07-15-1946 Minutes50 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS JULY 15, 1946 Regular Meeting of the Board of Commissioners July 15, 1946. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Breon Noyce and Simpson and City Attorney Clark responded. Commissioner Moore absent. The minutes of the Regular Meeting of July 8, 1946 were read and approved as read. Applications for Taxicab drivers license for the year 1946 received as follows: Dorothy L. Bennett Commissioner Breon moved that application be approved and license granted for day driving only. Motion adopted. Eugene N. Jones Frank Just Floyd L. Tipton Commissioner Breon moved that applications be approved and license granted. Motion adopted. Pursuant to notice published in the Salina Journal bids were received for the paving of the alley east of Eighth Street from Ash Street to Iron Avenue; and alley east of Eighth Street from Walnut Street north 589 feet, as follows: Brown & Brown, Inc. Salina, Kansas H. J. Taylor Construction Co. Salina, Kansas. City Engineers Estimate in the amount of $7,328.00 was presented and read. Bids were tabulated by the City Engineer. Commissioner Noyce moved that contract be awarded to Brown & Brown, Inc. as per bid submitted in the amount of $7,092.70, and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the from of contract and specificiations attached thereto and referred to therein, and that check be returned by the City Clerk to unsucess- ful bidder. Motion adopted. A petition was presented for the rezoning of Lots 7, and 9, Block 3, Pacific Addition from "A" Residential to "C" Commercial. Referred to the City Planning Commission. Petitions were presented asking for the construction of the following sanitary sewers: 300 Block on South Clark Street from Spruce Street south to dead end, West side of Ohio Street from Johnstown to Ash Street Petitions were referred to the City Manager. A petition was presented for the installation of water main in the 300 block on Soiith Clark Street from Spruce Street south to dead end. Referred to the City Manager. A petition was presented asking for the paving of Ohio Street from Iron Avenue to Gypsum Avenue. Referred to the City Manager. An ordinance was introduced for first reading entitled: "An ordinance rati- fying and confirming a contract with the H. J. Taylor Construction Company for the construction of a lateral sanitary sewer in the City of Salina., hbretofore designated as Lateral Sanitary Sewer District No. 209, and providing for the issuance of temporary notes to pay the cost thereof pending issuance of sale of bonds." Ord- inance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of a certain storm sewer in the City of Salina, heretofore designated as Storm Sewer No. 24, and providing for the issuance of temporary notes to pay the cost thereof pending issuance and sale of bonds," Ordinance was referred to the Board of Commissiohers. Application Number 611 asking for Building Permit for the erection of a building on Lots 1 and 3, Block 4, Pacific'Addition, was presented from J. C. Todd. Commissioner Simpson moved that application be approved and building permit issued. Motion adopted. A resolution was introduced for first reading entitled: A Resolution relating to the excavation, grading and paving of Chicago Street from the south line of State Street to the north line of Walnut Street." .54 i Resolution was referred to the Board of Commissioners. � I A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of a certain north and south public alley between Santa Fe Avenue and Fifth Street from the South line of Iron Avenue, ! thence South to the North line of Walnut Street." Resolution was feferred to the Board of Commissioners. I A resolution was introduced for first reading entitled: "A REsolution 1 relating to the paving and grading of a certain north and south public alley between Santa Fe Avenue and Fifth Street from the North line of Ash Street, thence north to the South lime of a certain east and west ;public alley connecting said Santa Fe Avenue and said Fifth Street." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution re- lating to the paving and grading of a certain north and south public alley between Fourth and Fifth Street from the North line of Walnut Street, thence North to the south line of Iron Avenue." Resolution was referred to the Board of Comm- issioners. City Manager reported that petition asking for the paving of East Lincoln Street from Garfield Avenue to Arthur Avenue is insufficient. An ordinance was introduced entitled: "An Ordinance was making appropriation for the payment of certain claims." On motion of Commissioner Simpson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Mayor approved the ordinance and it is numbered A-337. Partial estimate to the H. J. Taylor Construction Company in the amount of $6,798.11 for the curbing and guttering of certain streets in the City of Salina was presented and on motion of Commissioner Simpson approved by the Board of Commissioners. Motion adopted. Partial estimate in the amount of $5,956.37, to H. J. Taylor Construction Comp- any,, for construction of Storm Sewer, Job No-* 220 was presented and on motion of Commissioner Simpson approved by the Board of Commissioners, Motion adopted. A resolution was introduced entitled: "A Resolution relating to the issuance of Temporary Note in the amount of $6,798.11" On motiono of Commissioner Simpson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes, Price, Breon, Noyce and Simpson(4) Nays: (0) Commissioner Moore absent. Mayor approved the resolution and it is numbered 934. i The above resolution is recorded in full on Page 322 Resolution Book Number 3. An ordinance was introduced entitled: "An Ordinance making appropria'ions for the payment of certain claims." On motion of Commissioner Simpson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Noyce and Simpson (d) Nays: (0) Commissioner Moore absent. Mayor approved the ordinance and it is numbered A-338. An ordinance was introduced entitled: "An Ordinance making appropraitions for the payment of certain claimsS" On motion of Commissioner Simpson the ordinance was read an^ adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Noyce and Simpson (4) Ngys: (0) Commissioner Moore absent. No protests were received against the rezoning of the South 80 feet of the East 50 feet of Lot 12, Surveyor's Plat 31 from "A" Residential to "C" Commercial Zone. Granted by Commissioner Breon. Trust Deed, with a deposit of $75.00 was presented from Henry H. Eberhardt, Administrator for the Estate of Mary A. Walker for the perpetual care of the Soulth 2 of Lot 27, Block 24, in the Gypsum Hill Cemetery of Salina, Kansas. Commissioner Breon moved that Deed be approved by the Board of Commissioners and that the City Treasurer be intstruced to palce the deposit in the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of Salina, Kansap, Motion adopted. The appraisers report for the construction of Literal Sanitary Sevier Number 209 was presented, and on motion of Commissioner Noyce, Mond, July 29th, 1946 was designated as a Special Meeting at which time the report will be taken up and acted on by the Board of Commissioners and that the City Clerk publish noti^e in the official bity paper.•as provided by law.
