09-03-1940 MinutesCOMMISSIONERS PROCEEDINGS, RSGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. SEPTEMBER 30 1940, Regular Meeting of the Board of Commissioners September 3, 1940. Meetingvas called to order by Mayor Morgenstern, the roll was called and Com- missioners Morgenstern, Branson, Breon, Perm and Price and City Attorney Norris responded. The minutes of the Regular Meeting of August 26, 1940 and Regular Meeting (' August 31, 1940 were read and approved as read. Chief of Police recommended that Taxicab Drivers License No. 105, issued to LeRoy Davis, August 26, 1940 be revoked. Commissioner Branson moved that license be revoked. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance providing for and creating a Board of Health in the City of Salina, and re- pealing Ordinance No. 4805 of said City." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was c alled and the following vote was had; Ayes: Morgenstern, Branson, Breon, Perm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 4979. An ordinance was introduced for second reading entitled: "An ordinance relating to persons engaging in the business of plumbing in the City of Salina; requiring plumbers certificates for such persons and creating a Board of Examin- ers of Plumbers, defining the duties, powers and authority of such Board and providing a penalty for the violation of such ordinance." ( On motion of Commissioner Perm the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Perm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 4980.
