COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
JULY 29, 1946
Regular Meeting of the Board of Commissioners July 29, 1946. Meeting was
called to order by Mayor Price,the roll was called and Commissioners Price,
Breon, and Simpson and City Attorney Clark responded. Commissioners Moore and
Boyce absent.
The minutes of the regular meeting of July 15, 1946 and Special Meeting of
July 15, 1946 were read and approved as read.
Applications for taxicab drivers license for the year 1946 received as follows:

Commissioner Simpson moved that applications be approved and license granted.
Motion adopted.
A communication was received from Chief of Police recommeding the revocations
of taxi drivers license No. 112 issued to Geo. Maurice Bross. Commissioner Breon
moved that license be revoked. Motion adopted.

Electrcian's Bond was presented from Ken Kiesel. Commissioner Breon moved
that pond be approved subject to Power of Attorney to be attached Ao said bond.

A petition was presented asking for the rezoning of Lots 1, 3,5,7,9,11,13,15,
17,19 and 21, Block 3, North Park Addition, excepting such part of lots taken for
the U. S. Highways 40 and 81, from "C" Commercial to "E" Light Industrial District.
Petition was referred to the Cly Planning Commission.
A petition was presented for the vacation of South 18 inches of Pacific Avenue
between east line of Third Street and west line of alley running north and south
through Block 6, Woodland Addition to the City of Salina, Kansas. Petition was
referred to the City Planning Commission.
Petitions were presented asking Bor extension of water mains on the following
streets:
Third Street from North St to Lincoln Avenue
600 Block on North Second Street
Pet-litions were referred to the City Manager.
Petitions were presented asking for the curbing and guttering of the following
streets:
Franklin Street from Custer to Sherman,
Grand Avenue frm Eighth to Ninth Streets,
Patitionswere refereed to the City Manager.
Petttions was presented asking for the curbing and guttering and paving of
Pacific Stratto west side of intersection of Pacific Street and Tenth Street.

City Engineer submitted his approval for the construction of Storm Sewer Job
Number 220 as follows:
To the Honorable Mayor
and
Board of City Commissioners
City of Salina, Kansas.
Gentlemen:
The trenching, laying of pipe, backfilling and other
work in the construction of storm sewers in North Street
from Second to Grant; Grant Avenue from North to Lincoln;
and Lincoln Avenue from Grant to Arthur; constructed by
H. J. Taylor Construction Company of Salina, Kansas, con-
tract date May 6, 19,6, has been completed and final insp-
ection made by this office.
I have found that the work has been completed in comp-
liance of plans and specifications of said contract and
recommend that the work be accepted.

Commissioner Breon moved that report be adopted and work accepted by the City
of Salina. Motion adopted.
City Engineer submitted Final Estimate of Cost for the construction of Storm
Sewer, Job 220. On motion of Commissioner Breon same was approved by the Board
of Commissioners. Motion adopted.
City Engineer submitted his approval for the construction of curbing and gutter -

the following streets, Charles Street -Twelfth to Montrose
North Street -Font to Arthur

Seventh Street -Lincoln to Decatur
j Arthur Avenue -North to Lincoln
I Seventh Street -Hamilton to Otis
Eighth Street -Hamilton to Antrim
constructed by the H. J. Taylor Construction Company of Salina,
Kansas, under contract date May 6, 1946, has been completed and final
inspection made by this office.
The work has been done in compliance with plans and specifications
of said contract and I recommend the work be accepted.

On motion of Commissioner Simpson the ordinance was read and adopted by sections,
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon and Simpson (3) Nays: (0) Commissioners Moore and Noyce absent. Mayor

to the paving and grading of a certain north and south public alley between Fourth and
Fifth Street from the north line of Walnut Street, thence north of the south line of
Iron Avenue."
On motion of Commissioner Simpson the resolution was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon and Simpson (3) Nays: (0) Commissioners Moore and Noyce absent. Mayor
approved the resolution and it is numbered 938.

A resolution was introduced for first reading entitled: A resolution relating
to the paving and grading of North Street from the east iline of Fourth Street to the
east line of Arthur Street." Referred to the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution relating to
the paving and grading of Ohio Street from the south line of Iron Avenue to the north

of Gypsum Avenue." Referred do the Board or Commissioners.

A lease was presented between the City of Salina, Kansas, and G. M. McClellan,
d/b/a/ Propane Gas Service of Salina, Kansas. Commissioner Simpson moved that same be
iapproved
by the Board of Commissioners. Motion adopted.
An ordinance was introduced for second reading entitled: "An Ordinance rati-
fying and confirming a contract with the H. J. Taylor Construction Company for the
construction of a certain storm sewer in the City of Salina, Kansas, heretofore desig-
nated as Lateral Sanitary Sewer District No. 209, and providing for the issuance of
temporary notes to pay the cost thereof pending; issuance and sale of bonds."
On motion of Commissioner Breon the ordinance was read and adopted by sections
and on its final ado, -tion the roll was called and the following vote was had; Ayes,
Price, Breon and Simpson (3) Nays: (0) Commissioners Moore and Noyce absnet. Mayor

{ An ordinance was introduced for second reading entitled: "An ordinance rani-
fying and confirming a contract with the H. J. Taylor Construction Company for the con-
sturetion of a certain storm sewer in the City of Salina, heretofore designated as
Storm Sewer Number 24, and providing for the issuance of temporary notes to pay the
cost thereof pending issuance and sale of bonds."
On motion of Commissioner Simpson the ordinance was read and adopted by sections,
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon and Simpson (3) Nays: (0) Commissioners Moore and Noyce absent. Mayor

absent. The mayor approved the ordinance and it is numbered 5169

Commissioner Breon moved that appointments be confirmed. Motion adopted.

City Manager Allison recommended that any petition or papers that is to be
presented to the Board of Commissioners must be filed in the City Clerk's Office
before twelfe o'clock noon, the Saturday before the Commissioners Meeting to receive
any action by the Board of Commissioners. Recommendations was approved by the Board
of Commissioners by Commissioner Simpson. Motion adopted.
Commissioner Simpson moved that the City Manager be authorized to meet the
payroll of August 1, 1946. Motion adopted.
Mayor Price appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser, Jr.,
to act as appraisers in ascertaininM the valuation of certain lots and pieces of —
land liable to special assessment for the cost of pavinc alley lying between
Seventh and Eighth Street from Ash to Iron; and alley lying between Seventh and
Eighth from Walnut Street, north 589 feet. Appointments conf$fted by the Board
of Commissioners.
On motion df Commissioner Simpson the Board of Commissioners adjourned.
