missouri. Keystone Pipe Company, Nebraska City, Nebraska. W. B. Carter, Sioux City, Iowa & Tulsa, Oklahoma. J. D. Mann Construction Company, Oklahoma City, Oklahoma. H. J. Taylor Construction Company, Salina, Kansas. City Engineers estimate for the above work was read. Bids were tabulated by the City Engineer. Commissioner Dodds moved that the bid of J. D. Mann Con- struction Company, W. B. Carter and H. J. Taylor Construction Company be retained until Monday, March 25th, 1929; and that all other bids.be rejected, and that certified checks be returned by the City Clerk to the other bidders. Motion carried. An ordinance was introduced entitled: "An ordinance making appropriations for miscellaneous purposes." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final-ado}otion the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Mayor approved the same and is numbered 3680. An Ordinance was introduced for second reading entitled: "An ordinance authorizing and providing for the issuance of Im- rovement Bonds of the City of Salina, Kansas, in the sum of 24,065.57 to pay the cost of constructing certain main and later- al sanitary sewers, and of constructing a certain sewage pumping station in said City." On motion of Commissioner Dodds the ordinance was read and adopted by sections and on its final adoEtion the roll was called and the following vote was had; Ayes: ampbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting 14a7or approved the same and is numbered 3681. A petition was presented asking for the construction of a sidewalk in front of Lots 10 and the South 1/2 of 6, located on the west side of Tenth Street between Charles Street and Crawford Avenue. Same was referred to the City Engineer. A petition was presented asking for the paving of alley between oanta Fe -venue and Seventh Street from.Mulberry Street, north to that part of said alley already paved. Game was referred to the City Attorney. Remonstrance was presented protesting against the paving of Gypsum Avenue from Ohio Street to Delaware Street; and of Columbia Avenue from Ash Street to Johnstown Avenue. The above mentioned remonstrances were referred to the City Attorney. Acting Mayor Uampbell appointed John Frederick, 1alph A. Smith and A. G. Anderson to act as appraisers in ascertaining the valu- ation of certain lots and pieces of ground liable to special assess- ment for the cost of: T1 72 Curbing and guttering Second Street from Elm Street to North Street; Curbing, guttering and paving Highland Avenue from Beloit Avenue to Claflin Avenue; Paving Washington Avenue from Eleventh Street to Twelfth otreet; Curbing, guttering and paving Oakdale Avenue from Gypsum Avenue to Kenwood Park Bridge; Paving Republic Avenue from Fifth Street to Third Street. On motion of Commissioner Dodds appointments were confirmed by the Board of Commissioners. i Street Excavation Bond under Ordinance Number 3644 was re- ceived from: Salina Plumbing Company. On motion of Commissioner Dodds same was approved by the Board of Commissioners. i Junk Dealers license was granted to Larman Piarcus. A resolution was introduced for second 'reading entitled: "A resolution relating to the curbing, guttering, grading and paving of Tenth Street from the north line of Elm Street to the south line of Bishop S reet ." On motion of Commissioner Dodds the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Campbell and Dodds (2) Nags: (0) Commission- er Helvering absent. Acting Mayor approved the same and is'numbered 465 The above resolution is recorded in full on Page 112 of Reso-. lution Book Number 2. A resolution was introduced for second reading entitled: "A resolution relating to.and providing for the protection of the City of Salina and of the public and private property therein from the floods and dan.age by the overflow of the Smoky Hill -River." On motion of Commissioner Dodds the resolution was adopted as read and on its final adoption the roll was called and—the fol- lowing nd the -fol- lowing vote was had; Ayes: Campbell and Dodds (2) Nays: (0) Commissioner Helvering absent. Acting Llayor approved the same and is numbered 466. The above resolution is recorded in full on Pages numbered 113 and 114 of Resolution Book Number 2.
