05-06-1940 MinutesCOMMISSIONERS PROCLEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MAY 6, 1940. i Regular Meeting of the Board of Commissioners May 6, 1940. Meeting was e.alled to order by Mayor Morgenstern, the roll was called and•Commissioners Morgen- stern, Branson, Ferm and Price and City Attorney Norris responded. Commissioner Breon absent. The minutes of the Regular Meeting of April 29, 1940 and Regular Meeting of May 2, 1940 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the construction of Lateral Sanitary Sewers Number 187 in alley running north and south between Fourth and Fifth Streets from Pacific Avenue to Forrest Avenue; and Lateral Sanitary Sewer No. 188 in alley running north and south between Third and Fourth Streets, from Pacific Avenue to Forrest Avenue as follows: Johnson Bros. Construction Company, Salina, Kansas. Busboom & Rauh, Salina, Kansas. City Engineers estimate of cost for the above work was read. Bids were tabulated by the City Engineer. It appearing that none of the bids were within the Engineers estimate, Commissioner Ferm moved that all bids be rejected, and that the above mentioned sewers be constructed by the City under the supervision of the City Engineer as provided by law, and that the City Engineer proceed to construct such sewers and purchase the necessary tools, apparatus and materials, and employ the necessary labor for doing such work, all within the amount of the Engineers Estimate of cost. Motion adopted. Application for taxicab drivers license for the year 1940 received from: Ben Cain Commissioner Ferm moved that application be approved end license granted. Motion adopted. Weaver Sign Company asked for a special permit for the erection of a sign for the Riley Appliance Company to extend not over six feet six inches from property line. Commissioner Ferm moved that permit be grant6d. Motion adopted. i A resolution was introduced for second reading entitled: "AResolution relating to the curbing, guttering and grading of Second Street from the north line of Ash Street to the south line of Elm Street." On motion of Commissioner Ferm the resolution was read and adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the resolution and it is numbered 788. The above resolution is recorded in full on Page 159, Resolution Book Number 3. A resolution was introduced on second reading entitled% "A Resolution relating to the curbing, guttering and grading of Re ublio Avenue from the east line of Sheridan Street (on the north side of Republic) and from the east line of Funston Street, an extension of Sheridan Street (on the south side of Republic) to the west line of Sherman Street (on the north side of Republic) and to the east line of Pershing, an extension of Sherman Street (on the south side of Republic)." i On motion of Commissioner Price the resolution was read and adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Ferm and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the resolution and it is numbered 789. The above resolution is recorded in full on Yage 160 Resolution Book Number 3, Commissioner Ferm moved that ordinance entitled: "An ordinance repealing Ordinance No. 4872 and Ordinanc a No. 4804 as amended by Ordinance No. 4872, relat- ing to examination and certificates of plumbers, and creating a Board of Examiners of plumbers", be tabled. Motion adopted. City Engineer submitted Final Estimate of Cost for the curbing, guttering and grading of: Beloit Avenue from the east line of Fourth Street to the west line of Osborne Street; Charles Street from the west line of Eleventh Street to the east line of Twelfth Street; Eighth Street from the south line of Pacific Avenue to the center line of Woodland Avenue; Ellsworth Street from the west line of Pershing Street to the east line of Funston, except that part which is curbed and guttered), Frost Street from the west line of Tenth Street to the east line of Eleventh Street; Hancock Street from the south line of Crawford Avenue to the south line of Illinois Street; Jewell Avenue from the east line of South Court Place to the east line of Funston Street on the north side of Jewell Avenue) and from the west line of Pershing Street to the west line of Lot No. 4, Park View Addition (on the south side of Jewell Avenue), Johnstown Avenue from the west line of Columbia Avenue to the east line of Oakdale Avenue; Kirwin Avenue from the west line of Ninth Street to the west line of Pershing Street, Brown Street from the west line of Eleventh Street to the east line of Sherman reet; Frost Street from the west line of Eleventh Street to the east line of Sher- man Street; Oakdale Avenue from the north line of Ash Street to the south line of Elm Street; a Tenth Street from the center line of Pacific Avenue to the center line of Harsh Avenue; Tenth Street from the south line of Franklin Street to a point 300 feet south of the ;out ine o Franklin Street; and Paving alley lying between Santa Fe Avenue and Fifth Street from the south line of Ash Street to the north line of Iron Avenue. Seventh Street from the center line of Harsh Street to the center line of Hamilton Street, and Twelfth Street from the south line of Prescott Avenue to the north line of Crawford Avenue. Commissioner Ferm moved that estimates be approved by the Board of Con ni.s- sioners. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lote and pieces of ground in the City of Salina to pay the cost of curbing and guttering Beloit Avenue from the east line of Fourth Street to the west line of Osborne Street; Charles Street from the west line of Eleventh Street to the east line of Twelfth Street; Xi hth Street from the south line of Pacific Avenue to the center line of Woodland venue; Ellsworth Avenue from the west line of Pershing Avenue to he east line of Funston, except that part which is curbed and guttered); Frost Street frail the west line of Tenth Street to the east line of Eleventh Street; Hancock Street from the south line of Crawford Avenue to the south line of Illinois treet; Jewell Avenue from the east line of South Court Place to the east line of Funston Street on the north side of Jewell Avenue) and from the west line of Pershing Street to the west line of Lot No. 4, Park View Addition (on the south side of Jewell Aven- ue); Johnstown Avenue from the west line of Columbia Avenue to the east line of Oakdale Avenue; Kirwin Avenue from the west line of Ninth Street to the west line of Pershing Street; Seventh Street from the center line of Harsh Street to the center line of Hamilton Street; and Twelfth Street from the south line of Prescott Avenue to the north line of Crawford Avenue, and relating to and providing for the collection and payment of such assessments." Referred to the Board of Commissiona- ers. City Engineer submitted plans and specifications and estimate of cost for the curbing and guttering of: Brown Street from the west line of Eleventh Street to the east line of Sherman reet; Frost Street from the west line of Eleventh Street to the east line of Sher- man Street; Oakdale Avenue from the north line of Ash Street to the south line of Elm Street; a Tenth Street from the center line of Pacific Avenue to the center line of Harsh Avenue; Tenth Street from the south line of Franklin Street to a point 300 feet south of the ;out ine o Franklin Street; and Paving alley lying between Santa Fe Avenue and Fifth Street from the south line of Ash Street to the north line of Iron Avenue. Commissioner Ferm moved that plans and specifications and estimate of cost be approved by the Board of Commissioners, and that the City Clerk be instructed to advertise for bids for such work to be received up to and including Monday, May 13, 1940 at 4:30 P. M. Motion adopted. Commissioner Price moved that traffic lights be installed at the intersection of Fifth Street and Iron Avenue. Motion adopted.
