Meeting was called to order by Ilayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson and Breon and City Attorney Norris responded. Commissioners Ferm and Price absent. The minutes of the 3egular N'teetin of December 16, 1.941 were read and ap- proved as read. The introduction of taxi fare ordinance was deferrod until December 29, 1941. DeLuxe Cab Company asked permission to move the taxi stand now located on the north side of 'Walnut Street, west of 6anta Fe Avenue., to the south side of 'Walnut Street south of janta Fe Avenue. Commissioner Branson moved that request be granted. F;Totion adopted. from: Application for taxicab drivers license for the balance of 1941 received George L. Nelson Commissioner Breon moved that application be approved and license granted. Motion adopted. The following recommendations were received from the Airport Committee: Salina, Kansas. December 20, 1941 Mr. Herb Brown, City Manager, Salina , Kansas Dear Sir: The following is the report and recommendations of the writer as chairman of the Salina Airport Board, which I wish ,you -could present to the City Commissioners, together with such comment as you may care to add: Come of our good citizenship has been rather worried over the lack of an airport at Salina with nice long runways properly paved, and have proposed that the City should have a bond issue sufficient in size to obtain such a port. This might be an excellent idea, but the Airport Board have unani- mously expressed themselves as opposed to such an expenditure. Due to the present war conditions they do not feel that any major expense on airport facilities should be considered, but do believe a moderate sum, say $5000.00 per year would be sufficient for general naintenance of airport and would permt gradual improvement and. --cpansion of present airport. The present war brings up other problems, such as the necessity of having; someone property authorized 'to be on hand at the airport to properly police the arrival and de- parture of planes, as well as guard the airport facilities or planes in the hangars or on the field. To accomplish this purpose, the writer feels that Mr. M. A. Dawson should be placed in such authority, and in a discussion with him this afternoon Ii4r. Lawson said he is agreeable to paying the City $25.00 per month for rental on the airport hangar be- longing to the City, same to include rental on ground site on which is located the hangars owned by I'r. Dawson, and also to include the gasoline selling privilege at the airport. ['sir. Dawson would also agree to have at least himself and one other man, or if he is absent, 2 other Trien on duty at the airport 24 hours ner day to take care of any trade at the airport, and to police and guard arriving and departing planes and airport facilities and planes thereon. In view of uncertain times V -)at may be ahead of us, this arrangement would be only on a month-to-month basis, and if same is not working out to the mutual satisfaction of all parties, this arrangement could be discontinued or modified. Should the City Commissioners not consider the foregoing suggestion as in order, let their attention be ?articularly called to the necessity of some steps _ beim taken promptly to properly police the airport and activities thereon, or we will find flying from the airport absolutely discontinued. Motion adopted An ordinance was introduced for second reading entitled: "An ordinance relatinP to and apportioning and levying special assessments on certain lots and pieces of groun3 in the City of 6a.1 ina , kansas, to pay the cost d' curbing and gut- tering Eigrhth Street from t he center line of Harsh Street to t he center line of Hamilton Street; Eighth Street from the center line of 'Woodland Avenue tothe center line f Grand enue; vest side of Funston Street south of -republic Avenue; west side of Highland Circle south of Ellsworth Avenue; Montrose Avenue from the s -uth line of Charles Street tothe north line of Crawford Avenue; west side of Pershing Street south of Republic Avenue; north de of Republic 'venue from the west line of Tenth Street to the east line of EleventhStreet; Republic Avenue from Sheridan Street and Fur- ton Street to Sherman Street and Pershing Street; Second Street from. the north line of Ash Street to the south line of Elm Street; west side of Second Street north of Iron Avenue; Tenth Street from the center line of Wilson ''treet, north 300 feet to connect with existing curb and gutter; Venango Street from the west line of Sherman Street to the east line of Custer Street; Wilson Straet from the east line of Sherman Street to the west line of Eleventh Street; and for the pavin of the alley lying between Santa Fe revenue and Seventh Street from the north line of "alnl�reet to the south line of Iron Avenue; and the alley lying between Santa Fe avenue and Seventh Street from the south line of Ash Street to the north line of Iron Avenue, and relating to and providing for the collection and pai►ment of such assessments." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson and Breon (3) hays: (0) Commissioners Ferm and Price absent. n.=".ayer approved the ordinance and it is numbered 5006. ?,layor :Morgenstern submitted for appointment the name of James H. Moore, Jr., to serve on the Waterworks Advisory Board for a term of three years from January 1, 1941, to succeed Chas. 4ti. Shaver whose term of office expired January 1, 1941. Commissioner Breon moved that appointment be confirmed by the Board of Commissioners. Votion adopted. On motion of Commissioner- Branson the Board of Commissioners adjourned. 1110 / L/NO /
