Meeting was called to order by Acting Mayor Ferm, the roll wase alled and Commissioners Branson, Breon, Fern and City Attorney Norris responded. Commissioners Morgenstern and Price " absent. I } The minutes of the Regular 1jieeting of March 24, 1941 and Canvassing Board Meeting of March 28, 1941 were read and approved as read. 9 I trsuant to notice published in the Salina Journal, the following City of Salina Internal Improvement Bonds, dated January 1, 1941, bearing interest at the rate of 1-1/4% per annum were placed on sale: I � Series P-126 consisting of thirty-seven bonds of the total ' value of $18,045.52. 1 Offers for said bonds were received from: i Lathrop -Hawk -Herrick Company, Wichita, Kansas Baum-Bernheimer Company Kansas City, Missouri City National Bank & Trust Company Kansas City, Missouri Small -Milburn Company, Wichita, Kansas Rhodes-Seltsam Company Topeka, Kansas Ranson -Davidson Company, Wichita, Kansas. Commissioner Breon moved that the above described bonds be sold to Lathrop - Hawk -Herrick Company of Wichita, Kansas, at a price of par and accrued interest, plus a premium of ;3.50 per thousand, the highest and best offer made for said bonds, , as per their bid submitted to and approved by the Board of Commissioners; and that the May' - or be authorized to sign contract on behalf of the City for the sale of said bonds to said purchaser; and that the City Clerk return certified checks deposited with him by the unsuccessful bidders. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Branson the ordinance was read and adopted by sec- tions and on its final adaption the roll was called and the following vote was had; I Ayes: Branson, Breon and Ferm (3) Nays: (0) Commissioners l'orgenstern and Price absent. Acting Mayor approved the ordinance and it is numbered A-108. Application for taxicab drivers license for the year- 1941 received from: t { Wilbur Ashton Commissioner Branson moved that application be approved and license granted. Motion adopted. Application for Pool Hall License for the first half of 1941 received from: 1+'1. A. Wilhelm, d/b/a Wilhelm Smoker. Commissioner Branson moved that application be approved and license granted. Motion adopted. The following report, relating to the rezoning of the west side of Ninth Street from Lincoln to Decatur was received from the City Planning and Zoning Commission: ' Salina, Kansas. March 29, 1941. I Hon. Iayor and City Commissioners, j City of Salina, Salina, Kansas. Gentlemen: The City Planning and Zoning Commission, at a special meeting held in the Chamber of Commerce room at 1:00 P. M. Saturday, March 29, 1941, with a quorum present, considered the petition submitted for the rezoning of the west side of North Ninth Street from Lincoln to Decatur. The following report, relating to the proposal of the development on Tenth Street from Iron Avenue north to the alley, particularly the proposed set -back of sixteen (16) feet, was received from the City Planning and Zoning Commission: Salina, Kansas. Gentlemen: The City Planning and Zoning Commission, meeting in a special called session in the Chamber of Commerce room at 1:00 P.M. Saturday, March 29, 1941, took up for consideration the proposal of the development on Tenth Street from Iron Avenue north to the alley, particularly the proposed set -back of sixteen (16) feet as outlined in the drawing. After due consideration the commission recommends that the regulation of 20 feet be waived and a permit be granted for the construction of buildings as proposed, with a sixteen (16) feet set -back as per drawing attached. A petition was presented asking for the rezoning to Commercial Zone of Lot 20, Block 44, in Military Addition (1019 North Ninth Street). Petition was referred tothe City Planning and Zoning Commission. A petition was presented by the Board of Commissioners asking for the paving of the alley lying between Santa Fe Avenue and Seventh Street from Iron Avenue to Walnut Street. On motion same was approved by the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the paving of the alley lying between Santa Fe " enue and Seventh Street from the south line of Iron Avenue to the north line oir Walnut Street." Referred tothe Board of Commissioners. A resolution was introduced on first reading entitled: "A Resolution relating to he curbing, guttering and grading of Eighth Street from the center line of Grand ��venue to the center line of Woodland Avenue. Referred to the Board of Commissioners. A resolution was introduced on first reading entitled: "A Resolution relating tothe curbing, guttering and grading of a portion of Funston Street between Republic Avenue and Sunset Drive." Referred to the Board of Commis- sioners. A resolution was introduced on first reading entitled: "A Resolution relating tothe curbing, guttering and grading of a portion of Highland Circle between Ellsworth Avenue and Jewell Avenue." Referred to the Board of ommis- sioners. A resolution was introduc ed on first reading entitled: "A Resolution relating to the curbing, guttering and grading of a portion of Pershing Avenue between Republic .Avenue and Beloit Avenue." Referred to the Board of ommis- sioners. A resolution was introduced on first reading entitled: "A Resolution relating to the curbing, guttering and grading of a portion of Second Street lying north of Iron "venue." Referred to 'he Board of Commissioners. A petition was presented asking for the vacating of a portion of a certain alley in Block 15, Pacific Addition to the City of Salina, Kansas. Granted by the Board of Commissioners. An ordinance was introduced on first reading entitled: "An ordinance vacating a portion of a certain alley in Block 15, in Pacific Addition." Referred tothe Board of Commissioners. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
