The following report, regarding the petition for the adoption of an amend-
ment to ordinance No. 3188 and relating to and creating a new use district to be
known as the "AX" residence district in the City of Salina, was received from the
City Planning Commission:

Salina, Kansas.
Gentlemen:
The City Planning and Zoning Commission having met in
executive session at noon Monday, November 18th, with a quorum,
took up the matter of the petition for the adoption of an amend-
ment to Ordinance No. 3188 and relating to and creating a
new use district to be known as the "AX" Residence district
in the City of Salina.
The proposed amendment to Ordinance No. 3188 was care-
fully checked by sections and after due consideration of the

was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Branson, Ferm and Price and City Attorney Norris responded. Commis-
sioners Breon absent.

The minutes of the Regular Meeting of November 12, 1940 and Regular Meeting
of November 15, 1940 were read and approved as read.

Applications for taxicab drivers license for the
PP year 1940 received as

Commissioner Branson moved that applications be approved and license granted.
Motion adopted.
Application was received from T. E. French of the DeLuxe Cab Company asking
for the transfer of Taxicab License No. 2 from Plymouth Sedan, Model 1939, Serial
No. 10659587, Motor No. P8-63196 to Dodge Sedan, Serial No. 40013996, Motor Number
" D8-84042. Commissioner Ferm moved that permission be granted. Motion adopted.
The following report regarding the petition submitted by Verne Maupin, for
the rezoning of Lots 1, 9 and 10, Block 12, Leavenworth Addition, was received
from the City Planning Commission:

Gentlemen:
The City Planning and Zoning Commission meeting in
executive session on Monday noon, November 18th, took up for
reconsideration a petition submitted by Mr. Verne Maupin, owner
of lots 1, 9 and 10, Block 12, Leavenworth Addition, for the
rezoning of said lots from "A" resident to "C" Commercial.

Commissioner Branson moved that the report be adopted and approved, and
that the said proposed ordinance be introduced, and that the City Clerk publish
notice for hearing December 23, 1940 at 4:30 P. M. Motion adopted.
An ordinance was introduced on first reading entitled: "An ordinance
amending Ordinance No. 3188 being an ordinance dividing the City of Salina,
Kansas into zones or districts and for other purposes by creating a new use zone
or district to be known as the "AX" Residence District and defining the limits
thereof and restricting and regulating the use of property located in such district."
Referred to the Board of Commissioners for further consideration after publication
of the required thirty day notice.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Perm the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Branson, Perm and Price (4) Nays: (0) Commissioner
Breon absent. Mayor approved the ordinance and it is numbered A-91.
Mayor Morgenstern recommended the appointment of Ben Wolbert as Chairman
of the Board of Health as created by Ordinance No. 4979, and as such to be
Chairman of the Board of Examiners of Plumbers as created by Ordinance No. 4980.
Commissioner Perm moved that the recommendation of the Mayor be approved and that
Ben Wolbert be appointed by the Board of Commissioners to be Chairman of the Board
of Health and as such to serve as Chairman of the Board of gxaminers of Plumbers
of the City of Salina. Motion adopted.
Mayor Morgenstern appointed James M. Stack, Piaster Plumber and R. L. Staunton,
Journeyman Plumber, as members of the Board of Examiners of Plumbers as provided
for by Ordinance No. 4980, to serve as such until May 1, 1941. Commissioner Perm
moved that the appointments be approved by the Board of Commissioners. Motion
adopted.
Commissioner Perm moved that an ordinance be introduced amending Ordinance
No. 4953 by changing the parking time limit from two hours to one hour, in the
zones where the two hour limit is now in force, and changing the parking time limit
from fifteen minutes to twenty minutes in the zones where fifteen minute limits
are now in force, and requiring vehicles to stop at Walnut Street for Seventh
Street and Eighth Street, and that the action previously taken by the Board of
Commissioners relating to the discontinuance of guest tags to non-residents of
Salina be rescinded, and that the issuance of guest tags to non-residents of
Salina be permitted. On the final adoption of the motion the roll was called and
the following vote was had; Ayes: Branson, Perm and Price (3) Nays: Morgen-
stern, to that part of the motion relating to the change from two hour to one
hour parking. Commissioner Breon absent.
An ordinance was introduced on first reading entitled: "An ordinance
amending Sections 29-148C, 29-177A and 29-177C of Revised Ordinances of the City
of Salina 1939, being Sections 48C, 77A and 77C of Ordinance No. 4953, relating to
and regulating traffic and relating to and limiting the time of parking of vehicles
on certain portions of certain streets in the City of Salina, Kansas, and repealing
said original sections." Referred to the Board of Commissioners.
Commissioner Price moved that that part of Ordinance No. 4120 requiring
vents on gas heating devices be amended to eliminate the requirement of vents on
ovens of gas cookstoves, and that an ordinance be introduced providing for such
amendment. Motion adopted.
An ordinance was introduced on first reading entitled: "An ordinance
amending Sub -section (3) of Section 5-509 of the Revised Ordinances of the City of
Salina, Kansas, 1939, being subsection (3) of Section 9 of Ordinance No. 4120,
relating to and requiring the venting of gas heating devices, and repealing said
original sub -section." Referred to the Board of Commissioners.
On motion of Commissioner Perm the Board of Commissioners adjourned.
