Regular meeting of the Board of Commissioners December 2, 1940. Meeting
was called to order by Mayor i.iorgenstern, the roll was called and Commissioners
Morgenstern, Branson, Breon, Form and Price and City Attorney Norris responded.
The minutes of the Regular Meeting of November 25th, 1940 and Regular
Meeting of November 30, 1940, were read and approved as read.

Application was received from Richard H. Pickering of the Bell Taxi Company,
asking permission to transfer Taxicab License No. 38 from Chevrolet Sedan, 1939,
Serial No. 5JAll-4743, Motor No. 2031840 to Chevrolet Sedan, Mlodel 1941, 'serial No.
5AH11-13920, I4otor No. AA2245765. Commissioner Branson moved that application be
approved by the Board of Commissioners. Motion adopted.
A petition was presented asking for the construction of curbing and gutter-
ing on Lighth Street from Grand Avenue to Woodland Avenue. Referred to the City
Rig ine er.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Ferm the ordinance was read and adopted by
sections and on its final adoption the roll was called and the follow-ing vote was
had: Ayes: Morgenstern, Branson, Breen, Ferm and Price (5) Nays: (0) Mayor
approved the ordinance and it is numbered A-94.
Bids for centrifugal pump for the Salina Water Department, presented to the
Board of Commissioners November 25, 1940, were again taken up by the Board of Commis-
sioners for consideration, together with the report and recommendations of the City
"igineor and Paulette and Nilson, Consulting Engineers. Commissioner Ferm moved that
the contract be awarded to the Allis-Chalmers I,.anufacturing Company of Milwaukee,
Wisconsin, the lowest responsible bidder on its bid for one 12 x 10 Type SG Centri-
fumal Pump direct connected through flexible coupling to one 200 H.P. , 2300 Volt,
3 Phase, 60 Cycle, Squirrel cage motor operating at 1750 R.P.M. and including one
reduced voltage starter. Motion adopted.
The following recommendations were received from the Waterworks Advisory
Board:

Gentlemen:
Taking these facts into consideration we believe it
advisable to make a reduction in rates. The Hoard therefore recom-
mends to the Commission that the following rates for water consumed
in any one month be placed into effect January 1, 1941:
At a special meeting of the Waterworks Advisory Board,
held in the Director's Room of the National Bank of America
November 26, 1940, the matter of reducing water rates and the
rebating of the December 1940 water bills, which wa.s discussed
at the October 23 meeting was again brought before the Board
for further consideration by the members. In view of the fact
that the estimated net earnings of the department for the year
1940 would be approxirrLately as much as for the year 1939, the
members of the Board feel that the amount of cash now on hand
plus the earnings for 1940 warrants their recommending to the
City Commissioners the rebating of the December water billz as
has been done during the past four years. The Board feels that
this rebate has been greatly appreciated by the consumers,
and has created a feeling of cooperation with certain commercial
consumers whose bills are approximately as high in water as in
summer, and who have complainbd that they have been discrimin-
ated against because they do not participate in the 25% summer
residence discount.
In considering the pro posed reduction in rates the Board
believes that after those improvements which have been recom-
mended by the Board and approved by the Commission have been
completed, the plant and distribution system will be in such
shape as not to need, for some little time, any major improve-
ments requiring any particular large outlay of money. Thus it
would not be necessary to further increase the cash surplus beyond
what it is at present. There are five more payments of $31,000
each to be made which will completely retire all outstanding
bonds. When those bonds are retired the payment of $31,000,
,yearly
plus the yearly interest, will be available for whatever improve-
ments may be needed at that time.
Taking these facts into consideration we believe it
advisable to make a reduction in rates. The Hoard therefore recom-
mends to the Commission that the following rates for water consumed
in any one month be placed into effect January 1, 1941:
The lst 3000 cu. ft. @ 15¢ per hd. cu. ft. or 20/ per it,I Gal.
The next 6000 cu. ft. L 12/ per hd. cu. ft. or 16� per M Gal.
The next 6000 cu. ft. Q) 9/ per hd. cu. ft. or 12/ per M Gal.
All above 15000 cu. ft. to be computed at the rate of 5� per hd. cu. ft.
or 6.7 per Hai Gallons. You will note the new rate eliminates
entirely the 172¢ per Hd. cu. ft. bracket and means a saving to all
water consumers both large and small. The minimum to remain as
is now in effect.
It is estimated that this reduction in rates would reduce
the department's revenue by at least $12,000 per year.
