06-24-1946 MinutesD 1 11 1 COMMISSIONERS PRODEEDINGS--REGULAR MEETING COMMISSIONERS ROOM SALINA, KANSAS June 24, 1946 Regular Meeting of the Board of Commissioners June 24, 1946. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, Breon, and Noyce and City Attorney Clark responded. Commissioners Moors and Simpson absent. The minutes df the Regular Meeting of June 17, 1946 and Special Meeting of June 17, 1946 were read and approved as read. Pursuant to notice published in the Salina Journal bids were received for the construction of Storm Sewer Number 24 as followss H. J. Taylor Construction Company, Salina, Kansas L. W. Rexroad & Son, Hutchinson, Kbnsas. City Engineer's Estimate in the amount of $103,891.00 was re,.d. Bids were tabulated by the City Engineer Commissioner Breon moved that contract be aviarded to H. J. Taylor Construction Company as per bid submitted in the amount of $99,383.00 and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvement# in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein, and that check be returned to unsuccessful bidder. Motion adopted. Pursuant to notice published in the Salina Journal bid was received for the construction of Lateral Sanitary Sewer Number 289 as follows H. J. Taylor Construction Company, Salina, Kansas City Engineer's estimate in the amount of $1,713.20 was read. Bid was tabulated by the City Engineer. Commissioner Noyce moved that contract be awarded to H. J. Taylor Construction Company as per bid submitted in the amount of $1,571.90, and thEtthe Mayor be authorized to sign contract on behalf of the City of aalina for such improvement, in accordance with such proposal and the form of contract and specifications attached thereto and referred to thcreing Motion adopted. City Planning Commission reported favorably on the petition asking for the rezoning of Lot 3, Block 12, Riverside Park Addition from A Residential to C Conmereial. On motion of Commissioner Breon final action on same was held over for one week. Motion adopted. Applications for taxicab license for the last half of 1946 received as follows: NAME OF OVVNER Ed French NAME OF OPEaATOR DeLux Cab Company CAB NUMBER 102,306,8.12,13,14, 15,16,17,18,19,25,26 Commissioner Noyce moved that applications be approved and licensd granted to all of the above mentioned cahs, except Number 1, which is to be approved by the License Inspector. Mention adopted. NA ,1E OF OWNER W. I. Boyd NAME OF OPERATOR DeLux Cab Company CAB NUMBER HE Commissioner Noyce moved that application be approved and license granted. Motion adopted. Application for Cereal Malt Beverage License for the year 1946 received as follows: NAME AND LOCATION OF APPLICATION NTMER 59 NAME OF APPLICANT PLACE OF BUSINESS 59 Ldice W. Miller Miller's Schlitz Tavern 107 North Seventh Commissioner Breon moved that application be approved and license granted. Motion adopted. A petition asking for the installation of a street light at the corner of Arthur and Lincoln Streets was presented. Referred to the City Manager. Petitions wase presented asking for the curbing and guttering of the following streets: NAME OF APPLICANT: 0. T. Dotson Funston Avenue from Ellsworth Avenue to Jewell Avenue, and Eighth Street from Antrim to Otis Avenue. Petitions were referred to the City Manager. Application for Pool Hall License was presented from: BUSINESS ADDRESS 3$7 North Seventh Street Commissioner Noyce moved that application be ap-7roved and license granted. Motion adopted. An ordinance was introdueed for second reading entitled: "An ordinance providing for the paving and grading of a certain north and south public alley between Seventh Street and Eighth Street from the north line of Iron Avenue, thence north to the wauth line of Ash Street, and of the paving and grading of a certain north and south public alley between seventh street -and Eighth Street from the north line of Walnut Street thence north to the south line of a certain east and west public alley running between Eighth Street and Seventh Street, and providing for the codt thereof, how the cost thereof shall be assessed and the manner of payment thereof." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon Noyce (3) Nays: (0) Commissioners Moore and Simpson absnt. Mayor approved the ordinance and it is number 5164. An ordinance was introduced for first reading entitled: "An ordinance relating j to the apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas to pay the cost of constru ting Lateral sanitary sewers in Later al Sanitary Sewer District Number 207 and 208, and relating th and providing for the collection mmd payment of such assessments." Ordinance was referred to the Board of Conmissioners. An ordinance was introduced for first reading entitled; "An ordinance relating to and apportioning and levying of special assessments on,certa.in lots and pieces of ground in the City &f Salina Kansas, to pay the cost of paving the alley lying between Santa Fe Avenue and Seventh Strcet from Ash Street to Elm Street, and relating to the providing for the collection of and payments of such assessments." Ordinance was referred to th.e Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Illinois Street from the west line of Sherman Street to the east line of Sheridan Street." Referred to the Board of Conmissionebs. A resolution was introdueed for first reading entitled: "A Resolution relating to the curbing, guttering and grading of North Street from the west line of Second Street to the west line of Front Street. Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Third Street from the south line of Pacific Avenue to the North line of Forrest Aven�,se." Referred to the Board of Commissionefs. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Twelfth _Streetfrom the south line of Lincoln Avenue to the north line of Grand Avenue, and of L.neoln Avenue from the east line of Twelfth Street to the west line of Thirteenth Stream et. Referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relaluing to the curbing guttering an( grading of Tenth Street from the south line of Harsh Street to the south line of Hamilton Avenue." Referred to the Boardof Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering, grading and paving of Gypsum Avenue from the east line of Delaware to the ea -t line of Missouri Avenue. Referred to the Board of Conmissioners. Commissioner Breon moved that Application Number 634 asking for building permit for the erection of a building at 911 Broadway be granted. Motion adopted.
