Regular Meeting of the Board of Commissioners March 25, 1946. Meeting
was called to order by Acting Mayor Price, the roll waw called and Commissioners
Price, Breon, Noyce and Simpson and City Attorney Clark responded. Commissioner
Moore absent,
The minutes of the Regular Meeting of March 18, 1946 were read and approved
as read.
On motion of Commissioner Simpson the Building Inspector was instructed
to issue a building permit tothe Skelgas-Skeltane Service Company to erect a build-
ing at Lincoln and Broadway, with a five-foot setback as per plat submitted. Motion
adopted.
City Planning Commission reported unfavorably on the petition asking for
the rezoning of Lots 14 and 16, Block 2, Crowther's Addition from "A" Residential
to "Light Industrial". On motion of Commissioner Noyce report was adopted by
the Board of Commissioners.
City Planning Commission reported favorably on the petition asking for
the closing of alley between Third and Fourth Street from Smoky Hill River north
at the rear of Lots 181, 183, 185 and 187 on Fourth Street and Lots 1832, 184 and
186 on Third Street. Commissioner Simpson moved that report be adoptdd as read.
Motion adopted.
City Planning Commission reported unfavorably on the petition asking for
the rezoning of the East one-half of Block 11, South Park Addition from "A" Resi-
dential to "B" Residential. Commissioner Breon moved that report be a dopted as
read. Motion adopted.
City Planning Commission reported favorably on the petition asking for
the rezoning of Lots 56, 58 and 60 on Ninth Street in the Grounds of Kansas Wesleyan

University from "A" Residential to "C" Commercial.
Commissioner Simpson moved that reports approved by the City Planning
Commission be adopted by the Board of Codmmissioners,snd that the City Clerk be in-
structed to publish notice in the official City paper that a public hearing will
be granted to any persons interested in said proposed changes or amendments at 7:30
o'clock P. M. Monday, April 29, 1946 in the Commissioners Meeting Room in the City
Hall, Salina, Kansas; at which time written protests as provided by law will11-e
considered by the Board of Commissioners. Motion adopted.

Commissioner Breon moved that applications be approved and license granted.

City Engineer submitted his approval for the construction of Lateral
Sanitary Sewer Number 206 as follows:
Salina, Kansas
March 19, 1946
To the Honorable Mayor and
Board of City Commissioners,
City of Salina, Kansas.
Gentlemen:
The excavating, laying of pipe, backfilling and
grading of Sanitary Sewer, Lateral 206, in the alley east
of Fourth Street from Pacific to Euclid, approximately 2540
feet constructed by H. J. Taylor Construction Company,
Salina, Kansas, under contract dated October 8, 1945 has
been Completed and final inspection has been made by this
office.
I have found that the work has been performed and
completed in compliance with plans and specifications of said
contract and therefore recommend that the work be accepted.

Commissioner Simpson moved that report be adopted and work accepted by
the Board of Commissioners. Motion adopted.
City Engineer submitted Final Estimate of Cost for the construction of
Lateral Sanitary Seaver Number 206, Commissioner Simpson moved thateatimate be �
approved by the Board of Commissioners. Motion adopted.
City Engineer submitted his approval for the construction cf Lateral Sanitary
Sewer Number 202 as follows:

Board of Commissioners. Motion adopted.
City Engineer submitted Final Estimate of Cost for the construction of

approved by the Board of Commissioners. Motion adopted.
City Manager reported on the remonstrance protesting against the
curbing, guttering and paving of Grand Avenue from Santa Fe Avenue to Eighth
Street as follows:
Salina, Kansas
March 2, 1946
To City Commissioners: -
The remonstrance filed against the curbing,
guttering and paving of Grand Avenue from Santa Fe to
Eighth Street does not have sufficient signers to
stop the paving. The signatures on the protest
represent only 26.9/ of the footage of the property
in the benefit district owned by residents of the City.
Therefore, it is recommended that this be
included in an ordinance at some later date.

ers. Motion adopted.
A petition was presented asking for better lighting in the 200 Block on
South Santa Fe Avenue. Referred to the City Manager.
Application Number 177 from Rogers Outdoor Advertising, asking for the
erection of a 12 x 24 foot billboard at the end of an alley between Barney and
Whitredge, near Broadway, was presented and approved by the Board of -Commissioners,
An ordinance was introduced for second reading entitleds "An ordinance limit-
ing the time of parking of vehicles on the north and south sides of Ash Street,
between Seventh and Eighth Street, and probidit4i penalties for the violation thereof."

On motion of Commissioner Breon the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Noyce and Price (4) Nays: (0) Commissioner Moore absent.
Acting Mayor approved the ordinance and it is numbered 5143.
A resolution was introduced for second reading entitled: "A resolution
relating to the grading, paving and otherwise improvin&Ash Street from the east sigh
of -way line of Missouri Pacific Railroad to the east right-of-way line of the U. S. 81
Highway By -Pass."
On motion of Commissioner Simpson the resolution was read and adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting
Mayor approved the resolution and it is numbered 901.

A resolution was introduced for second reading entitled: "A resolution
relating to the curbing and guttering and otherwise improving of Franklin Street
from the west property line of Merrill Street to the west property line of Hancock
Street."
On motion of Commissioner Noyce the resolution was read and adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting
Mayor approved the resolution and it is numbered 902.

A resolution was introduced for second reading entitled: "A Resolution
relating to the grading, paving and otherwise improving Kirwin Avenue from the east
property line of Ninth Street tothe west property line of Santa Fewvenue."
On motion of Commissioner Breon the resolution was read and adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting
Mayor approved the resolution and it is numbered 903.

A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing and guttering, paving and otherwise improving of Twelfth
Street from the south property line of Morrison Avenue to the north property line of
Washington Avenue."
On motion of Commissioner Noyce the resolution was read and adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting
Mayor approved the resolution and it is numbered 904.

A resolution was introduced for second reading entitled: "A Resolution
relating to the grading, paving and otherwise improving Woodland Avenue from the west
jxoprty line of Santa Fe Avenue to the East property line of Seventh Street, and
the grading, curbing,and guttering, paving and otherwise improving of Woodland Avenue
from the east property line of Seventh Street to the east property line of Ninth
Street."
e On motion of Commissioner Breon the resolution was read and adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting
Mayor approved the resolution and it is numbered 905.

Mr. F. Ii. Rehm, submitted his resignation as a member of the Gypsum Hill
Cemetery Board, and on motion of Commissioner Noyce same was accepted by the Board
of Commissioners. Motion adopted.

Commissioner Breon moved that the City Manager meet the Payroll of April 1,
{ 1946. Motion adopted.
On motion of Commissioner Simpson the Board of Commissioners adjourned.
