03-25-1940 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 25, 1940. Regular Meeting of the Board of Commissioners March 25, 1940, Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Breon, Perm and Price and City Attorney Norris responded. The minutes of the Regular 1.1eeting of TA.a.rch 15, 1940 and March 18, 1940 j were read and approved as read. Application for Beer License presented to the Board of Commissioners March 18, 1940, from Mrs. J. B. Meekling, was again taken up by the Board'of Commission- ers, Commissioner Ferm moved that application be approved by the Board of Com- missioners and license granted. Motion adopted. Commissioner Ferm moved that H. B. Peatling be asked to make an offer to the City for City -owned property west of Ninth Street and south of "acific, which he asked to have vacated for the construction of a filling station. Motion adopted. Evans Tatum appeared before the Board of Commissioners asking permission to transfer his Beer License from 332 North Santa Fe Avenue to North Third Street near the Hudson Grocery. Commissioner Branson moved that permission be not granted. Motion adopted. S. W. Thomas, proprietor of Uncle Tom's cabin camp on Highway 81 by-pass, appeared before the Board of Commissioners asking permission to construct three additional cabins. Commissioner Ferm moved that permission be granted. Lotion adopted. A petition was presented asking for the curbing and guttering of Second Street from the north line of Ash Street to the south line of Elm Street. Re- ferred to the City Engineer. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain lateral sanitary sewer districts in the City of Salina designated as Lateral Sanitary Sewer Districts Nos. 187 and 188, and pro- viding for the construction of lateral sanitary sewers in the said districts so created and providing for the cost thereof and for the levying of special assess- ments against the property in said districts for the payment of such construction and for the issuing of bonds therefor." On motion of Commissioner Ferm the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 4969. A resolution was introduced for second reading entitled: "A resolution relating to the construction of certain sidewalks in the City of Salina." On motion of Commissioner Price the resolution was read and adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 784. The above resolution is recorded in full on Pages 150 to 153 inclusive, Resolution Book Number 3. Commissioner Ferm moved that the Certificate to the plat of West Washing- ton Addition, together with the plat therein referred to, presented by Evanella Morrison and Payra E. Morrison be approved by the Board of Commissioners. Motion adopted. Commissioner Ferm presented an ordinance and moved that the same be introduced, said ordinance being entitled as follows: "An ordinance granting to The Kansas Power and Light Company, a Kansas corporation, its successors and assigns, the right to occupy and use the streets, avenues, alleys, bridges, parks, parkings and other public places in the City of Salina, Kansas, for the purpose of selling and distributing electrical energy to the City of Salina, Kansas, and its inhabitants and through said City and beyond the limits thereof, prescribing the terms thereof and relating thereto, and repealing all ordinances or parts of ordinances inconsistent with or in conflict with the terms hereof." The motion was seconded by Commissioner Branson and on a vote of said motion, said motion received the affirmative vote of Commissioners Branson, Ferm and Price, and ordinance was introduced. 1 n 1 On motion duly made and seconded, further proceedings in relation to the foregoing ordinance, as above set forth, Upas tabled. On motion of Conmissioner Price the Board of Commissioners adjourned. City Clerk
