08-28-1939 Minutes1 1 L 1 COIvMISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 28, 1939. Regular meeting of the Board of Commissioners August 28, 1939. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Branson, Breon and Ferm and Acting City Attorney Jenkins responded. Commissioner Mitchell deceased and City Attorney Norris absent. The minutes of the Regular Meeting of August 21, 1939 were read and approved as read. Lee Bowman appeared before the Board of Commissioriers and asked permission to transfer his beer license from Dixie Tourist Camp, 805 West North Street to Red Top Inn, 100 South Olive Street. Permission was granted by the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $2971.36 to pay the cost of constructing a main sanitary sewer and certain lateral sanitary sewers in the City of Salina, Kansas, which bonds shall be designated as Series S-124." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Branson, Breon and Ferm (4) Nays: (0) Commissioner Mitchell deceased. Mayor approved the ordinance and it is numbered 4943. Moved by Commissioner Ferm and seconded by Commissioner Breon that special assessment charged against Lots 4, 5 and 6, Block 5, Elm - dale Addition to Salina'. Kansas, as provided for by Ordinance Number 4940 be stricken from the ordinance. Motion adopted. Sign Application No. 174, asking for permission to erect a neon sign on the south-east corner of Santa Fe tivenue and South Street (Dr. J. K. Harvey lot) was received from Rogers Outdoor Advertsing. On motion of Commissioner Branson application was approved b the Board of Commissioners. A petition was presented asking for the extension of water main on Claflin Avenue from Ninth Street to Pershing Street. On motion of Commissioner Ferm petition was referred to the Waterworks Advisory Board. Application for tax compromise which was received from Ray `-Vorcester August 21, 1939, was taken up by the Board of Commissioners. Commissioner Ferm moved t at action be deferred for another week. Motion adopted. J. W. Sprout acgipeared before the Board of Commissioners and asked permission to build an addition to his building located on Lot No. 5, Block 11, Pacific Addition, Broadway Boulevard and Eleventh Street.
