08-21-1939 MinutesCOM1,AISSIONERS PROCEEDINGS, REGULAR MEETING. COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 21, 1939. Regular meeting of the Board of Commissioners August 21, 1939. Meeting was called to order by Acting Mayor Ferm, the roll was called and Commissioners Fern, Breon and Branson and City Attorney Norris responded. Commissioner Morgenstern absent and Commissioner Mitchell deceased. The minutes of the Regular Meeting of August 14, 1939 were read and approved as read. Commissioner Branson moved that Taxicab Drivers License No. 74, issued to F. E. French, August 7, 1939 be revoked. 'lotion adopted. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of cutting weeds on certain lots and parts of lots, and the park- way abutting thereon in the City of Salina." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ferm, Lreon and Branson (3) Nays: (0) Commissioner Morgenstern absent and Commissioner Mitchell deceased. Acting Mayor approved the ordinance and it is numbered 4939. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain tracts and parcels of land on account of benefits assessed against such tracts and parcels of land to pay part of the cost of the condemnation of certain private property in the City of Salina for the purpose of opening, widening and extending certain public streets and highways in said city and for other public purposes and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Breon the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: germ, Breon and Branson (3) Nays: (0) Commissioner Morgenstern absent and Commissioner Mitchell deceased. Acting Mayor approved the ordinance and it is numbered 4940. An ordinance was introduced for second reading entitled: "An ordinance making a levy of taxes for general revenue and other purposes by the City of Salina,. Kansas, for the year 1940." On motion of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ferm, Breon and Branson (3) Nays: (0) Commissioner Morgenstern absent and Commissioner Mitchell deceased. Acting Mayor approved the ordinance and it isnumbered 4941. An ordinance was introduced for second reading entitled: "An ordinance repealing Section 13 of Ordinance No. 3821 being an ordinance relating to pool halls." On m otion.of Commissioner Branson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Ferm, Branson and Breon (3) Nays: (0) Commissioner Morgenstern absent and Commissioner Mitchell deceased. Acting Mayor approved the ordinance and it is numbered 4942. An ordinance was introduced for first reading entitled: "An ordinance providing for and authorizing the issuance of Improvement Bonds of the City of Salina, Kansas in the sum of 92971.36 to pay the cost of constructing a main sanitary sewer and certain lateral sanitary sewers in the City of Salina, Kansas, which bonds shall be designated as Series 3-124.11 Ordinance was referred to the Board of Commissioners. City Engineer submitted plans and specifications and estimate of cost for the curbing and guttering of the following streets: BELOIT AVEIME from the east line of Fourth Street to the west line of Osborne Street; CHARLES STREET from the west line of Eleventh Street to the east line of Twelfth Street; EIGHTH STREET from the south line of Pacific Avenue to the center line of Woodland Avenue; ELLS'111ORTH AVENUE from the west line of Pershing Avenue to the east line of Funston, except that part which is curbed and guttered; _ FROST STREET from the west line of Tenth street to the east line of Eleventh street; HANCOCK STREET from the south line of Crawford Avenue to the south line of Illinois Street; JEWELL AVENUE from the east line of South Court Place to the east line of Funston Street on the north side of Jewell and from the west line of Pershing street to the west line of Lot No. 4, Park View _I Addition on the south side of Jewell Avenue; JOHNSTOWN AVENUE from the west line of Columbia Avenue to the east line of Oakdale Avenue; KIRWIN AVENUE from the west line of Ninth Street to the west - line of Pershing street; - SEVENTH STREET from the center line of Harsh Street to the center line of Hamilton street; and TWELFTH STREET from the south line of Prescott Avenue to the north line of Crawford Avenue. On motion of Commissioner Branson the same were adopted and approved by the Board of Commissioners, and the City Clerk was instruct- ed to advertise for bids for the above named improvements to be re- ceived up to and including Tuesday, September 5, 1939 at 4:30 P. M. Motion adopted. Application was received from Ray Jorcester for compromise of taxes on the south forty feet of *'ot 37 on Seventh street in the City of Salina, Kansas, for years 1928 -to 1938, both inclusive, for the sum of $300.00, in compromise of taxes amounting to $762.86. Commissioner - Breon moved that action on same be deferred until the next regular meeting of August 28, 1939. Motion adopted. Sign Application No. 174 was received from Rogers Outdoor Advertising, asking permission to erect a sign on vacant lot located on the southeast corner of Santa Fe 'venue and South Street. Commis- sioner Breon moved that action on same be deferred until the next Regular Meeting of August 28, 1939. Motion adopted.
