04-29-1946 MinutesCOT.9-IISSION'IRS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 29, 1946 Regular Meeting of the Board of Commissioners April 29, 1946. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce, Price and Simpson and City Attorney Clark responded. i f The minutes of the Regular Meeting of April 22, 1946 were read and approved � as read. Applications for taxicab drivers license for the year 1946 received as fol- lows: George Maurice Bross Wm. K. Edmiston Commissioner Breon moved that applications be approved and license granted. Motion adopted. An ordinance was presented asking for the vacation of a portion of Greenway Road in Country Club Heights Addition, Salina, Kansas. On motion of Commissioner Price ordinance was referred to the City Planning Commission. Pursuant to notice published in the Salina Journal bid was received for the paving of the alley lying between Santa Fe Avenue and Seventh Street from Ash Street to Elm Street as follows: Brown & Brown, Inc., Salina, Kansas $4264.40 City Engineers Estimate in the amount of $4470.20 was presented and read. Bid was tabulated by the City Engineer. Commissioner Noyce moved that contract be awarded to Brown & Brown, Inc. as per bid submitted, and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvement, in accordance with such proposal and the form of contract and specifications attached thereto and referred to }ierein. Motion adopted. No protests were received against the re -zoning of Lots 56, 58 and 60, Ninth Street, in the Grounds of Kansas Wesleyan University Addition, from "A" Residential to "C" Commercial District. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the inclusion of certain land in the City of Salina in "C" Commercial District, as defined by Section 5 of Ordinance No. 3188 and providing for the proper uses thereof." Ordinance was referred to the Board of Commissioners. Petitions were presented asking for the curbing and guttering of the follow- ing streets: North side of Cloud from Ninth Street, west to City limits; Eleventh Street from Claflin to Cloud; Woodlawn Avenue from Ninth Street, west to City limits. Petitions were referred to:he City Engineer. A petition was presented asking for the rezoning of the south 1/2 of Lot 4, all of Lot 6, and the North 1/2 of Lot 8, Block 11, South Park Addition. Petition was referred tothe City Clerk for more description. A petition was presented asking for the cementing of more tennis courts in Oakdale Park. Referred to the City Manager. A letter was presented from the City Planning Commission recommending that Lots 17 and 19, Block 23, Episcoplay military Institute Addition be not rezoned to Light Industrial. On motion of Commissioner Noyce report was accepted by the Board of Commissioners. The appraisers report for the construction of Lateral Sanitary Sewer No. 207 in Johnstown Avenue from Kansas Avenue to Ohio Street was presented, and on motion of Commissioner Price, Monday, May 13th, 1946 at 7:30 o'clock P. M. was designated as a Special Meeting at vhich time the report will be taken up and acted on by the Board of Commissionors, and that the City Clerk be instructed to publish notice of such meeting in the official City paper as provided by law. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance dedicating certain land to the public use for the purpose of opening, widening and extending certain streets and alleys, being (1) Fifth Street north of the intersection of Fifth Street and Pacific Street, and (2) Pacific Street between the east line of a certain north and south public alley (between Santa Fe Avenue and Fifth Street) and the center line of Fifth Street, and (3) a certain north and south public alley lying and situate north of Pacific Street and between Santa Fe Avenue and Fifth Street, all in the City of Salina, 6aline County, Kansas." Ordinance was referred to the Board of Commissioners. City IAnager reported that a building permit can be issued to 0. T. Dotson for the remodeling of building located at 347 North Seventh Street, if he complies with Fire Zone Ordinance. Commissioner Price moved that the City 11anager meet the Payroll of N`ay 1st, 1946. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance providing for the construction of a certain storm sewer in the City of Salina, to be designated as Storm Sewer No. 24, and providing for the letting of contract for such construction and for the payment of the cost thereof." Ordinance was referred tothe Board of Commissioners. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
