06-10-1940 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. I COMMISSIONERS ROOM, SALINA, KANSAS. JUNE 102 1940, Regular Meeting of the Board of Commissioners June 10, 1940. Meeting was called to order by Mayor Morgenstern, the roll was called and Pommissioners Morgenstern, Breon, Ferm and Price and City Attorney Norris responded. Commission- er Branson absent. i The minutes of the Regular Meeting of June 3, 1940 were read and approved as read. i The Mayor announced that the matter of the sufficiency of the petitions filed on May 16, 1940, relating to the calling of a special election to submit to the voters the question of granting an electric franchise to The Kansas Power and -Light Company, and the report of said petitions filed by the City Clerk and I City Attorney of June 3, 1940, would be submitted to the Board of Commissioners�a for consideration. Mr. Byron Houh, representing the petitioners and Mr. B. I. Litowich representing the Kansas ower and Light Company were present and stated that they had co-pleted such checking as they desired to make of the petitions, withdrawals, registrationbooks and the report of the City Clerk and City Attorney. Remarks were made by Mr. Byron Houmh, Mr. Fletcher and Mr. Amos representing the petitioners, and Mr. Litowich representing the Kansas Power and Light Company. It was duly moved and seconded that the report of the City Clerk and City Attorney be approved and adopted and that the petitions be declared and found to be in- sufficient. On roll call the motion was carried and the petitions were declared to be insufficient by the following vote; Ayes: Morgenstern, Breon, Ferm and Price (4) Nays: (0) Commissioner Branson absent. Commissioner Ferm moved that a permit be granted to C. J. (Andy) Anderson for the erection of a sign on Lot 7, Block 64, Military Addition, Salina, Kansas. Motion adopted. Bids "or steel for underground reservoir at Waterworks Pumping Plant I received as follows: Lee Hardware Company, Salina, Kansas. Hutchinson Foundry and Steel Company, Hutchinson, Kansas. Topeka Foundry Company, Topeka, Kansas. Western Foundry Company, Wichita, Kansas. Commissioner Breon moved that the bid of Lee Hardware Company be accepted and that the contract be awarded to the Lee Hardware Company. Motion adopted. G. E. French of the DeLuxe Cab Company asked permission to transfer Cab Number 11, Terraplane Sedan, IuIodel 1937, Serial No. 728479, Motor No. 288017 to Pontiac Sedan, Model 1940, Serial No. 6HA-6736, Motor Number 6-738304. Permission was granted. G. E. French of the DeLuxe Cab Company asked permission to transfer Cab No. 25, Chevrolet Sedan, Model 1938, Serial No. 5HB11-6609 Motor No. 1350516, to Pontiac Sedan, ?odel 1940, Serial No. 6IIA-5511, Motor No. 6-719694. Permission tivas granted. A resolution was introduced on second reading entitled: "A Resolution relating to the paving of the alley lying between Santa Fe Avenue and Seventh Street fror:� the south line of As Street to the north line of Iron Avenue." On motion of Commissioner Price the resolj.tion was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Ferm and Price (4) Nays: (0) Commissioner Branson absent. Mayor approved the resolution and it is numbered 791. The above resolution is recorded in full on Page 162, Resolution Book Number 3. City Manager reported on the resolution received from the Board of County Commissioners June 3, 1940, relating to the compromise of taxes on the 3a.st 80 feet of the North one-half of Lot 2, Block 10, South Park Addition, Salina, Kansas. Commissioner Price moved that compromise be denied. Motion adopted. Commissioner Breon moved that the City Clerk do not issue any Plumbing Li- cense until a new Board of Plumbers Examiners is created. Motion adopted. On motion of Commissioner Form the Board of Commissioners adjourned to meet in regular session, June 15, 1940 at 12:00 noon. City Clerk
