COMMISSION"23 PROCEEDINGS, RFTGULAR MEETING.
COMMISSIONERS ROOM,
SALINA, KANSAS
SEPTEMBER 24th, 1928.
Regular meeting of the Board of Commissioners.. September
24th, 1928. Meeting was called to order by Mayor Helvering, the
roll was called and Gommissioners Helvering, Campbell and Dodds
and City Attorney Norris responded.
The minutes of the Regular Meeting of September -17th, 1928
were read and approved as read.
Bids for the erection of Street Department Building as
advertised for, were received from:
General Contract:
Johnson Bros. Construction Company,
C. B. Briscoe,

Fred Hartley
A. A. Linn,
Alfred Lindgren
Peterson Construction Company,
J. A. Ferm.
Heating, Plumbing & Electrical Work:
United Power & Light Corporation
Hagler Electric Company,
Home Plumbing Company,
Midwest Plumbing Company,
City Plumbing Company,
Salina Plumbing Company.
City Engineers estimate for the above named work was read.
Commissioner Campbell moved that General Contract be awarded
to Fred Hartley, with the following alternate proposals:

Commissioner Dodds moved that contract for electrical work
be awarded to Hagler Electric Company as per their bid submitted.
Motion carried.
There was no contract awarded for plumbing and heating.
On motion of Commissioner Campbell, City Clerk was instructed
to return checks to unsuccessful bidders, and the Mayor be author-
ized to sign contracts for the above mentioned work.
An ordinance was introduced entitled: "An ordinance making
appropriations for miscellaneous purposes."
On motion of Commissioner Campbell the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Helvering, Campbell
and Dodds (3) Nays: (0) The Mayor approved the same and is
numbered 3602.
An ordinance was introduced for first reading entitled:
"An ordinance creating and defining certain Lateral Sanitary
Sewer Districts in the City of Salina, designated as Lateral
Sanitary Sewer Districts No. 152 and 155 and providing for the
construction of lateral sanitary sewers in the districts created;
providing for the cost thereof and for the levy of special assess-
ments to pay such cost."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.

A petition was presented asking for the construction of a
lateral sewer on Hancock Street from Crawford Avenue south to
Venango Street. Same was referred to the City Engineer.
A petition was presented asking for the vacation of alley
between Minneapolis Avenue and Ellsworth Avenue, running east
from Ninth Street to the alley running north and south in the
same block. Same was referred to the City Manager.
A petition was presented asking for the construction of a
sidewalk across Lots 11 and 12 and alley of Block 8, Oakdale
Addition. Same was referred to the City Engineer.
A petition was presented asking for the curbing guttering
and paving of Columbia Avenue from north side of Ash Street to
Riverside Drive. Same was ordered filed.
A petition was presented asking for the curbing guttering
and paving of Highlbnd*!Avenue from the south side of Beloit Avenue
to the north side of Claflin Avenue. Same was ordered filed.
A petition was presented asking for the paving of Republic
Avenue from the east side of Fifth Street to the east side of
Third Street. Same was ordered filed.
A petition was presented asking for the curbing, guttering
and paving of Oakdale Avenue from south side of Gypsum Avenue
to the Kenwood Park Bridge. Same was ordered filed.
A petition was presented asking for the curbing, guttering
and paving of Connecticut Avenue from the south side of Iron Avenue
to the north side of Gypsum Avenue. Same was ordered filed.
A resolution was introduced for first reading entitled:
"A resolution relating to the curbing, guttering and paving of
Columbia Avenue from the north side of Ash Street to Riverside
Drive-"
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
A resolition was introduced for first reading entitled:
"A resolution relating to the curbing, guttering and paving of
Highland Avenue from the south line of Beloit Avenue to the north
'line of r_sa__i_r Avenue."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
A resolution was introduced for first reading entitled:
"A resolution relating to the paving of Republic Avenue from the
east line of Fifth Street to the east line of Third meet."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.

"A resolution relating to the curbing, guttering and paving of
Oakdale Avenue from the south line of Gypsum Avenue to Kenwood

On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
A resolution was introduced for first reading entitled:
"A resolution relating to the curbing, guttering and paving
Connecticut Avenue from the south line of Iron Avenue to the
north line of Gypsuh Avenue."
On motion of Commissioner Campbell same was referred to the
Board of Commissioners.
A resolution was introduced for first reading entitled:
"A resolution relating to the grading and paving of Center Street
from the east line of Fifth Street east to thb entrance to Kenwood
Park."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.

On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
A resolution was introduced for first reading entitled:
"A resolution relating to the curbing, guttering and paving of
Columbia Avenue from the north line of Iron Avenue to the
sou ne o Ash Street."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance providin& for the construction of a main sewer in
Main Sewer District "Q , as ervated by Ordinance No. 3567;
providing for the cost thereof and for the levy of special
assessments against the property in such district and for th#
payment of such cost, and for the issuing of bonds therefor.
On motion of Commissioner Campbell same was referred to
the Board of Commissioners.
An ordinance was introduced for first reading entitled:
"An ordinance providing for the construction of certain storm"
sewers in the City of Salina to be designated as Storm 'Sewers
No. 9 and 10, and providing for the issuing of improvement
bonds to pay the cost thereof."
On motion of Commissioner Dodds same was referred to the
Board of Commissioners.
On motion of Commissioner Campbell the Board of Commis-
sioners adjourned.
