CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
August 2, 2021
4:00p.m.
The City Commission convened at 3:45 p.m. in room 107, City-County Building, for the study
session consisting of the Lower Smoky Hill Water Supply Access District Meeting.
Mayor Hodges asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p .m. in Room 107,
City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
Those present and comprising a quorum: Mayor Melissa Rose Hodges (presiding), Commissioners
Trent W. Davis, M.D., Michael L. Hoppock, Aaron Peck and Karl Ryan.
Also present: Jacob Wood, Deputy City Manager; Greg Bengtson, City Attorney; JoVonna A.
Rutherford, City Clerk, and Ashley Russell, Deputy City Clerk.
AWARDS AND PROCLAMATIONS
(3.1) Recognition of the month of August, 2021, as "Breastfeeding Month" in the city of
Salina. Mona Hargrave read the proclamation and announced related activities.
CITIZENS FORUM
Norman Mannel, Salina, Kansas, provided information on the location of an article
published in the USA Today regarding jurisdiction in Oklahoma and stated it is coming to
Kansas.
Cheri Harp, Salina, Kansas, read portions of a letter from Dr. Roger Marshall regarding the
science behind vaccinations and natural immunity.
Mayor Hodges suggested further discussion surrounding vaccinations, masks and
mandates will be addressed later in the agenda.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(6.1) Approve the minutes of July 26, 2021.
(6.2) Approve Resolution No. 21-7973 appointing a member to the Planning
Commission.

ADMINISTRATION
(7 .1) Second reading Ordinance No. 17-10910, ordering the vacation of the South Twenty
(20) feet of the 80 foot right-of-way for Pine Street between North Santa Fe Avenue
and North Fifth Street.
Mayor Hodges explained the four year delay and stated no questions or comments were
received from the public.
Moved by Commissioner Hoppock, seconded by Commissioner Peck, to adopt Ordinance No. 17-
10910, on second reading. A roll call vote was taken. Aye: (5). Nay (0). Motion carried.
(7.2) Second reading Ordinance No. 21-11066, amending the Future Land Use designation
of property located on the north side of Claflin A venue between South 9th Street and
Highland Avenue from Urban Residential and Neighborhood Center to Public/
Semi-Public.
Mayor Hodges stated no questions or comments were received from the public.
Moved by Commissioner Davis, seconded by Commissioner Ryan, to approve Ordinance No. 21-
11066 on second reading. A roll call vote was taken. Aye (5). Nay (0). Motion carried.
(7.3) Second reading Ordinance No. 21-11067, changing the zoning classification of Kansas
Wesleyan University from R-3 (Multi-Family Residential), C-3 (Shopping Center and
PC-5 (Planned Service Commercial) to U (University) district. The rezoning request
area consists of four (4) lots on the north side of Claflin Avenue.
Mayor Hodges stated no questions or comments were received from the public.
Moved by Commissioner Hoppock seconded by Commissioner Peck, to approve Ordinance No.
21-11067, on second reading. A roll call vote was taken. Aye (5). Nay (0). Motion carried.
(7.4) Second reading Ordinance No. 21-11068, changing the zoning classification of The
Salina Public Library Campus from C-4 (Central Business District) to P-PF (Public
Use-Public Facilities).
Mayor Hodges stated no questions or comments were received from the public.
21-0209 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Ordinance No. 21-
11068, on second reading. A roll call vote was taken. Aye: (5). Nay (0). Motion carried.
(7.5) Update on the status of Covid-19 in Saline County.
Jason Tiller, Saline County Health Director, provided updates on Covid-19, vaccinations,
Delta variant information, current SRHC hospital status and mask recommendations from
the CDC. Mr. Tiller provided further information on verifying legitimate sites for factual
Covid-19 updates to prevent misinformation.
A discussion followed related to Mr. Tiller's presentation and the statistics provided.
Mayor Hodges thanked Mr. Tiller and commented on how to get accurate information
regarding Covid-19 status.
Further discussion ensued which included negative Covid-19 samples, KDHE criteria and
protocol, vaccination and infection numbers for small town of Nicodemus, Kansas,

percentage of vaccinated and unvaccinated patients at Salina Regional Health Center,
patient information barriers, booster shot vaccination sites, Salina Regional Health Center
capacity and limits, patient resources, patient age, vaccinations .
Carol Reed, Salina, Kansas, stated she would like to hear more about herd immunity to
which Commissioner Davis responded.
Cheri Harp shared a story concerning a friend who contracted the flu but had Covid-19
symptoms and questioned why the flu is not being discussed.
Dalton McDowell, Salina, Kansas, voiced his opinion on Dr. Fauci.
Sandy Welsh, Salina, Kansas, inquired about more information regarding barriers.
Andy Ross, Salina, Kansas, shared information on vaccinations and the new Delta variant.
Chad Farber, Salina, Kansas, spoke about the vaccination rate and the unknowns of the
vaccine .
Maria Rapp, Salina, Kansas, encouraged positivity and provided her thoughts on the
healing powers of the human body .
(7.6) Authorize Publication of Notice of Budget Hearing for the 2022 Budget which sets
August 16th as the date for public hearing on the 2022 Budget, and establishes the
maximum limits of the 2022 Budget.
Debbie Pack, Director of Finance and Administration, explained the request, fiscal impact

the Notice of Budget Hearing for the 2022 Budget which sets August 16, 2021, as the date for Public
Hearing on the 2022 Budget, and establish the maximum limits of the 2022 Budget. Aye: (5). Nay
(0). Motion carried.
