03-11-1946 Minutes4 +, ll ��O'k- COMMISSIONMZS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 11, 1946 Regular Meeting of the Board of Commissioners March 11, 1946. Meeting was called to order by Acting Mayor Price, the roll was called and Commissioners Price, Breon, Noyce and Simpson and City Attorney Clark responded. Commissioner -Moore absent. The minutes of the Regular Meeting of March 4, 1946 and Special Meeting of March 4, 1946 were read and approved as read. follows: Applications for taxicab drivers license for the year 1946 received as John F. Boucek Vernon D. Hays Commissioner Noyce moved that applications be approved and license granted. Motion adopted. A petition was presented asking for the construction of a sewer between Minneapolis Avenue and Ellsworth Avenue from Santa Fe Avenue to Highland Avenue. City Manager reported favorable on said petition. An ordinance was introduced for first reading entitled: "An ordinance creating and defining certain Lateral Sanitary Sewer District in the City of Salina, designated as Lateral Sanitary Sewer District No. 208, so created, providing for the cost thereof and for the levying of special assessments against the property in said district; for. the payment of such construction; and for the issuing of bonds therefor." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company fore the construction of a certain Lateral Sanitary Sewer in Lateral Sanitary Sewer District Numoer 207, so created, providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuance of bonds therefor." Ordinance was referred to the Board of Commissioners. I T. A. Williams asked permission to move a residence from 309 East Walnut Street to 113 North Delaware Street, crossing the Iron Avenue Bridge. Referred to the City Manager and City Engineer to r eport a t the next meeting. City Manager Allison was authorized to execute a certain Pipe Line License agreement, bearing date of November 20, 1945, for and on behalf of the City of Salina, said agreement being by and between the City of Salina and the Missouri Pacific Railroad Company for the construction of a sewer from North Street along the right-of-way of the Missouri Pacific Railroad Company. A resolution was introduced entitled: "A resolution relating to the signing by City Manager Allison, a certain Pipe Line License Agreement bearing date of November 20, 1945 for and on behalf of the City of Salina, said agreement being by and between the City of Salina and the Missouri Pacific Railroad Company for the construction of a sewer from North Street along the Missouri Pacific right-of-way." i I On motion of Commissioner Breon the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. A petition was presented asking for the construction of a sewer on Ash Street from Third Street to Front street. Petition was referred to the City Manager and City Engineer. A petition was presented asking for the curbing and guttering the north side of Franklin Street from the west :side of Eleventh Street to the east side of Sherman --- Street. Petition was referred to the City -Manager and City Engineer. A petition was presented asking for two-hour parking zone on Ash Street from Seventh Street to Eighth Stroet. Petition was referred to the City Manager with power to act. 1 C 1 1 1 Applications for Cereal Malt Beverage License for the year 1946 received as follows: Application Number 53 GENERAL RETAILER CLASS "A" INDIVIDUAL Nara of Applicant Floyd Jackson Name and Location of Place of Business Jackson Beer Parlor 347 North Fifth Street Commissioner Simpson moved that application be approved and license granted. Fifth Street Commissioner Simpson moved that application be approved and license granted subject to the approval of Food Inspector. Motion adopted. Trust Deed was presented from C. B. Dodge, Chairman of Board of Trustees, First Christian Church, of Salina, Kansas, for perpetual care of the North 1/2 of Lot 24, Block 1, (J. D. M. Conrad lot) in the Gypsum Hill Cemetery. Commissioner Breen moved that Deed be approved by the Board of Commissioners. Motion adopted. A resolution was introduced entitled: "A Resolution relating to proposed contract with the United States of America, acting through the Federal Public Housing Authority for the purpose of obtaining and causing the installation of thirty (30) family dwelling units in the City of Salina." On motion of Commissioner Simpson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting Mayor approved the resolution and it is numbered 899. The above resolution is recorded in full on Page 285, Resolution Book Number 3, A communication was received from Chief of Police Heyl recommending the revoca- tion of Taxicab Drivers License Number 74 issued to Lenville L. McKnight. Commission- er Simpson moved that license be revoked. Motion adopted, Application No. 471 asking for Building Permit to erect a structure to be used fo4C a Bus Storage, on Lot 11, Block 4, Pacific Addition, was presented from Enoch Harris of the Salina Transit Company. Commissioner Simpson moved that application be approved and permit granted. Motion adopted. Commissioner Breon moved that the City Manager be authorized to meet the Payroll of March 15, 1946. Motion adopted. Acting Mayor Price appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser, Jr., to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewer Number 207. On motion of Commissioner Simpson appointments were confirmed by the Board of Commissioners. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
