SALINA, KANSAS.
AUGUST 12, 1940.
Regular Meeting of the Board of Commissioners August 12, 1940. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Branson, Ferm and Price and City Attorney Norris responded. Commissioner
Breon absent.
The minutes of the Regular Meeting of August 5, 1940 were read and approved
as read.
Commissioner Price moved that the Stevenson Transfer Company be granted a six
months truck license for $5.00. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final a doption the roll was called and the following vote was had; Ayes:
Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent.
Mayor approved the ordinance and it is numbered A-81.
A Resolution was introduced entitled: "A Resolution relating to issuance of
Temporary Note in the amount of $15,000.00 (WPA Project Number 7787-5).
On motion of Commissioner Ferm the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Morgenstern,
Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent. 1-layor
approved the resolution and it is numbered 796.

3.
A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the certification by the City Clerk to the County Clerk of special assessments
and interest rates thereon."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent.
Mayor approved the resolution and it is numbered 797.
The above resolution is recorded in full on Pages 168 and 169, Resolution Book
Number 3.
Pursuant to notice published in the Salina Journal bids were received for the
paving of the unpaved portion of Broadway Boulevard from the west line of Ninth street
at the intersection of Ninth and Pacific to a point 248 feet south of the south line
of North Street as follows:
H. J. Taylor Construction Company, Salina, Kansas
Busboom & Rauh, Salina, nansas.
It appearing that none of the bids were within the Engineer's estimate, Commis-
sioner Price moved that all bids be rejected, and that the paving be constructed by the
City under the supervision of the City Engineer as provided by law, and that the City
Engineer proceed to construct such paving and purchase the necessary tools, apparatus
and materials, employ the necessary labor for doing such work, all within the amount of
the Engineers estimate of cost. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of cutting weeds on
certain lots and parts of lots, and the parkways abutting thereon in the City of Salina."
Referred to the Board of Commissioners.
A petition was presented asking for the vacating of the alley lying between
Morrison Avenue and Washington Avenue from Ninth Street to Tenth Street. Petition
referred to the City Engineer.
Applications for Pool Hall License for the last half of 1940 received as
follows:
George Holzmeister
W. A. Wilhelm
Walter V. Enmons
Commissioner Branson moved that applications be approved and license granted.
Motion adopted.
A communication was received from the Chamber of Commerce of Salina, Kansas, in
reference to the establishing of a Food Inspection Department for the City of Salina.
Commissioner Branson moved that same be ordered filed.
Mayor Morgenstern submitted the names of John Frederick, L. W. Oarl and
H. D. Martin to act as appraisers in ascertaining the valuation of certain lots
and pieces of ground liable to special assessments for the cost of paving the
unpaved portion of Broadway Boulevard from the west line of Ninth Street at the
intersection of Ninth and Pacific to a point 248 feet south of North Street.
On motion of Commissioner Ferm appointments were confirmed by the Board of Com-
missioners. Motion adopted.
On motion of Commissioner Price the Board of Commissioners adjourned to
meet in regular session, Thursday, Auf,ust 15, 1940 at 7:30 P. M.
