04-26-1943 Minutes1 1 1 1 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 26, 1943. Regular Meeting of the Board of Commissione rs April 26, 1943. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Broon, Elliott, Moore and Price and City Attorney Norris responded. The minutes of the Regular Meeting of April 19, 1943 were read and approved as read. Applications for taxicab drivers license for the year 1943 received as fol- lows: Mary E. French Nedra Brown Commissioner Breon moved that applications be approved and license granted for day driving only. Motion adopted. Wm. Harris J. G. Finney Frank E. French Leonard R. Henry Commissioner Breon moved that applications be approved and license granted. Motion adopted. Application for Cereal Malt Beverage License for the year 1943 received as follows: Application Number 62 Name of Applicant Mrs. Ernest Sears Name and Location of Place of Business Chicken Shoppe 211 East Walnut Street Commissioner Price moved that application be approved and license granted. Motion adopted. A communication was received from Chief of Police, D. K. Fitch, recommend- ing the revocation of Taxicab Drivers License Number 96, issued to Robert R. Spangler April 5th, 1943. Commissioner Breon moved that license be revoked by the Board of Commissioners. Motion adopted. Commissioner Price moved that the report and recommendations of the City Planning Commission relating to the placing of the following described property from "A" residential zone to "B" Residential Zone: Mrs. Marve Stevenson, 127 South Front Street Mrs. Virginia Weber, 720 South Santa Fe Avenue Mary M. Greene and 600 Block on the north s ida of Clyde Greene, State Street., be received and approved, and that notice of such proposed change be given by publication for not less than thirty (30) days in the Salina Journal, and that a hearing thereon be held by the Board of Commissioners at the Commissioners Room in the City Hall of Salina, Kansas at the time specified in such notice. Motion adopted. A resolution was introduced for second readinLr entitled: "A Resolution relating to the curbing, guttering and grading of Claflin Street from the west line of Ninth Street to a point 1016 feet west of the west ine o N nth Street." On motion of Commissioner Breon the resolution was adopted as read and on its final adoption t e roll was called and the following vote was had; Ayes: Morgen- stern, Breon Elliott, Moore and Price (5) Nays: (0) Mayor approved the reso- lution and it is numbered 826. The above resolution is recorded in full on Page 203, Resolution Book Number 3. Mausoleum Deed for the sale of Crypt Number 253 in the Hillcrest Memorial Mausoleum to E. C. McKelvey, was presented to the Board of Commissioners. On motion of Commissioner Price the Mayor was authorized to sign the deed on be- half of the City of Salina. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance relating to and providing for certain employees of the Fire Department." _ Ordinance was referred to the Board of Commissioners. Contract between the thzited States of America and the City of Salina for the supplying of water to the Trailer Housing Units to be located on Crawford Avenue approximately 243 feet west of present city limits and 25 feet south of the south line of Crawford Avenue, known as Federal Public Housing Project No. Kans. 14123, was submitted. Commissioner Elliott moved that the Mayor sign said contract on behalf of the City of Salina. Motion adopted. Commissioner Breon moved that the City purchase with the surplus cash funds in the Waterworks Department Fund, $25,000.00 United States 2% Treasury Bonds, 1950-1952, to be held in the Waterworks Department Fund in lieu of the cash used for the purchase of such bonds. Motion adopted. Mayor Morgenstern instructed the City Manager to issue Special Police commissioners to the newly elected Commissioners, Wendell Elliott and J. H. Moore, Jr. On motion of Commissioner Price the Board of Commissioners adjourned to meet in regular session, Friday, April 30th, 1943, at 11:50 A. M. City Clerk
