APRIL 28, 1941.
Regular Meeting of the Board of Commissioners April 28, 1941. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Branson, Breon, Form and Price and City Attorney Norris responded.
The minutes of the Regular Meeting of April 21, 1941 and May 1, 1941
were read and approved as read.
J. H. Moore, Jr. appeared before the Board of Commissioners and asked for
permission to move a Filling Station from northwest corner of Lincoln and Santa Fe
Avenue to the northwest corner of North and Broadway. On motion permission was
granted.
Application for taxicab drivers license for the year 1941 received from:
Jos. L. Ray
Commissioner Branson moved that application be approved and license granted.
Motion adopted.
Pursuant to notice published in the official City paper bids were received
for the construction of curbing and guttering of:
Montrose Street from the south line of Charles Street to the north line
of Crawford Avenue;
Second Street from the north line of Ash Street to the south line of
Elm Street;
Republic Avenue from the east line of Sheridan Street (on the north
side of Republic) and from the east line of Funston Street, an extension of
Sheridan Street (on the south side of Republic) to the west line of Sherman
Street (on the north side of Republic) and to the east line of Pershing, an
extension of Sherman Street (on the south side of Republic).
Venango Street from the West line of Sherman Street to the east line of
Custer Street;
Wilson Street from the east line of Sherman Street to he west line of
Eleventh Street;
Republic Avenue from the west line of Tenth Street to the east line of
Eleventh Street (on the north side of Republic Avenue.) . And for the paving of:
Alley lying between Santa Fe Avenue and Seventh Street from the south
line of Ash i-'Itreet to the north line of Iron Avenue, as follows:
Johnson Bros. Construction Company,
H.J.Taylor Construction Company, Salina, Kansas.
City Engineers Estimate of Cost for the above work was read.
Bids were tabulated by the City Engineer.
It appearing that none of the bids were within the Engineer's estimate,
Commissioner Form moved that all bids be rejected, and that the above mentioned
improvements be constructed by the City under the supervision of the City Engineer
as provided by law, and that the City Engineer proceed to construct such curbing, gutter
ing and paving, and purchase the necessary tools, apparatus and materials, employ
the necessary labor for doing such work, all within the amount of the Engineer's
Estimate of Cost. Motion carried.
Paul 'Wary submitted plans for service station to be erected on Lots 1 and 3,
Block 46 Military Addition (1102 North Ninth Street) in the City -of Salina, Kansas.
Commissioner Branson moved that plans be approved by the Board of Commissioners.
Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
defining the manner and place of construction of tho lines of the Southwestern Bell
Telephone Company and proscribing the terms and conditions under which said
lines shall be constructed, reconstructed and maintained, and providing for compen-
sation to be paid the City of Salina, Kansas, by the Southwestern Bell Telephone
Company."
On motion of Commissioner Branson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Branson, Breon, Form and Price (5) Nays: (0) Mayor
approved the ordinance and it is numbered 4997.

An ordinance was introduced entitled: "An ordinance making appropriation for

the payment of certain claims.11

On motion of Commissioner Form the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Branson, Breon, Farm and Price (5) Nays: (0) Mayor approved the ordi-
nance and it is numbered A-112.
A resolution was introduced entitled: "A Resolution relating to issuance of
Temporary Note in the Amount of $5,000.00 (W.P.A. Project Number 8254-4).

On motion of Commissioner Breon the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the
Resolution and it is numbered 811.

3.
On motion of Commissioner Branson the Board of Commissioners adjourned to
meet Thursday, May 1, 1941 at 12 o'clock noon.
