06-03-1946 Minutes Organizational49 It'. COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. JUNE 3, 1946 Regular Meeting of the Board of Commissioners June 3, 1946. Meeting was called to order by Mayor Moore, the roll was called and Commissiom rs Moore, Breon, Noyce, Price and Simpson and City Attorney Clerk responded. The minutes of the Regular Meeting of May 27, 1946 were read and approved as read. Application for taxicab drivers license for the year 1946 received as fol- lowss Bruce Mayo, Jr., Commissioner Price moved that application be approved and license granted. Motion adopted. Petitions were presented relating to safety of lily pools in Sunset Park. Petitions were referred to the City Manager. A request was presented from the American Legion and Veterans of Foreign Wars to use the Kenwood Park for Fourth of July celebration, July 4th, 1946. On motion of Commissioner Simpson permission was given at no expense to the City and that the American Legion and Veterans of Foreign Wars take care of insurance for the protection of the City against any damages. Motion adopted. II A resolution was introduced for second reading entitled: "A Resolution re- lating to the curbing, guttering and grading of Wilson Street from the existing curb at the west line of Tenth Street, thence west to the east line of Eleventh Street." On motion of Commissioner Simpson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Moore, 1 Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the resolution and it is numbered 917. A resolution was introduced for second reading entitled: "A Resolution relating to he curbing, guttering, grading and paving of Walnut Street frogl the east line of Missouri Pacific right-of-way or end of existing pavement, thence most across said railway tracks tothe west line of Clark Street running north from INalnut Street." On motion of Commissioner Simpson the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the resolution and it is numbered 920. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a benefit district in or near a commercial or industrial district of the City of Salina for the purpose of acquiring by purchase, gift or condemnation, lands for three (3) public parking stations in or near said commer- cial or industrial district and providing for the improving, installing and constructing of three (3) public parking stations within the created benefit district, on lands so acquired, and providing that the means and apportionment of payment therefor shall be hereafter determined as provided by law, and providing that no further proceedings shall be had relating hereto unless a good and sufficient petition signed by fifty- one per centum (51f) of the resident property owners of the lands within the district, as provided by law, is filed within sixty (60) days from the date hereof with the City Clerk of Salina, Kansas." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5158. An ordinance was introduced for second reading entitled: "An ordinance providing for the condemnation of certain land for public use in the extension of the municipal waterworks of the City of Salina, Kansas." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayess Moore, Breen, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5159. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of a certain north and south public alley connecting Pacific Street and Broadway Avenue and between Ninth Street and Tenth Street in the City of Salina." On motion of Commissioner Price the ordinance was read and adopted by seo- tions and on its final adoption the roll vas called and the following vote was had; Ayes: Moore, Breen, Noyce, Price and Simpson, (5) Nays: (0) Mayor approved the ordinance and it is numbered 5160. An agreement was presented from Ernest A. McPhail and Montana McPhail re- lating to building permit to be issued for the construction of a dwelling on Lot 3 and part of Lot 2, Block 11, Southern Heights Addition, Salina, Kansas. On motion of Commissioner Noyce, Mayor was authorized to sign agreement on behalf of the -City of Salina, Kansas." Motion adopted. A petition was presented asking for the curbing and guttering of Tenth Street from Harsh Street to Hamilton Avenue. Referred to the City Manager. - A petition was presented protesting against the keeping of goats by Harvey Teed, on property located south of 504 North Street. Referred to the City Manager. A letter was presented from Chief of Police Heyl, recommending the revo- cation of taxicab drivers License Number 120 issued to Isaiah William Granger. Commissioner Simpson moved that license be revoked. Motion adopted. A petition was presented asking for the rezoning of the South 80 feet of East 50 feet Lot 12, Surveyor's Plat 31 from "A" Residential to "C" Commercial Zone. Referred to the City Planning Commission. ! An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Breen the ordinance was read and adopted by sec- tions and on its finaledoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered A-331. 1 1 The appraisers report for the paving of the alley lying between Santa Fe Avenue and Seventh Street from Ash Street to Elm Street, was presented, and on motion of Com issioner Price, Monday, June 17, 1946 at 7:30 o'clock P. M. was designated as a Special Meeting to act on said report, and the City,Clerk was instructed to publish notice of such meeting in the official City paper as provided by law. Motion adopted. The appraisers report for the construction of Lateral Sanitary Sewer Number 208 in alley north of Ellsworth Avenue from Santa Fe Avenue to Highland Avenue was presented, and on motion of Commissioner Price, Monday, June 17th, 1946 at 7:30 o'clock P. M. was designated as a Special Meeting to act on said report, and the City Clerk was instructed to publish notice of such meeting in the official City paper as pro- vided by law. Motion adopted. On motion -duly made, seconded and carried, the election of a Chairman of the Board of Commissioners of Salina, Kansas, was continued from meeting to meeting of said Board from ,�rd after the meeting of the 15th day of April 1946, Commissioner Simpson moved that Lloyd W. Price be elected Mayor for the ensuing year. Motion carried. Co issioner Simpson moved that B. A. Breon be elected Acting Mayor for the ensuing year. Motion carried. Commissioner Noyce moved that a vote of thanks be extended to Mayor Moore for his services. Motion adopted. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
