08-12-1946 Minutes1 u 1 1 461 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMLISS IONERS ROOM SALINA, KANSAS AUGUST 12, 1946 Regular Meeting of the Board of Commissioners August 12, 1946. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Breon, Moore, Noyce and Simpson responded. City Attorney Clark absent. read. The minutes of the Regular Meeting of August 5, 1946 were read and approved as Applications for taxicab drivers license for the year 1946 received as follows: Elbert E. Foland Jim J. Fairbanks Commissioner Simpson moved that application received from Elbert E. Foland be approved and license granted. Motion adopted. Commissioner Breon moved that application received from Jim J. Fairbanks be not granted. Motion adopted. A communication was presented from City Manager recommending the revocation of taxicab drivers license No. 139 issued to Wm. R. Berry and license No. 141 issued to Cecil Lee Berry. Commissioner Simpson moved that Taxicab Drivers Licenses numbered 139 and 141 be revoked. Motion adopted. j Protests were presented against the rezoning of Lot 3, Block 12, Riverside Park ! ! Addition from Class "A" Residential t Class "C" Commercial. Commissioner Moore moved that roll be called for or against rezoning. Roll was called and.the following vote was had; Nays: Price, Breon, Moore, Noyce and Simpson (5) lyes: (0). A petition was presented asking for the rezoning of Lots 7,9,11,13,15,17, and 19 on Kirwin Avenue, Grounds of the Kansas Wesleyan University Addition from Class "A" Residential to Class "B" Emergency. Petition was referred to the City Planning Commission. A petition was presented for the vacating of Eighth Street from north line of Otis Avenue to south line of Euclid; and Teague from East line of Ninth Street to west line of Eighth Street. Petition was referred to the City Planning Commission. An ordinance was introduced for first reading entitled: "An Ordinance ratifying and confirming a. contract with Brown and Brown Construction Company, Inc., for the paving of certain public alleys in the City of Saline, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An Ordinance levying special assessment against certain property to pay the cost of constructing certain water service pipes in certain streets in the City of Salina, Kansas." Referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An Ordinance providing for the paving and grading of Woodland Avenue from the west line of Santa Fe Avenue to the east line of Seventh Street; for the grading and paving of Oakdale Avenue from the south line of Johnstown Avenue to the south line of Ash Street; for the grading and paving of Kirwin_ Avenue from the east line of Ninth Street to the west line of Santa Fe Avenue, for the grading and paving of Clark Street from the south line of State Street to the north line of Walnut Street; for the grading and paving of Ash Street from the east line of Missouri Pacific Railroad Right -Of -Way to the east right-of-way line of U. S. Highway 81 By -Pass; and providing for the cost thereof, and how the same shall be assessed, and the manner of payment thereof." Referred to the City Commissioners. An ordinance was introduced for first reading entitled: "An Ordinance providing for the curbing, guttering, paving and grading of Oakdale Avenue from the north line of Iron Avenue to the south line of Johnstown Arenue; for the curbing, guttering, paving and grading of Front Street from the south line of North Street to the north line of Lincoln Street; for the. curbing, guttering and paving of Grand Avenue from the west line of Santa Fe Avenue to the we. -:t line of Eighth Street; for the curbing, guttering, paving and grading of.Twelfth Street from the south line of Morrison Avenue to the north line of Washington Avenue; for the curbing, guttering, paving and grading of -Woodland Avenue from the east line of Seventh Street to the east line of Ninth Street; for the curbing, guttering, paving end grading of Walnut __Straet from the east line of the Missouri Pacific Right-of-way or and of existing paving thence west across said railwav tracks to the west line ofClark Street running north from Walnut Street; for the curbing, guttering, paving and grading of Gypsum Avenue - _from the east line of Delaware Avenue to the east line of Missouri Avenue;." An ordinance was introduced for first reading entitled: "An Ordinance levying special assessments against certain property to pay -the cost of cutting weeds on certain lots and parts of lots, and the parkways abutting thereon in the City of Salina." Ordinance referred to the Board of Commissioners. -- The matter of vacating the South 18 inches of Pacific Avenue between the east line of Third Street and the west line of the alley running north and south through Block 5, Woodland Addition, as recommended by the City Planning Commission, was deferred. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and paving; and grading on Pacific Stre<,t to the west side of intersection of Pacific Stre"t and Tenth Stre;t." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat_ng to the curbing and guttering and grading of Franklin Street from the east line of Custer Street to the west line of Sherman Street." Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing and guttering of Osborne Street from the south line of Republic Avenue to the north line of Cloud Avenue; and relating to the curbing and guttering of Ellsworth Avenue from the east l-*.ne of Osborne Street to 125 feet east; and relating to the curbing and guttering on the south side of Kirw]n Avenue from the west side of Osborne to the west side of Fourth Street, and both sides of Kirwin Avenue from the east line of Osborne Street to 260 feet east." Referred to the Board of Commissioners. A resolution was introduced for firs'. reading entitled: "A Resolution relating to the curbing and guttering and paving of Minneapolis Avenue from the east line of Osborne Street to 125 feet east." Referred to the board of Commissioners. City Attorney submitted his opinion on the matter'of leasing from the County, a tract of ground know as "County Park". Referred to the City Manager. City Engineer submitted Partial Estimate in the amount of x$1,190.00, to Broom & Broom Construction Company, for the pavin{r of alley east of Eighth Street, Ash to Iron, and Walnut to 589 feet north. Approved by the Board of Commissioners. I V City Manager was authorized to meet the Pay Roll of August 15th, 1946.
