MAY 13, 1940.
Regular meeting of the Board of Commissioners May 13, 1940. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen-
stern, Branson, Ferm and Price and City Attorney Norris responded. Commissioner
Breon absent.
The minutes of the Regular Meeting of May 8, 1940 were read and approved as
read.
Application was received from G. E. French, asking for the transfer of
Taxicab License No. 6, covering 1939 Plymouth Sedan, Motor No. P8-20226 Serial No.
10637496, _State Tag No. 14-2544, from Deluxe Cab Company tl; Yelloway Cab Company.
Commissioner Branson moved that permission be granted. Motion adopted.
Application was received from G. E. French, Owner and DeLuxe Cab Company,
Operator, for the transfer of Taxicab No. 6 from Plymouth Sedan, Model 1939, Serial
No. 10637496 Motor No. 88-20226, State License No. 2544 for 1939, to Dodge Sedan,
Model 1938, Serial No. 40013996, Motor No. DS -84-042 On motion of Commissioner
Breon permission was granted. Motion adopted.
Pursuant to notice published in the Salina Journal bids were received for the
curbing and guttering of:
Brown Street from the west line of Elevmth Street to the east line of
Sherman treet;
Frost Street from the west line of Eleventh Street to the east line of
Sherman Street;
Oakdale Avenue from the north line of Ash Street to the south line of Elm
Street;
Tenth Street from the center line of Pacific Avenue to the center line of
Harsh Avenue;
Tenth Street from the south line of Franklin Street to a point 300 feet south
of the south line of Franklin Street; and for the paving of:
Alley lying between Santa Fe Avenue and Fifth Street from the south line of
Ash Street to the north line of Iron Avenue as follows:
Johnson Bros. Construction Company, Salina, Kansas.
H. J. Taylor Construction Company, Salina, Kansas.
City Engineers Estimate for the above work was read.
Bids were tabulated by the City Engineer.
It appearing that none of the bids were within the Engineers estimate, Com-
missioner Ferm moved that all bids be rejected, and that the above named improvements
be constructed by the City under the supervision of the City Engineer as provided by
law, end that the City Engineer proceed to construct such curbing, guttering and paving,
and purchase the necessary tools, apparatus and materials, employ the necessary labor
for doing such work, all within the amount of the Engineers Estimate of Cost. Motion
adopted.
On motion of Commissioner Branson the ordinance was read and adopted by sections
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina to pay the cost of curbing and guttering Beloit
Avenue from the east line of Fourth Street to the west line of Osborne Street;
Charles Street from the west line of Eleventh Street to the east line of Twelfth
Street; Eighth Street from the south line of Pacific Avenue to the center line of
Woodland Avenue; Ellsworth Avenue from the west line of Pershing Avenue to the east
line of Funston, except that part which is curbed and guttered; Frost Street from the
west line of Tenth Street to the east line of Eleventh Street; Hancock Street from
the south line of Crawford Avenue to the south line of Illinois Street; Jewell Avenue
from the east line of South Court Place to the east line of Funston Street on the
north side of Jewell Avenue, and from the west line of Pershing Street to the west
line of Lot No. 4, Parkview Addition on the south side of Jewell Avenue; Johnstown
Avenue from the west line of Columbia Avenue to the east line of Oakdale Avenue;
Kirwin Avenue from the west line of Ninth Street to the west line of Pershing Street;
Seventh Street from the center line of Harsh Street to the center line of Hamilton
Street; Twelfth Street from the south line of Prescott Avenue to the north line of
Crawford Avenue; and relating to and providing for the collection and payment of such
assessments."
On motion of Commissioner Branson the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent.
Mayor approved the ordinance and it is numbered 4971.
Commissioner Ferm moved that an ordinance be introduced, amending the
ordinance permitting signs to extend not over seven feet from property line. Motion
adopted.
Mayor Morgenstern submitted the names of John Frederick, R. D. martin and L.
W. Carl to act as appraisers in ascertining the valuation of certain lots and
pieces of ground liable to special assessment for the construction of Lateral
Sanitary Sewers No. 187 and 188. On motion of Commissioner Price the appoint-
ments were confirmed by the Board of Commissioners. Motion adopted.
Richardson Transfer Company asked for a special permit to construct a
building at 912 North Santa Fe Avenue. On motion of Commissioner Form permission
was granted by the Board of Commissioners. Motion adopted.
Commissioner Branson moved that an ordinance be drafted amending ordi-
nance providing for the license of music machines operating for one cent to be
taxed $2.50 per year. Motion adopted.
An ordinance was introduced on first reading entitled: "An ordinance
amending Section 1 of Ordinance No. 4693 as amended by Section 1 of Ordinance No.
4964 and repealing said orginal sections." Referred to the Board of Conmis-
sioners.
A petition was presented asking for the establishing of a pedestrian traf-
fic lane across Santa Fe Avenue in the center of the 100 block on North Santa Fe
Avenue and South Santa Fe Avenue. Ordered filed.

On motion of Commissioner Ferm the Board of Commissioners adjourned to
meet in regular session Wednesday, May 15th at 12:00 noon.
