Regular R4eeting of the Board of Commissioners January 20, 1941. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners I or-
genstern, Branson, Breon, Ferm and Price and City Attorney Norris responded.
The minutes of the Regular P,Reeting of January 13, 1941 and Regular Meeting
of January 15, 1941 were read and approved as read.
Applications for taxicab drivers license for the year 1941 received as follows:

Commissioner Branson moved that applications be approved and license
granted. Motion adopted.
Pursuant to notice published in the Salina Journal bids were received
for the construction of Lateral Sanitary Sewers numb Bred 187A and 189 as follows:
Johnson Bros. Construction Company, Salina, Kansas.
H.J.Taylor Construction Company, Salina, Kansas.
City engineers estimate of cost for the above named sewers was read.
Bids were tabulated by the City Engineer.
It appearing that none of the bids were within the Engineers 3stimate,
Commissioner Ferm moved that all bids be rejected, a nd that the a')ove mentioned
sewers be constructed by the City under the supervision of the City Angineer as
provided by law, and that the City 3ngineer proceed to construct such sewers and
purchase the necessary tools, apparatus and materials, and employ the necessary
labor for doing such work, all within the amount of the Engineers Estimate of
Cost. Motion adopted. I
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
Commissioner Ferm moved that the following amounts be stricken from the
ordinance:
1% J. Kennedy, Purchase Order No. 284 $$207.50
?,i. J. Kennedy Purchase Order No. 285 $$100.00
On motion of Commissioner Ferm the ordinance was read and adopted as amend-
ed by the following vote: Ayes: Morgenstern, Branson, Breon, Ferm and Price
(5) Nays: (0) Mayor approved the ordinance and it is numbered A-100.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and regulating traffic on certain streets in the City of Salina and
requiring vehicles to be stopped before entering or crossing the intersections of
certain streets with certain railroad tracks in said City, providing for the
placing of stop signs at such places, and providing a penalty for the violation of
this ordinance." !
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) "ays: (0) Mayor
approved the ordinance and it is numbered 4990.
Trust Deed with a deposit of $$75.00 was received from G. M. Craig for the
perpetual care of the South one-half of Lot 35, Block 12, in the Gypsum Hill Cemetery
of Salina, Kansas.

Commissioner Branson moved that Trust Deed be accepted by the Board of Com-
missioners and that the City Treasurer be instructed to place the deposit in the —i
Gypsum Hill Cemetery Endowment Fund as provided by Ordinance Number 3530 of the
City of 'Salina, Kansas. Motion adopted.

City 'Engineer submitted Final Estimate of Cost for the construction of the
following sewers:

Lateral Sanitar, Sewer No. 184 located in Phillips and Washington Streets;
Lateral Sanitary Sewer No. 185 located in Cedar Street from College Avenue
to 1.4issouri acifie Railroad Tracks; and
Lateral Sanitaa Sewer No. 186 located in Rahl Street from Fourth Street
east 290 feet.

On motion of Commissioner Breon estimates were approved by the Board of
Commissioners. motion adopted.
City 3hgineer submitted Final :Estimate of Cost for the curbing and gutter -
in, of:
Brown Street from the west line of eleventh Street to the east line of
Sherman treet;
Frost Street from the west line of :Eleventh Street to the east line of
Sherman treet;
Oakdale Avenue from the north line of Ash Street to the south line of Elm
Street;
Tenth Street from the south line of Franklin Street to a point 300 feet
south of the south T Ene of Franklin Street; and
Tenth Street from the center line of Pacific hvenue to the center line of
Harsh Avenue; and
for paving all lying between Santa Fe I'venue and Fifth Street from the south
line of As treat to the north line of Iron Avenue.
On motion of Commissioner Breon estimates were approved by the Board of
Commissioners. Motion adopted.

adopted.
Commissioner Breon moved that applications be approved and license grant-
ed. Motion adopted.
Mayor kJorgenstern submitted the names of John Frederick, E. D. Martin and
Lewis Carl to act as appraisers in ascertaining the valuation of certain lots and
pieces of ground liable to special assessment for the cost of constructing Lateral
Sanitary Sewer No. 187A located in the alley running north and south between
Fourth Street and Fifth Street from manhole in Forest Avenue to a manhole 250 feet
south of the south line of Forest Avenue; and Lateral Sanitary Sewer No. 189 located
in the alley running north and south from Pacifio Avenue to Forest Avenue between
Second Street and Third Street. On motion of Commissioner Branson the appointments
were confirmed by the Board of Commissioners. Motion adopted.
Commissioner Price moved that alley lying between Ninth Street and Tenth
Street from Morrison Avenue to Prescott Avenue be closed, City to construct
driveway and gravel the same at an expense not to exceed $150.00. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
vacating a certain alley in the City of Salina, Kansas." Referred to the
Board of Commissioners.
Commissioner Breon moved that Ross Bratton be granted permission to re-
construct garage and remodel his cleaning plant located at 509 South Tenth Street.
Motion adopted.
Commissioner Price moved that the property owners be not required to pay
for the paving that has been constructed, when an alley is closed. Motion adopted.
On motion of Commissioner Ferm the Board of Commissioners adjourned.
