12-30-1940 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSION3RS ROOM, SALINA, KANSAS. D3CW3R 30, 1940. Regular meeting of the Board of Commissioners December 30, 1940. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissione" Morgenstern, Branson, Farm and Price and City Attorney Norris responded. Commis- sioner Breen absent. The minutes of the Regular Meeting of December 23, 1940 were read and approved as read. A resolution was introduced entitled: "A Resolution relating to issuance of Temporary Note in the amount of $1,500.00 (W.P.A. Project Number 8010-3S)." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the Resolution and it is numbered 800. The above resolution is recorded in full on Page 172 of Resolution Book Number 3. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Fera the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Farm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered A-97. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Farm the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Farm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered A-98. An ordinance was introduced for second reading entitled: "An ordinance relating to and fixing the salaries of certain officers and employees of the City of Salina and repealing parts of ordinances in conflict with the provisions hereof." On motion of Commissioner Farm the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Farm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 4985. An ordinance was introduced for second reading entitled: "An ordinance relating to and providing for the taxation of court costs in certain cases in the Police Court of the City of Salina, and in cases appealed from the judgment of the Police Court." On motion of Commissioner Farm the ordinance was read and adopted by see - tions and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Farm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 4986. I An ordinance was introduced on first reading entitled: "An ordinance providing for the licensing and regulation of the slaughtering of animals in the City of Salina and for the appointment of a Meat Inspector and providing penalties for the violation of this ordinance." Referred to the Board of Commissioners. Mayor Morgenstern submitted the name of Francis M. Traylor as a member of the Board of Trustees of the Salina Municipal Band for a term of three years from January 1, 1941. Commissioner Price moved that appointment be confirmed by the Board of Commissioners. Motion adopted. On motion of Commissioner Price the Board of Commissioners adjourned. p City Clerk
