Meeting was called to order by :Mayor Morgenstern, the roll was called and Commissioners Branson, Yorgenstern and Price responded. Commissioners Breon and Ferm and City Attorney Norris absent. The minutes of the Regular Meeting of December 8, 1941 were read and ap- proved as read. A petition was presented asking; for increase in taxicab fares. Action on same was deferred until the next Regular Meeting of December 22, 1941. An ordinance was introduced entitled: "An ordinance making; appropriation for the payment of certain claims." On motion of Commissioner Branson the ordinance was read and adopted ty sections and on its final adoption the roll was called and the follomi ng vote was had; Ayes: Morgenstern, Branson and Price (3) Nays: (0) Commissioners Breon and Ferm absent. Mayor approved the ordinance and it is numbered A-139. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims.” On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the follovL ng vote was had; Ayes: Morgenstern, Branson and Price (3) Nays: (0) Commissioners Breon and Ferm Absent. Mayor approved the ordinance and it is numbered A-140. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Lorgenstern, Branson and Price (3) Nays: (0) Commissioners Breon and Ferm absent. Mayor approved the ordinance and it is numbered A-141. The folloivi ng; report was received from the City Planning Commission: Salina, Kansas, December 153, 1941. Hon. ¶'ayor and City Commission, Salina, Kansas. Gentlemen: The City Planning and Zoning Commission, in special called meeting at 1:30 P.M. this date, with a quorum present, again took into consideration the recommendation of rezoning from "9" Residential to "C" Commercial, Lots 169, 171 and 27 feet of Lot 173, Original Townsite of Salina on Eighth Street. Present at this meeting were Arvid Danielson and representatives of the Presbyterian and Schristian Science Churches and Public Schools. After giving Mr. Danielson a hearing on his request and. receiving the expressions of the representatives of the various institutions as above noted, the commission unanimously voted not to recommend to the City Commission the rezoning of the above described lots. Construction Company - - 1675.00 Commissioner Branson moved that contract be awardeed to Johnson Bros. Con- struction Company as per their bid submitted and that certified check be returned to the unsuccessful bidder. Motion adopted. Official City Bond for Thos. L. Bayne, Building Inspector, was presented to the Board of Commissioners. Commissione=r Price moved that bond be approved by the Board of Commissioners. Tiotion adopted. City Engineer submitted Final Estimates of Ccist for the curbing and gut- tering of: Eighth Street from the center line of Harsh Street to the center line of HamiltonStreet; Eighth Street from the center line of Woodland Avenue to the center line of Grar.d Avenue; IvIontrose avenue from the south line of Charles Streit to the north line of Crawford Avenue; Republic Avenue (Korth side) from the west 1 ne of Tenth Street to the east line of Fleventh Street; Republic Avenue from Sheridan and Funston Streets to Sherman and Pershing Streets, Second Straet from the north line of Ash Street to the south line of Elm Street; Second Street (west side) north of Iron -venue; Highland Circle (west side) south of Ellsworth Street; Funston Street (west side) south of Republic "venue; Pershing Street (west side) south of Republic Avenue; Tenth Street from the center line of Wilson Street, north 300 feet to connect with existing curb and gutter; Venango Street from the west line of Sherman Stre:lt to the east line of Custer Street; Wilson Street from the east line of Sherman Street to the west line of Eleventh Street; and for the paving of: Alley_ lying between Santa. Fe tivenue and Seventh Street from the north line of Walnut Street tothe south line of Iron Avenue; and Alley lying between Santa Fe i>venue and Seventh Street from the south line ne of Ash Street to the north line of Iron Avenue. Commissioner Price moved that estimates be approved by the Board of Commissioners. notion adopted. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Edina, nansas, to pay the cost of curbing and guttering Eighth Street from the center line of Harsh Street to the center line of Hamilton Street; Eighth Street from the center line of Woodland Avenue to the center line of Grand -"venue; west side of Funston Street south of Re -public Avenue; west side of Highland Circle south of Ellsworth tivenue; A;lontrose Avenue from the south line of Charles treet to the north line of Crawford avenue; west side of Pershing Street south of Republic tivenue; north side of Republic Avenue from the west lire of Tenth Street to the east line cc le venth treet; Republic Avenue from 0 heridan Street and Funston Street to Sherman Street and Pershing Street, Second Street from the north line of Ash Street to the south line, of Elm Street; west side of Second Street north of Iron avenue; Tenth Street from the center line of Wilson Stre3t, north 300 feet to connect lvith existing curb and gutter; Venango Street from the west line of Sh7;rman Street to to the east line of Cust(,r Street; Wilson Street _ from the east lane of Sherman Street to the west line of Eleventh treet; and for the paving of the alley lying between Santa Fe Avenue and Seventh Street from the north line of-"alnut treet to the south line of Iron Avenue; and the alley lying between Santa Fe Jivenue and Seventh Street from the south line of Ash Street to the north line of Iron ',-venue, and relating t©- and providing for the collection and payment of such assessments." Referred to the Board of Commissioners. A petition was presented asking for the curbing and guttering of Rahm Street from the east curb line of Fourth Street to a point 300 feet east of the east property line of Fourth Street. Referred to the City Engineer. Mayor Morgenstern filed written request for the passage of Ordinance Number 5005 as an emergency, the written request being attached to the proposed ordinance. An ordinance was introduced entitled: "An ordinance creating a Municipal Defense Council prescribing its duties and declaring an emergency." On motion of Commissioner Price the ordinance was read and adopted by Sectiors and on its final adoption the roll was called and the following vote was had; Ayes: Yorgenstern, Branson and Price (3) Days: (0) Commission,-�rs Breon and Ferm absent. n'ayor approved the ordinance and it is numbered 5005.
