07-08-1940 MinutesCOMMISSIONMiS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. JULY 8, 1940. Regular meeting of the Board of Commissioners July 8, 1940. Meeting was called to order by Mayor Morgenstern, the roll was called and Con missioners Morgenstern, Branson, Ferm and Price and City Attorney Norris responded. Commis- sioner Breon absent. The minutes of the Regular Meeting of July 1, 1940 were read and approved as read. Pursuant to notice published in the Salina Journal the following City of Salina Internal Improvemient Bonds, dated March 1, 1940, bearing interest at the rate of 1-3/4f per annum were placed on sales Series P-25 consisting of fourteen (14) bonds of the total par ` value of $6932.49. Offers for said bonds were received from: Rhodes-Seltsam Company, Par, accrued Interest, Premium $6.21 per $1000.00 Topeka, Kinsas. Small -Millburn, Wichita, Par, accrued Interest, Premiun $6.20 per $1000.00 Kansas Callender, Burke & Macdonald,Par, accrued Interest, Premium $4.21 per $1000.00 Kansas City, Missouri. Soden & Company, Kansas City,Par, accrued Interest, Premium $3.10 per $1000.00 Missouri. Commissioner Ferm moved that the above described bonds be sold to Rhodes-Seltsam Company, Topeka, Kansas, as per their bid submitted to and approved by the Board of Commissioners; and that the Mayor be authorized to sign contract on behalf of the City; also that the City Clerk return certified checks to unsue- cessful bidders. Motion adopted. Commissioner Ferm moved that Taxicab Number 5 , revoked by the Board of Commissioners July 1, 1940, be reinstated after insurance has been filed. Motion adopted. Application was received from Dnery D. Klien of the Bell Taxi Company, asking for the transfer of Taxicab No. 37, from Chevrolet Sedan Serial Number FA05-28142, Motor Number 6,379,046 to Chevrolet Sedan, Model 1939, Serial Number 5JA 12-11315, Motor Number 2132997. Commissioner Branson moved that application be granted by the Board of Commissioners. Motion adopted. Notice of cancellation of taxicab insurance on taxicab policy covering Taxicab No. 31, owned by E. H. Shelton for 1939 Plymouth Sedan, Motor Number P6-98933, Serial No. 10681783 was received. Moved by Commissioner Price that taxicab license of the above named party be cancelled, and that he be notified by the City Clerk of such cancellation, and that the Chief of Police notify E. H. Shelton to cease operation of such taxicab. Motion adopted. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing and guttering and grading of Wilson Street; from the east line of Sherman Street to the west line of EleventhStreet." On motion of Commissioner Price the resolution was adopted as read, and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent. Mayorpproved the resolution and it is numbered 794. The above resolution is recorded in full on Page 165, Resolution Book Number 3. Applications for Pool Hall License for the last half of 1940 received as follows: The Rex Smoker M. E. Ruhl W. J. Carroll Commissioner Ferm moved that applications be approved and license granted. Motion adopted. A petition was presented asking for the narrowing of Fourth Street from Pacific to north City limits from 80 feet to 60 feet. Referred to the City hhgineer. A petition was presented asking for the narrowing of Antrim Avenue from east City limits to Santa Fe Avenue from 80 feet to 60 feet. Referred to the City Engineer. Mayor Morgenstern submitted the name of S. W. Jackson as a member of the Cemetery Board for a term of three years from January 1, 1940. On motion of Commissioner Ferm appointment was confirmed by the Board of Commissioners. Motion adopted. Mayor Morgenstern submitted the name of M. J. Watkins as a member of the City Planning Commission for a term of three years from January 1, 1940. On motion of Commissioner Branson the appointment was confirmed by the Board of Commissioners. Motion adopted. I On motion of Commissioner Price the Board of Commissioners adjourned. I City Clerk
