JULY 1, 1946.
Regular Meeting of the Board of Commissioners July 1, 1946. Meeting was call-
ed to order by Mayor Price, the roll was called and Commissioners Price, Breon,
Moore, Noyce and Simpson and City Attorney Clark responded.
The minutes of the Regular Meeting of June 24, 1946 were read and approved
as read.
Applications for taxicab dkivers license for the year 1946 received as
follows:

Commissioner Moore moved that applica.d ons be approved and license granted.

A coruaunica.tion was received from Chief of Police Heyl, recommeding the
revocation of taxicab drivers license Number 18 issued to William Harris.
Commissioner Noyce moved that license be revoked. Motion adopted.
Hearing of ff. 11. Wilhelm, d/b/a/ ,Vilhelm Smoker, 129 South Santa Fe,
Salina, Kansas, to show cause before the Board of Commissione s of Salina,
Kansas, as to why his Pool Hall License and Beer License should not be revoked,
on account of permitting gambling upon and in premises at 129 South S.:nta Fe
Avenue, was taken up by the Board of Commissioners. No action taken.

granted. Motion adopted.
Ruby .M. Chrisbens, asked permission to transfer Cereal & Malt Beverage
License Number 8516 from 225 North Santa Fe Avenue to 219 North Santa Fe. Avenue.
Commissioner Breon moved that permission be granted. Motion adopted.
An ordinance was introduced for second read -'ng entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of pavin; and
alley lying between Santa Fe Avenue and Seventh Street from Ash Street to Elm
Street, and relating to and providing for the collection and payment of such assess-
ments."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Breon, Moore, Noyce and Simpson. (5) Nays (0) Mayor approved
the ordinance and it is numbered 5165.
An ordinance was introduced for second reading entitled "An ordinance re-
lating to and apportioning of levying special assdssments on certain lots and
pieces of ground in the City f Salina, Kansas, to pay the cost of constructing
lateral sanitary sewers in Lateral Sanitary Sewer District Number 207 and 208, and
relating to and providing for the collection and payment of such assessments."
On motion of Commissioner Breon the ordinance was read and adopted by
elections and on its final adoption the roll was called and the following vote was
had. Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nays (0) Mayor approved
the ordinance and it is number 5166.

A resolution was introduced for second reading entitled: "A resolution relat-
ing to the curbing, guttering and grading of Illinosi Street from the west line of
Sherman Stre t to the east line of Sheridan Street."

On motion of Commissioner Noyce resolution was adopted and on its final
adoption the roll was called and the following vote was had; Ames: Price, Breon
Moore, Noyce and Simpson (5) Nays: (0) Mayor approved the resolution and its

of Pacific Avenue to the north line of Forredt Avenue."
On motion of Commissioner Moore the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon, Moore, Noyce and Simpson (5) Nays: (0) '6ayor approved the resolution
and it is numbered 926.

A Resolution was introduced for second reading entitled: "A 1tesolution
rela,ing to the curbing, guttering, grading of Twelfth Strut from the south line
of Lincoln Avenue to the norht line of Grand Avenue, and of Lincoln Avenue from
the east line; of Twelfth Street to the west line of Thirteenth Street."
On motion of Commissioner Simpson the resolution was adopted as read and on
it final adoption the roll was called and the following vote was had; Ayes: Price,
Breon, Moore, Noyce and Simpson (0) Nays: (0) Mayor approved the resolution and
it is numbered 927.

A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing, guttering and grading of Tenth Street from the south line
Harsh Stre..t to the south line of Hamilton Avenue."
On motion of Commissioner Noyce the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Price,
Moore, Noyce and Simpson (6) Nays: (0). Mayor approved the resolution and it is
number 928.

A resolution was introduced far first reading entitled: "A Resolution re-
latin� to the curbing, guttering and grading of North Street from the east line
of Fourth Street, Thence east to the west line of Second Street." Resolution was
referred to the Board of Commissioners.

On motion of Commissioner Noyce the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had: Ayes:
Price, Breon, 400re, Noyce and Simpson (5) Nays: (0). Mayor approved the
resolution and it is number 930.

City Engineer submitted plans and specifications for '. ;he paving of alley
east of Eighth Street from Ash Street to Iron Avenue, and alley east of Eig�.th
Street from Walnut to 589 Feet north.
On motion of Commissioner Breon same were approved by the Board of Commissioners
and the City Clerk vras instructed to advertise for bids for such improvements,
to be received up to and including, Monday, July 15, 1946 at 7:30 P. 11. Motion
adopted.
Sale of Private Roome "E" in the Hij.lcrest Memorial Mausoleum, to E. C.
Wyatt, for the sume of $7,125.00 was approved by Commissioner 6reon. Motion adopted.
Mayor Price appoint J. Earl YJyatt John Frederick and 'Rx. F. Grosser, Jr.,
to act as appraisers in ascertaining the valuation of certain lots 11nd pieces
of ground liable to speci,-tl assessment for the cost of constructing Lateral
Sanitar Sewer Number 209. Confirmed by the Board of Commissioners.
The gj*0triasers reports for the curbing and guttering of the following
streets were received and on motion of Commissioner Noyce, Monday, July 15th, 1946
at 7:30 P. M. was designated as a Special Meeting at which time reports will be
taken up and acted on b the Board of Commissioners, and that the City Clerk
give notice of such meeting in the of,ficial City paper as provided by law.

Charles Street from Twelfth Street to Phillips Street
Charles Street from Phillips Street -to Monstrose Avenue

A Resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and grading of Eighth Street from the south
line of Otis Avenue, thence south to the north line of Antrim Avenue." Resolution
ivas referred to the Board of Commissioners.
On motion, action on'Petition;.asking for the rezoniat of.Lot,3, Block
12, Riverside Park Addition, from,. "A7 Residential to. "G•" Commereial was deferred
for one. week.. _

On motion of Commissioner Breon the ordinance was zead and adopted by
sections and on its final adoption the roll was called and the folloviin vote was
had; Ayes: Price, Breon, Moore, Noyce and Simpson (5) Nayes: (0) Maypr
approved the ordinance and it is number A-335.

A resolution was introduced entitled: " A Resolution relating to the
issuance of Temporary Note in the amount of $3,087.23."
