APRIL 1, 1946
Regular Meeting of the Board of Commissioners April 1, 1946. Meeting was
called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon,
Noyce, Price and Simpson and City Attorney Clark responded.

The minutes of the Regular Meeting of March 25, 1946 were read and approved
as read.

Applications for taxicab drivers license for the year 1946 received as
follows:
John Bulleigh
JC Lloyd Peterson
George T. Tibbitts
Commissioner Price moved that applications be approved and license granted.
Motion adopted.
Application Number 516 asking for Building Permit to erect a structure on
Lot 3, Block 11, Southern Heights Addition was received from Ernest A. MoPhail.
Commissioner Simpson moved that action be deferred until next meeting. Motion
adopted.
The matter of rezoning Lot 8, on Ninth Street, Bishop's Addition (Southwest
corner of Ash and Ninth Streets) from "B" Residential to "C" Commercial was taken
up by the Board of Commissioners. Commissioner Price moved that lot be not
rezoned. Motion adopted.
No one appeared to protest against the rezoning of Lots 9 and 11, in Survey-
or's Plat 10, from Class "A" Residential to Class "B" Residential. On motion,
City Attorney was instructed to prepare an ordinance. Motion adopted.

A resolution was introduced entitled: "A Resolution relating to the issuance
of Temporary Notes in the amount of $5061.75 and $5060.65."
On motion of Commissioner Noyce the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes:
Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the
Resolution and it is numbered 906.
The above resolution is recorded in full on Pages 292 and 293, Resolution
Book Number 3.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Breon the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance
and it is numbered A-323.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was hadi
Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved 4
the ordinance and it is numbered A-324.
Petitions were presented asking for the location of the following street
lights:
Corner of Third Street and Crawford Avenue;
Third Street between Crawford and Prescott;
Corner of Delaware and Stapler.
Petitions were referred to the City Manager.
Electrician's Bond was presented from Wendell Greiner, Ivan Barnhill and Joe
Hartley, d/b/a Central Electronics Company, and on motion of Commissioner Price same
was approved by the Board of Commissioners.
A petition was presented from Lewis Rea and Catherine Rea, asking for the
rezoning from "A" Residential to "C" Commercial, Lot 6, Southview Addition, (North-
west corner of Ninth and Kirwin). Petition was referred to the City Planning
Commission.
City Engineer submitted plans and specifications and estimate of cost for
i the construction of Lateral Sanitary Sewer Number 208. On motion of Commissioner
Breon same were approved by the Board of Commissioners and the City Clerk was in-
structed to advertise for bids to be received up to and including Monday, April 8,
1946 at 7:30 P. M. Motion adopted.
On motion of Cc mmissioner Simpson the Board of Commissioners adjourned.

Lease was presented from the Salina Baseball Club, and on motion of Com-
missioner Noyce same was approved, subject to filing of bond. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the curbing, guttering and grading of Eighth Street from the north
line of Hamilton Street and to the south line of Antrim Street; and the curbing,
guttering and grading of Seventh Street from the south line of Hamilton Avenue
to the north line of Otis enue; and the curbing, guttering and grading of Charles
Street from the west line of Twelfth Street to the east line of Phillips Street;
and the curbing, guttering and grading of Arthur Avenue from the north line of North
Street to the south line of Lincoln Avenue; and the curbing, guttering and grading
of Charles Street from the west line of Phillips Street to the east line of Mont-
rose Avenue; and the curbing, guttering and grading of Garfield Avenue from the
north line of North Street tothe south line of Lincoln venue; and the curbing,
guttering and grading of Grant Avenue from the north line of North Street to the
south line of Lincoln Avenue; and the curbing, guttering and grading of Lincoln
Avenue from the east line of Grant Avenue to the west line of Arthur Avenue;
and the curbing, guttering and grading of North street from the east line of Front
Street to he west line of Arthur 'venue; and the curbing, guttering and grading of
Seventh Street from the north line of Lincoln Avenue to the south line of Deoatur
Street; and providing for the cost thereof, and how the same shall be assessed, and
the manner of payment thereof." Ordinance was referred to the Board of Commis-
sioners.

An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of a portion of a oertain alley in the City of Salina,
Kansas." Ordinance was referred to the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance
creating and defining certain Lateral Sanitary Sewer District in the City of Salina,
designated as Lateral Sanitary Sewer District Number,209, so created, providing
for the cost t ereof and for the levying of special assessments against the property
iin said district; for the payment of such construction; and for the issuing of bonds
therefor." Referred tothe Board of Commissioners.
An ordinance was introduced for first -reading entitled: "An ordinance provid-
ing for the construction of a certain storm sewer in the City of Salina, to be desig-
nated as Storm Sewer No. 220, and providing for the letting of contract for such con-
struction and for the payment of the cost thereof." Ordinanoe was referred to the
Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of constructing
lateral sanitary sewers in Lateral Sanitary Sewer Districts numbered 192, 201, 202
and 203, and relating to and providing for the collection and payment of such

assessments. Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An Ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of constructing lateral
sanitary sewers in Lateral Sanitary Sewer Districts numbered 204, 206 and for Main
Sewer "S", and relating to and providing for the collection and payment of such

� I assessments." Ordinance was referred to the Board of Commissioners.
City Planning Commission reported favorably on application of Kansas Motors
to close the alley between Santa Fe Avenue and Fifth Street, adjacent to the South
1/2 of Lot 25, and all of Lots 27, 29 and 31, on Santa Fe -'venue; and the South 1/2
of Lot 26, and all of Lots 28, 30, 32 and 34 on Fifth Street, all in the Original
Town of Salina, Saline County, Kansas. On motion of Commissioner Price report
was adopted by the Board of Commissioners and the City Attorney was instructed to
prepare an ordinance. Motion adopted.
