04-12-1943 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MERTING COMMISS IONERS ROOM, SALINA, KANSAS. APRIL 12, 1943. I I Regular Meeting of the Board of Commissioners April 12, 1943. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Breon and Price and City Attorney Norris responded. Commissioner Ferm absent and Commissioner Branson deceased. The minutes of the Regular Meeting of April 5, 1943 and Canvassing Board Meeting of April 9, 1943 were read and approved as read. Applications for taxicab drivers license for the year 1943 received as follows: Lucile Kihn Commissioner Breon moved that application be approved and license granted for day driving only. Motion adopted. Lloyd Hunt W. I. Boyd Commissioner Price moved that applications be approved and license granted. Motion adopted. J. E. Hull filed applications for Special Taxicab licenses, Number 34 and Number 35, for operation of taxicabs in accordance with terms of said applications now on file. Commissioner Breon moved that the applications be granted for operation only between parts in City and Camp Phillips or Air Base, and from such places to points in City, but not for local transportation of passengers from one point to another in the City of Salina, and subject to applicant receiving O.D.T. Permits for such operations and to eliminate them from present taxicab limitations and subject to furnishing of insurance policies. Carried. Lease between the City of Salina and the Warren Petroleum Company of Tulsa, Oklahoma, for the leasing of portion of Elm Street (now unused) lying west of Chicago Street and South of Santa Fe switch track Number 20 was submitted. Commis- sioner Price moved that the Mayor sign said lease on behalf of the City of Salina, Kansas. Motion adopted. Commissioners also approved the agreement to sub -lease the above described premises to G. M. McClellan of Salina, Kansas. A communication was received from Office of Price Administration of Salina, Kansas, recommending the revocation of taxicab drivers license Number 69 issued to Maurice Bross, January 20, 1943. Commissioner Breon moved that license be revoked. Motion adopted. Application received from 0. T. Doston, d/b/a The Viceroy at 332 North Santa Fe Avenue, for permission to sell cereal malt beverages, was again taken up by the Board of Commissioners. Commissioner Price moved that application be approved and license granted. Motion adopted. A request from the 49th Aviation Squadron at the Smoky Hill Army Air Field for a Beer License for the "Forty Niners Club", located on the second floor of a building at 219 North Santa Fe Avenue was received. The Commissioners requested that the application be approved by the Commanding Officer. Commissioner Price moved that the report a nd recommendations of the City Planning Commission relating to the placing of the following described property from "A" residential zone to "B" residential sone: I Mrs. Gertrude Winterbotham, 860 South Santa Fe Avenue Miss Florence McConnell, 556 S. Tenth Street Mrs. Elizabeth Wiegner and Mrs. Rose Frey 636 East Iron Avenue, be received nd approved, and that notice of such proposed change be given by publication for not less than thirty (30) days in the Salina Journal, and that a hearing thereon be held by the Board of Commissioners at the Commissioners Room in the City Hall of Salina, Kansas at the time specified in such notice. Motion adopted. Mayor Morgenstern submitted for appointment the name of the follovd ng to serve as a member of the Memorial Hall Board: Memorial Hall Board: E. C. 'Wyatt for a term of three years from April 1, 1943, to succeed himself. Commissioner Breon moved that appointment be confirmed by the Board of Commissioners. Motion adopted. A petition was presented asking for the rezoning for apartments of Lot 10, on State Street in University Addition. Petition was referred to the City Planning Commission. The newly elected Commissioner, Wendell Elliott, having filed the required bond, approved by the Judge of the District Court, the oath of office was administered to him by the City Clerk. On motion of Commissioner Price the Board of Commissioners adjourned to meet in regular session, Thursday, April 15th, 1943 at 11:45 A. M. City Clerk
