02-26-1940 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. FEBRUARY 26, 1940. Regular meeting of the Board of Commissioners February 26, 1940. Meeting was called to order by Acting Mayor Ferm, the roll was called and Commis- sioners Form, Branson, Breon and Price and City Attorney Norris responded. Com- missioner Morgenstern absent. The minutes of the Regular Meeting of February 19, 1940 were read and approved as read. Dennis Brake appeared before the Board of Commissioners and asked for a permit to erect a commercial building on Lots 7 and 9, Block 63, Episcopal Military Institute Addition to the City of Salina, Kansas. Commissioner Breon moved that a permit be granted for either face tile or stucco construction. Motion adopted. A petition was presented asking for the exclusion from the city limits of Casa Loma Addition. Same was ordered filed. Application for taxicab drivers license for the year 1940 received from: John Buchenau Commissioner Branson moved that application be rejected by the Board of Commissioners. Motion adopted. Application was received from Elmer Kihn, owner and Bell Taxi Company, Operator, for the transfer of Cab Number 30, from Chevrolet Club Sedan, 6erial Number 58HB-04-16568, Motor Number 1694768, Model 1938, to Studebaker, Model 1940, Serial No. G50070, Motor No. 56774. Commissioner Breon moved that application be granted. Motion adopted. Application was received from Mrs. Myrtle Fowler, owner and Bell Taxi Company, operator, for the transfer of Cab Number 28, from Chevrolet Club Sedan, Abdel 1939, Serial No. 5JA06-37365"Motor No. 2348527, to Studebf+ker, Serial No. G29042, Motor Yo. 32913. Commissioner Breon moved that application be granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance providing for the paving of Broadway Boulevard from the west line of Ninth Street to a point 248 feet south of the south line of North Street, and providing for the cost thereof and how the same shall be assessed and manner of payment thereof." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Form, Branson, Breon and Price (4) Nays: (0) Commissioner Morgen- stern absent. Acting Mayor approved the ordinance and it is numbered 4967. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain lateral sanitary sewer districts in the City of Salina, designated as Lateral Sanitary Sewer Districts Nos. 184, 185 and 186, and providing for the construction of lateral sanitary sewers in the said districts so created and providing for the cost thereof and for the levying of special assessments against the property in said districts for the payment of such construction and for the issuing of bonds therefor." On motion of Commissioner Breon the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Form, Branson, Breon and Price (4) Nays: (0) Commissioner Morgen- stern absent. Acting Mayor approved the ordinance and it is numbered 4968. Pursuant to notice published in the Salina Journal bids were received for the s ale of Crawford Avenue voting building as follows: John Norris - - - - - -$65.00 Elmer Boyer - - - - -- 100.00 Jos. OtShea - - - - 130.00 Walter S. Long - - - - 180.00 A. D. Noyce - - - - -- 106.00 Commissioner Breon moved that all bids be rejected. Motion adopted. On motion of Commissioner Price the Board of Commissioners adjourned to meet Friday, March 1, 1940 at 12 o'clock P. M. City Clerk
