05-27-1946 Minutes41_9 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS MAY 27, 1946 I Regular Meeting of the Board of Commissioners May 27, 1946. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce, Price and Simpson and City Attorney Clark responded. The minutes of the Regular Meeting of May 20, 1946 were read and approved as read. Applications for taxicab drivers license for the year 1946 received as follows: Thelma Kilgariff Commissioner Breon moved that application be approved and license granted for day driving only. Motion adopted. James W. Goodwin Isaiah W. Granger Commissioner Breon moved that applications be approved and license granted. Motion adopted. Contract for engineering services for water softening plant, was presented from Wilson and Company, Engineers, Salina, Kansas, and on motion of Commissioner Breon the Mayor was authorized to sign same on behalf of the City of Salina, Kan- sas. Motion adopted. Combination Gas Fitters and Plumbers Bond was presented from Thomas Edward Imler, and on motion of Commissioner Price same was approved by the Board of Commissioners. Cammiissioner Price moved that the City Planning Commission's recommenda- tions for the vacation of alley lying east of and adjacent to Lots 1 and 3 in Block 4, Pacific Addition be approved. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance providing for the vacation of a certain north and south public alley connecting Pacific Street and Broadway Avenue and between Ninth Street and Tenth Street in the City of Salina." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the condemnation of certain land for public use in the extension of the municipal waterworks of the City of Salina, Kansas." Ordinance was referred tothe' Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance are- atiug and defining a benefit district in or near a commercial or industrial district of the City of Salina for the purpose of acquiring by purchase, gift or condemnation, lands for three (3) public parking stations in or near said commercial or industri- al district and providing for the improving, installing and constructing of (3) public parking stations within the created benefit district, on lands so acquired, and providing that the means and apportionment of payment therefor shall be here- after determined as provided by law, and providing that no furhter proceedings shall b e had relating hereto unless a good and sufficient petition signed by fifty- one per centum (51%) of the resident property owners of the lands within the dis- trict, as provided by lax, is filed within sixty,(60) days from the date hereof with the City Clerk of Salina, Kansas." A letter was presented from the City Planning Commission in reference to rezoning of the South SO feet of East 50 feet of Lot 12, Surveyor's Plat "G". On motion, petition was referred back tothe petitioners for correction. City Manager reported favorably on the petition asking for the curbing, guttering and paving Walnut Street from Missouri Pacific Railroad flight -of -way to Clark Street. i A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering, grading and paving of Walnut Street from the east line of Missouri Pacific right-of-way or and of existing pavement, thence west across said railway tracks tothe west line of Clark Street running north from Walnut Street." Resolution was referred to the Board of Commissioners. City Manager reported favorably on the petition asking for the curbing and guttering of Wilson Street from Tenth Street to Eleventh Street. i 'Cr1l� A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Wilson Street from the ex- isting curb at the west line of Tenth Street, thence west to the east line of Eleventh Street." Resolution was referred to the Board of Commissioners. City Manager reported favorably on the petition asking for the curbing and guttering of Penn Avenue from Smoky Hill Drive to Gypsum Avenue. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Penn Avenue frmm the north line of Smoky Hill Drive, thence north to the south line of Gypsum Avenue." Resolution _ was referred tothe Board of Commissioners. 1 City Manager reported favorably on petition asking for the curbing and guttering of the west side of South Court Place from Ellsworth Avenue to Jewell Avenue** i A resolution was introduced for first reading entitled: "A Resolution relating tonne curbing, guttering and grading of the west side of South Court Place from the south line of Ellsworth Avenue, thence southeasterly to the north line of Jewell Avenue." Resolution was referred to the Board of Commissioners, City Manager reported favorably on the petition asking for the curbing and guttering of north side of Franklin Avenue from Eleventh Street to Sherman Street. A resolution was introduced for first reading entitled: "A Resolution relating to t he curbing, guttering and grading of the north s ide of Franklin Avenue from the west line of Eleventh Street, thence west to he east line of Sherman Street." Resolution was referred tothe Board of Commissioners. Action was deferred on petition asking for the construction of a sanitary sewer on Wilson Street from Third Street to Front Street. City Clerk was instructed to advertise for bids for the construction of Storm Sewer Number 24, to be received up to and including Monday, June 24, 1946 at 7:30 P. M. Police first reward for Kansas Safety. On motion, the City Manager was instructed to write the Police Department. Application for concession privilege in Sunset Park was presented. Action was tabled. Commissioner Price moved that the City Manager be authorized to meet the Payroll of June 1, 1946. Motion adopted. On motion of C, issioner Breon the Board of Commissioners adjourned. C4 -1� City Ulerk
