Regular Meeting of the Board of Commission rs August 26, 1940. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Branson, Ferm and Price and City Attorney Norris responded. Commis-
sioner Breon absent.
The minutes of the Regular Meeting of August 19, 1940 were read and approved
as read.
H. N. Eller, Secretary of the Lions Club, appeared before the Board of Com-
missioners and asked that the 4-H Club be given permission to use Kenwood Park
for a fair and carnival from September 2nd to September 7, 1940. Commissioner Branson
moved that permission be granted. Motion adopted.
Applications for taxicab drivers for 1940 received as follows:
Roland Lamer
LeRoy Davis
Commissioner Ferm moved that applications be approved and license granted.
Motion a dopted.
A proposed ordinance for the creation of a Board of Plumber's `Examiners and
requiring certificates for plumbers was presented and read, and discussed. A dele-
gation representing the plumbing trade, including master plumbers and journeymen i
plumbers, was present and remarks concerning the proposed ordinance were made by
Mr. J. M. Stack and Mr. A. J. Bachofer, and others. Commissioner Ferm then moved
that proposed section two of said ordinance be changed by eliminating from such
section that portion which exempts from examination those persons who have been
engaged in plumbing in Salina for five years or more, and those who have heretofore
received certificates from any previous Board of Etxaminers, so that the wording of
proposed section two will follow the wording of the state statute relating to
examinations, and that as so changed, the proposed ordinance be introduced. The
motion was seconded by Commissioner Branson, and on a vote being taken the same I was duly carried. j
Thereupon, an ordinance was introduced entitled: "An ordinance relating
to persons engaging in the business of plumbing in the City of Salina; requiring
plumbers certificates for such persons and creating a Board of Examiners of Plumbers,
defining the duties, powers and authority of such Board, and providing a penalty
for the violation of such ordinance." Referred tothe Board of Commissioners.
An ordinance was introduced on first reading entitled: "An ordinance providing
for and creating a Board of Health in the City of Salina, and repealing Ordinance No.
4805 of said City." Referred to' he Board of Commissioners.
A special permit was granted to Mr. & Mrs. Kenneth Linck for the erection
of a residence on Lot 4, Block 7, Highland Court Addition to the City of Salina,
Kansas, in accordance with the plat submitted.
Mayor Morgenstern was authorized to sign Audit Contract for the year 1940.
On motion of Commissioner Price the Board of Commissioners adjourned to meet
Saturday, August 31, 1940 at 12:00 noon.
