JTLY 21, 1941.
Regular meeting of the Board of Commissioners July 21, 1941. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Branson, Breon, Ferm and Price and City Attorney Norris responded.
The minutes of the Regular Meeting of July 14, 1941 were read and approved
as read.
Application for taxicab drivers license for the year 1941 received from
Donald J. Stone
Commissioner Breon moved that application be approved by the Board of
Commissioners and License granted. Motion adopted.
Harold Chase, representing the Junior Chamber of Commerce, and Roy Mahon,
appeared before the Board of Commissioners in regard to the Salina Municipal
Airport. Matter was referred tothe Airport Board.
A petition was presented asking for the curbing and guttering of Eighth
Street from Hamilton Street to Antrim Avenue. Petition referred to the City
Engineer.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Ferm the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor
approved the ordinance and it is numbered A-123.
A communication was received from Chief of Police, D. K. Fitch, informing
the Board of Commissioners of the conviction in Police Court of J. H. Coffman,
d/b/a"Jack's Well" located at 1422 North Santa Fe Avenue of the offense of
drunkenness. Mayor Morgenstern ordered that the City Clerk give J. H. Coffman
a five-day notice of a hearing to be held by the Board of Commissioners on July
28, 1941, at 4:30 P. M. , for the purpose of determining whether or not the Cereal
Malt Beverage License issued to J. H. Coffman, January 21, 1941, should be
revoked as provided by law and by Ordinance Number 4741 of the City of Salina,
Kansas,
Mayor Morgenstern appointed, or submitted for appointment, the names of
the following to serve on the various City Boards to fill vacancies now existing,
to -wit:
City Planning Commission
W. R. Leighton for a term of three years from May 1, 1941, to succeed
himself.
Board of Health
Ben Wo bent, Chairman (to serve as Chairman, ex -officio, of the Board
Examiners of Plumbers) for a term of one year from May 1, 1941.

oardBen Wolbert, Chairman (ex -officio as Chairman of the Board of Health)
for a term of one year from May 1, 1941.
James M. Stack, Master Plumber, for a term of one year from May 1, 1941.
R. L. Staunton, Journeyman Plumber, for a term of one year from May 1, 1941.
Airport Board
B. K. Smoot, to fill the place on the Board formerly held by Ed Morgenstern.
Commissioner Ferm moved that appointments be confirmed by the Board of
Commissioners, and that the persons above named be appointed to the Boards above
mentioned, as above set forth,
On motion of Commissioner Price the Board of Commissioners adjourned.
