06-03-1940 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MM ING. COMMISSIONERS ROOM, I SALINA, KANSAS. JUNE 3, 1940. - Regular meeting of the Board of Commissioners June 3, 1940. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Breon, Ferm and Price and City Attorney Norris responded. The minutes of the Regular Meeting of May 27, 1940 and Regular Meeting of June 1, 1940 were read and approved as read. Report of City Clerk and City Attorney on Electric Franchise petitions received and ordered filed. Mr. Bowell and As. Gawthrop appeared and requested the opening of Chicago Street south from No. 81 Highway to permit access to the plant of Butzer Packing Company. Commissioner Branson moved that Chicago Street from its intersection with No. 81 Higl-ray north of the viaduct, thence south to connect with the existing road crossing the Union Pacific railroad tracks, with the necessa ry curves at the south, and to accomodate traffic on said street from such road, be opened and graded with the necessa ry fill and embankment, provided that the Butzer Packing Company deed to the City such part of the corner of Lots 9 and 10, Block 11, Chicago Addition as may be required to construct the necessary curve, and the fill and embankment required for the grading and construction of said street. Motion carried. Mr. Litowich, on behalf of the Butzer Packing Company, stated that the ground necessary for opening such street would be deeded by the Butzer Packing Company. A resolution was received from Saline County, Kansas in reference to com- promise of taxes on the lkst 80 feet of the North one-half of Lot 2, Block 10, South Park Addition to the City of Salina, Kansas, owned by the Church of the Nazarene. Resolution referred to the City Manager. Notice of cancellation of taxicab insurance of taxicab policy covering Taxicab Number 23, owned by John Bulleigh, for 1940 Sedan, Motor No. 5352517 was received. Moved by Commissioner Price that taxicab license of the above named party be can- celled, and that he be notified by the City Clerk of such cancellation, and that the Chief of Police notify Mr. Bulliegh to cease operation of such taxicab. Motion adopted. City Fngineer recommended that a resolution be passed providing for the paving of the alley lying between Santa Fe Avenue and Seventh Street from Ash Street to Iron Avenue. A resolution was introduced on first reading entitled: "A resolution relating to the paving of the alley lying between Santa Fe Avenue and Seventh Street from the south line of Ash— treet tothe north line of Iron Avenue." Referred to the Board of Commissioners. City Engineer submitted Final Estimate for the construction of Well House Number 8 in Oakdale Park as per contract. Commissioner Ferm moved that report be approved by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain c 1 aims . " On motion of Commissioner Ferm the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered A-74. An ordinance was introduced on second reading entitled: "An ordinance relating to projecting or hanging signs." On motion of Commissioner Branson the ordinance was read and adopted by see - tions and on its final adoption the roll was called and the following vote was had; Ayes: Morgensntern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 4973. A remonstrance was presented protesting against the construction of curbing and guttering on Second Street from Ash Street to Elm Street. Referred to the City Engineer. Chief of Police recommended the revocation of taxicab drivers license issued to Loy Buchenau, Number 79; and Taxicab Drivers License No. 86 issued to Jimmy McKinney. Recommendations approved by the Board of Commissioners.,and licenses revoked. An ordinance was introduced for second reading entitled: "An ordinance repealing Ordinance No. 4872 and Ordinance No. 4804 as amended by Ordinance Number 4872 relating to examination and certificates of plumbers, and creating a Board of Examiners of plumbers." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 4974. Commissioner Breon moved that a new Plumbing Board Ordinance, creating a new Plumbing Examining Board be prepared by the City Attorney, in accordance with requirements to be furnished by Commissioner Breon.
