04-08-1946 Minutes60 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 8, 1946 Regular Meeting of the Board of Commissioners April 8, 1946. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce, Price and Simpson and City Attorney Clark responded. The minutes of the Regular Meeting of April 1, 1946 were read and approved as read. Application for taxicab drivers license for the year 1946 received as follows: Arthur F. Harris Commissioner Price moved that application be approved and license granted. Motion adopted. A petition was presented asking for the paving of Clark Street from the south line of State Street to the north line of Walnut Street. Petition was referred to the City Manager, Application Number 516 asking for Building Permit to erect a structure to be located on Lot 3, Block 11, Southern Heights Addition, by Ernest A. McPhail, was again taken up by the Board of Commissioners. Commissioner Price moved that application be rejected and ordinance enforced. Motion adopted. A petition was presented asking for the construction of a sanitary sewer in the alley north of Jewell from Osborne to Quincy. Petition was referred to the City Manager. Bond in the amount of $100,000.00 was received from Salina Baseball Club, Incorporated. On motion of Commissioner Simpson same was approved by the Board of Commissioners. Pursuant to notice published in the Salina Journal, bid was received for the construction of Lateral Sanitary Sewer No. 208, in the alley north of Ellsworth Avenue from Santa Fe Avenue to Highland Avenue, as follows'. H. J. Taylor Construction Company, Salina, Kansas Bid $1134.75 City Engineers Estimate of Cost was read. Amount $1157.50 Bid was tabulated by the City Engineer. Commissioner Breon moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submitted, and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvement, in accordance with such proposal and the form of contract and specifications attached thereto and re- ferred to therein. Motion a dopted. City Planning Commission to whom was referred the application of Lewis Rea and Catherine Rea, to rezone Lot 6, Southview Addition from "A" Residential to "C" Commercial, recommended that action on application be deferred until plans and specifications for any proposed building or remodeling were presented. The matter was referred to the City Manager. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for the vacation of a portion of a certain alley in the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for the exclusion of certain property from the "A" Residence District as defined in Ordinance No. 3188 and providing for the inclusion of the same in "B" Residence District, as defined by said ordinance." Ordinance was referred to the Board of Commission- ers. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for the vacation of a certain portion of an alley in Block One (1), North Park Addition, which runs North and South between Whitridge Street and Barney Street, North of Broadway Boulevard, and providing for the repeal of Ordinance No. 5121." Ordi- nance was referred to the Board of Commissioners. On motion of Commissioner Breon the City Clerk was instructed to re -advert -se for bids for the paring of the alley east of Seventh Street from Ash Street to Elm Street, to be received up to and including Monday, April 29, 1946 at 7:30 o'clock P.M. Motion adopted. t 401 An ordinance was introduced for second reading entitled: "An ordinance providing for the curbing, guttering and grading of Eighth Street from the north line of Hamilton Street to the south line of Antrim Street; and the curbing, gutter- ing and grading of Seventh Street from the sout line of Hamilton Avenue to the north line of Otis Avenue; and the curbing, guttering and grading of Charles Street from the west line of Twelfth Street to the east line of Phillips Street; and the curbing, guttering and grading of Arthur Avenue from the north line of North Street tot he south line of Lincoln Avenue; and the curbing, guttering and grading of Charles Street from the west line of Phillips Street tothe east line of Montrose Avenue; and the curbing, guttering and grading of Garfield Avenue from the north line of North Street tot he south line of Lincoln Avenue; and the curbing, guttering and grading of Grant Avenue from the north line of North Street to the south line of Lincoln Avenue; and the curbing, guttering and grading of Lincoln Avenue from the east line of Grant Avenue to the west line of Arthur Avenue; and the curbing, guttering and grading of North Street from the east line of Front Street tothe west line of Arthur Avenue; and the curbing, guttering and grading of Seventh Street from the north line of Lincoln Avenue to the south line of Decatur Street; and providing for the cost there- of, and how the same shall be assessed, and the manner of payment thereof." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5144. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the vacation of a portion of a certain alley in the City of Salina, Kansas." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5145. An ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining certain Lateral Sanitary Sewer District in the City of Salina, designated as Lateral Sanitary Sewer District No. 209, so created, providing for the cost thereof and for the levying of special assessments against the property inlaid district; for the payment of such construction; and for the issuing of bonds there- for." On motion of Commissioner Noyce the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes! Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5146. An ordinance was introduced for second reading entitled: "An ordinance provid- ing for the construction of a certain storm sewer in the City of Salina, to be desig- nated as Storm Sewer No. 220, and providing for the letting of contract for such con- struction and for the payment of the cost thereof." On motion of Commissioner Simpson the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5147. An ordinance was introduced for second reading entitled: "An ordinance relating 1 to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sanitary sewers in Lateral Sanitary Sewer Districts numbered 192, 201, 202 and 203, and relat- ing to and providing for the collection and payment of such assessments." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5148. An ordinance was introduced for second reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing lateral sani- tary sewers in Lateral Sanitary Sewer Districts numbered 204, 206 and for Main Sewer "S", and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Noyce the ordinance was read and adopted by sections and on its final Aoption the roll was called and the following vote was had; Ayes: i Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered 5149.
