03-18-1940 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 18, 1940. Regular meeting of the Board of Commissioners March 18, 1940. Meeting was called to order by Mayor riorgenstern, the roll was called and Commissioners Morgenstern, Branson, 8reon, r,erm and trice and City Attorney Norris responded. The minutes of the Regular Meeting of March 11, 1940 were read and approved as read. Application for taxicab drivers license for the year 1940 re- ceived from: Jimmy McKinney Commissioner Ferm moved that application be approved and license granted. An ordinance was introduced entitled: "An ordinance making ap- propriation for the payment of certain claims." On motion of Commissioner Ferm the ordinance was read and adopted by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Hays: (0) Mayor approved the ordinance and it is numberer A-66. i'ursuant to notice published in the official City paper bids were received for the construction of Lateral Sanitary Sewers numbered 184, 185 and 186 as follows: Busboom & Rauh, Salina, Kansas. Johnson Bros. Construction Co. Salina, Kansas City Engineers Estimate of Cost for the above work was read. Bids were tabulated by the City Engineer. It appearing that none of the bids were within the Engineer's estimate, Commissioner Ferm moved that all bids be rejected, and that the above mentioned sewers be constructed by the City under the super- vision of the City Engineer as provided by law, and that the City Engi- neer proceed to construct such sewers, and purchase the necessary tools, apparatus and materials, employ the necessary labor for doing such work, all within the amount of the 'Engineer's Estimate of Coat. Motion car- ried. The following petitions for construction of lateralsanitary sew- ers were presented: Alley between Third and Fourth Streets from center line of Wood- land Avenut to Forrest Avenue; Alley between Third and Fourth Streets from Pacific Avenue to center Zine of Woodland Avenue; Alley between Fourth and Fifth Streets from Forrest Avenue to Pacific Avenue. On motion the above petitions were approved by the Board of Com- missioners. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance creating and defining certain lateral sanitary sewer dis- tricts in the City of Salina designated as Lateral Sanitary Sewer Districts i1os. 187 and 188, and providing for the construction of lateral sanitary sewers in thes aid districts so created and providing for the cost thereof and for the levying of special assessments against the property irks aid districts for the payment of such construction and for the issuing of bonds therefor." Referred to the Board of Com- missioners. A resolution was introduced for first reading entitled: "A resolution relating to the construction of certain sidewalks in the City of Salina." Referred to the Board of Commissiomrs. A resolution was introduced on second reading entitled: "A resolution relating to the curbing, guttering and grading of Oakdale Avenue from the north line of Ash Street to the south line of Elm ire e t " On motion of Commissioner Branson the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 778. A resolution was introduced on second reading entitled: "A resolution relating to the curbing, guttering and grading of Tenth Street from the c--nter line of Pacific Avenue to the center line of airsh—avenue ." On motion of Cornnissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had• 0) Ayes: Morgenstern, Branson, Breon, Ferm and Price (5) Nays:Mayor approved the resolution and it is numbered 779. On motion of Commissioner Perm the. resolution was adopted as read and on its final a doption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon, Perm and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 780. Certificate to the plat of West Washington Addition, together with the plat therein referred to was presented from Evanella Morrison and Myra E. Morrison. Referred to the City Planning Commission. Mayor Morgenstern submitted the names of John FrederickE. D. , Martin and L. W. Carl to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the construction of Lateral Sanitary Sewers numbered 184, 185 and 186 in the City of '�alina, Kansas, On motion of Commissioner Branson appoint- ments were confirmed by the Board of Commissioners. 1tiotion adopted.
