04-15-1946 Minutes402 i COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 15, 1946 Regular Meeting of the Board of Commissioners April 15, 1946. Meeting was callod to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce and Price and City Attorney Clark responded. Co mmissioner Simp- son absent. as read. follows: The minutes of the Regular Meeting of April 8, 1946 were read and approved Applications for taxicab drivers license for the year 1946 received as Robt. F. Murnahan Russell Dodd Delbert L. Larson Wm, A. Bishop Edwin T. Price Commissioner Price moved that applications be approved and license granted. Motion adopted. Vera M. Scheidt Flore Mae Williams Commissioner Price moved that applications be approved and license granted for day driving only. James M. Cox Chas. Bannister Angelo V. Vigliotti Commissioner Noyce moved that action on applications be deferred for one week. Motion adopted. Mr. M. J. Watkins appeared before the Board of Commissioners requesting the City to appropriate $150.00 for the purpose of promoting a state-wide Holstein on,ttle show. On motion of Commissioner Noyce the matter was referred to the Industrial Development Committee. Motion adopted. Dean Golder appeared before the Board of Commissioners in reference to parking of cars on the west side of Eighth Street from Iron Avenue to Walnut Street. On motion of Commissioner Noyce the matter was referred to the City Manager for investigation and report. Motion adopted. Mr. H. N. Paul appeared before the Board of Commissioners regarding the killing of his dog by the City Dog Catcher. He was instructed to present regular claim to the City Attorney. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of a certain portion of an alley in Block One (1) North Park Addition, which runs North and South between Whitridge Street and Barney Street, North of Broadway Boulevard, and providing for the repeal of Ordinance j No. 5121." On motion of Commissioner Noyce the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: M6ore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. i Mayor approved the ordinance and it is numbered 5150. i An ordinance was introduced for second reading entitled: "An ordinance i providing for the vacation of a portion of a certain alley in the City of Salina, i Kansas." j On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5151. I An ordinance was introduced for second reading entitled: "An ordinance providing for the exclusion of certain property from the "A" Residence District as i defined in Ordinance No. 3188 and providing for the inclusion of the same is "9" Residence District, as defined by said ordinance." (h) On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5152. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Breon the ordinance was read and adopted by sea - tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. Mayor approv6d the ordinance and it is numbered A-325. An ordinance was introduced entitled: "An'ordinance making appropriation for the payment of certain claims." On motion of Commissioner Breon the ordinance was read and adopted by see - tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered A-326. I I An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming contract with H. J. Taylor Construction Company for the construction of a certain Lateral Sanitary Sewer in Lateral Sanitary Sewer District No. 208, so created, providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction j and for the issuance of bonds Ordinance was referred to the Board of Commissioners. City Engineer submitted his approval for the construction of Lateral Sanitary Sewer No. 207 as follows: � I Salina, Kansas. April 18, 1946 To the Hon. Mayor and ` Board of City Commissioners City of Salina, Kansas � I I Gentlemen: The excavating, laying of pipe, backfilling and grading of Sanitary Sewer, Lateral No. 207, in Johrmtown Avenue from Kansas Avenue to Ohio Avenue approximately 500 feet, constructed by the H. J. laylor Construction Company of Salina, Kansas, under contract dated March 4, 1946 has been completed and final inspection has been made by this office. I I have found that the work has been performed and completed in compliance with plans and specifications Iof said contract and therefore recommend that the work be accepted. I City Engineer submitted Final Estimate of Cost for the construction of Lateral Sanitary Sewer Number 207. On motion of Commissioner Price same was approved by the Board of Commissioners. Motion adopted. A petition was presented asking for the curbing and guttering of Antrim Avenue from the east side of Eighth Street to the east side of Ninth Street. Petition was referred to the City Engineer and City Manager. i i Commissioner Noyce moved that the City charge $15.00 per plane monthly storage rent in the new municipal hangar at the airport; and when individuals build a hangar on the City field a charge of $5.00 per month per plane be made, and that Hangar Building be approved by the City. Motion adopted. A resolution was introduced for first reading entitled: "A Resolution re- lating to the paving and grading of a certain north and south public alley between Seventh Street and Eighth Street from the north line of Walnut Street, thence north to the south line of and east and west public alley running between Eighth Street and Seventh Street." Resolution was referred to the Board of Commissioners. I 414 A resolution was introduced for first reading entitled: "A Resolution relating to the paving and grading of a certain north and south publio alley be- tween Seventh Street and Eighth Street from the north line of Iron Avenue thence north to the south line of Ash Street." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution re- lating to the paving and grading of Clark Street from the south line of State Street to the north line of Walnut Street." Resolution was referred to the Board of Com- missioners. A letter was received from 0. T. Dotson asking permission to remodel a building located at 347 North Seventh Street to be used for a Pool Hall and Beer Garden. The matter was referred to the City Manager. Commissioner Price moved that the City Clerk be instructed to publish notice in the official City paper of proposed changes and amendments to the Zoning Ordi- nance of the City of Salina, Kansas, by removing from "A" Residential to "C" Com- mercial, Lot 6, Southview Addition, City of Salina, Kansas, and that a public hearing will be granted to any persons interested in said proposed changes or amendments at 7:30 o'clock P. M. Monday, flay 20, 1946 in the Commissioners' Meeting Room in the City Hall, Salina, Kansas, at which time written protests as provided by law will be considered by the Board of Commissioners. .Motion adopted. Petition asking for the construction of a sanitary sewer in the alley north of Jewell from Osborne to Quincy Street, ordered filed.
