Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Mor- genstern, Branson, Breon, Perm and Price and City Attorney Norris responded. The minutes of the Regular Meeting of May 13, 1940 and Regular Meeting of May 15, 1940 were read and approved as read. •Applications for taxicab drivers license for the year 1940 received as I_ follows. Edwin T. Price Donald R. Shelton i Commissioner Price moved that applications be approved and license granted. Motion adopted. I I An ordinance was introduced entitled: "An ordinance making appropriation for j the payment of certain claims." j 1 On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Perm and Price (5) Nays: (0) Pdayor approved the ordinance and it is numbered A-71. I A resolution was introduced entitled: "A Resolution relating to issuance of Temporary Note in the amount of $4,250.00 (W.P.A. Project No. 7787-4)." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Perm and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 790. _ The above resolution is recorded in full on Page 161, Resolution Book Number 3. Clerk The City presented to the Board of Commissioners thirty-six petitions which were filed in his office on May 16th, 1940, being all of the petitions which were filed with him or in his office on or before that date, said petitions being signed with the names of 1153 persons representing themselves to be legal elect- ors of the City of Salina, petitioning the Board of Commissioners to submit to a vote of the electors of the City the proposition to grant to Kansas Power & Light Company a franchise as set forth in Resolution No. 787, and as contained in the Notice which was first published in the Salina Journal on April 26, 1940. The City Clark also presented to the Board of Commission rs 321 Notices of withdrawal, purporting to be signed by 321 persons who had signed the petitions above mentioned, requesting the withdrawal of their names from said petitions and directing the City Clerk to strike their names therefrom. Commissioner Branson thereupon moved that the petitions e-nd notices of withdrawal be referred to t he City Clerk and the City Attorney, to be checked by them with the registration books and records in the office of the City Clerk, and that they report back to the Board of Commissioners the following facts: 1. The number of qualified electors of the City of 8alim as shown by the registration books in the office of the City Clerk, as of May 16, 1940. 2. The number of persons signing said petitions, whose signatures thereto are apparently genuine, who were on said date qualified electors of the City of Salina, their signatures and addresses on said petitions being the same as on the registra- tion books. 3. The number of persons signing said petitions whose names are not on the registration books at the address given on the petition. 4. The number of persons signing said petitions whose sur -names are the same as those appearing on the registration books at the address given in the pe- tition, but whose names or initials, or both, are different from those appearing on the registration books, at such address, or, in the case of women, those who signed their names using the prefix "Mrs." followed by initials or masculine christian names, where the name of the woman so signing the petition is not so shown on the registration books. 5. the number of signatures, if any, to the petitions, which do not appear to be the genuine signatures of such persons. 6. Such other information with respect to mid petitions and the signatures thereto as may be of importance in determining the sufficiency thereof. 1 1 �l 1 1 7. The number of withdrawal notices filed. 8. The number of persons signing said withdrawal notices in the same manner and with the same address as shown on the petitions and on the registration books. 9. The number of persons whose signatures and/or addresses are the same as on the petitions, but, who are not qualified electors as shown by the registra- tion books, and whose names and/or addressed are not as shown on the registration books. 10. Any further information with respect to said notices of withdrawal as may be of importance in determining the sufficiency of the notices of, the petitions. And that when such checking has been completed and the report of the City Clerk and City Attorney is made, the Board of Commission rs then consider the said petitions and withdrawal notices, and such report, and proceed to determine the sufficiency of said petitions. The motion was duly seconded by Commissioner Ferm, and on being put to a vote, was duly carried. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered A-72. City Clerk was instructed to advertise for bids to be received Monday May 270 1940 at 4:30 111. IT. for refreshment privilege in Oakdale Park during the Swimming Pool season of 1940. Motion adopted. Mayor Morgenstern submitted the names of John Frederick, E. D. Martin and L. W. Carl to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering: Brown Street from the west line of Eleventh Street to the east line of Sherman Street; Frost Street from the w est line of Eleventh Street to t he east 1 ine of ShermanStreet; Oakdale Avenue from the north line of Ash Street to the south line of Elm Street; Tenth Street from the center line of Pacific Avenue to the center line of Harsh Avenue; Tenth Street from the south line of Franklin Street to a point 300 feet south of the south line of Franklin Street; and for the paving of: Alley lying between Santa Fe Avenue and Fifth Street from the south line of Ash Street 't"o-"the north line of Iron Avenue. On motion of Commissioner Ferm the appointments were confirmed by the Board of Commissioners. Motion adopted. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
