05-19-1941 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MAY 19, 1941. Regular Meeting of the Board of Commissioners May 19, 1941. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen- stern, Branson, Ferm and Price and City Attorney Norris responded. Commissioner { Breon absent. 1 F1 The minutes of the Reg lar Meeting of May 12, 1941 and Regular Meeting of May 15, 1941 were read and approved as read. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Branson the ordinance was read and adopted by sec- tions and on its final u doption the roll was called and the following vote was had; Ayes: Branson, Ferm, Morgenstern and Price (4) Nays: (0) Commissioner Breon absent. Mayor approvedthe ordinance and it is numbered A-115. Application for taxicab drivers license for the year 1941 received from: Cecil Irons. Commissioner Price moved that application be approved by the Board of Com- missioners and license granted. Motion adopted. pursuant to notice published in the Salina Journa) 'bids were received for the curbing and guttering of: Eighth Street from Harsh Street to Hamilton Street; Tenth Street from the center line of Wilson, north 300 feet to connect with t he existing curb and gutter. Eighth Street from Woodland Avenue to Grand Avenue. Second Street (on the west side) north of Iron Avenue, abutting Lots 104, 106 and 108, Original Townsite, connecting existing curb and gutter. Highland Circle (on the west side) south of Ellsworth, abutting Lot 1, Block 8, Highland Court Addition. Funston Street (on the west side) south of Republic Avenue, abutting Lot 10, Block 15, Highland Court Addition. Pershing Street (on the west side) south of Republic Avenue, abutting Lots 4 and 5, Block 11, Highland Court Addition, and Paving of the alley lying between Santa Fe Avenue and Seventh Street, from 'halnut Street to Iron'venue, as follows: u Busboom and Rauh, Salina, Kansas. Johnson Bros. Construction Company, Salina, Kansas. City Engineers Estimate of Cost for the above work was read. Bids were tabulated by the City Engineer. It appearing that none of the bids were within the :Engineers estimate, Commissioner Ferm moved teat all bids be rejected, and that the above mentioned improvements be constructed by the City under the supervision of the City Engineer, as provided by law, and that the City Engineer proceed to construct such curbing, guttering and paving, and purchase the necessary tools, apparatus and material, employ the necessary labor for doing such work, all within the amount of the Engineers estimate of cost. Motion carried. H. B. Peatling presented plans and specifications for the extension of a building on Lot 7, Block 5, Pacific Addition. On motion of Commissioner Branson same were approved by the Board of Commissioners. H. B. Peatling also presented application for approval of type and location of building to be placed on Lot 2, FLock 29, Military Addition, being the street car restaurant structure now located on Lot 7, Block 5, Pacific Addition, the same to be moved to proposed location on Lot 22 Block 29, Military Addition and set at south side of residence building now onsaid lot, so that the east line of the street car restaurant structure will be even with front of residence, and the south side of street car restaurant structure one foot from sidewalk line, the structure to remain onsaid lot not longer than one year and to be removed in six months on demand of the Board of Commissioners, if appearance and location of structure is not satisfactory to Board after its removal to new location. Commissioner Ferm moved that the application be approved on the terms stated by Mr. Peatling. Motion seconded by Commissioner Branson. On rollcall the fol- lowing vote was had; Ayes: Ferm and Branson (2) Nays: Morgenstern and Price (2) Commissioner Breon absent. Pursuant to notice published in the Salina Journal bids were received for Refreshment Privilege in Oakdale Park during the Swimming Pool season of 1941 as follows: Ralph Johnson, $203.66 Rolland Nelson $176.66 Commissioner Fenn moved that bid of Ralph Johnson be accepted. Motion adopt - ed. Mayor Morgenstern submitted the names of John Frederick, L. W. Carl and E. D. Martin to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering: Eighth Street from the center line of Harsh Street tot he center line of Hamilton Street; Tenth Street from 'Wilson Street, north 300 feet to connect with the exist- ing cur and gutter; Eighth Street from Woodland Avenue to Grand Avenue; Second Street (on the west side) north of Iron Avenue, abutting Lots 104, 106 and 108, r -t na Townsite, connecting existing curb and gutter; Highland Circle (on the west side) south of Ellsworth Street, abutting Lot 1, Block 8, Highland Court Addition; Funston Street (on the west side) south of Republic Avenue, abutting Lot 10, Block 15, Highland Court Addition; PershiEE Street (on the west side) south of Republic Avenue, abutting Lots 4 and 5�' ociig—hland Court Addition, and for paving Alley lying between Santa Fe Avenue and Seventh Street from Walnut Street to Iron Avenue. Commissioner Branson moved that appointments be confirmed by the Board of Commissioners. Motion adopted. Application for Pool Hall License for the first half of 1941 received as follows: Geo. Holzmeister. Commissioner Price moved that application be approved and license granted. Motion adopted. On motion of Commissioner Price the Board of Commissioners adjourned. City lerk
