02-25-1946 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING ` COMMISSIONERS ROOM, SALINA, KANSAS, FEBRUARY 25, 1946 i Regular Meeting of the Board of Commissioners February 25, 1946. Meeting was called to order by Acting Mayor Price the roll wa.s called and Commissioners Price, Breon and Noyce and City Attorney Clark responded. Commissioners Moore and Simpson absent. The minutes of the Regular Meeting of February 18, 1946 were read and approved as read. City Planning Commission reported favorably on the petition asking for the rezoning of the lot on the southwest corner of Ninth and Ash Streets, described as Lot 8, Ninth Street, Bishop's Addition to "C" Commercial District, providing the proposed building is first approved by the City Commission, and that some control or supervision of the structure be allowed by the proper City officials. Commissioner Noyce moved that report be adopted by the Board of Commissioners and that the City Clerk be instructed to publish notice in the official City paper that a public hearing will be granted to any persons interested in said proposed changes or amendments at 7:30 o'clock P. M. Monday, April 1, 1946 in the Commissioners Meeting Room in the City Hall in Salina, Kansas; at which time written protests as provided by law will be considered by the Board of Commissioners. Motion adopted. City Planning Commission recommended that Jo-Vlar Dairies be given permission to alter the existing structure on East Iron Avenue. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance grant- Respectfully submitted, H. F. Harper City Engineer Commissioner Noyce moved that report be approved and work accepted by the Board of Commissioners. Motion adopted. ing the Missouri Pacific Railroad Company, its successors and assigns, the right to construct, reconstruct and maintain a standard gauge railroad switch or spur track, atgrade thereof, over, upon and across North Seventh Street, in the Original Town of Salina, Saline County, Kansas, and providing for the maintenance thereof." Ordinance was referred tot he Board of Commissioners. A petition was presented asking for the rezoning of Lots 29 and 30, Block 14, Pacific Addition from "B" Residential to "C" Commercial District. Petition was re- ferred to the City Planning Commission. A petition was presented asking for the construction of a sewer on Chester Street from Lincoln to York. Petition was referred to the City Manager and City Engineer. City Engineer submitted his approval for the construction of Main Sewer "S" and Lateral Sanitary Sewer Number 204 as follows: Office of City Engineer Salina, Kansas February 23, 1946 To the Honorable Mayor and Board of City Commissioners City of Salina, Kansas. Gentlemen: The excavation, laying of pipe, backfilling and grading of Sanitary Sewer Lateral 204, area from Front Street to Chester and North Street to C. R. I. & P. Railway, and Main Sewer "S", located in North Street to Arthur Street and Missouri Pacific Railway, and Arthur i Street to Chester Street, both constructed by the H. J. Taylor Construction Company, Salina, Kansas, under Contract dated October 8, 1945, and under Ordinances 5096 and 5097, has been completed and final inspection made by this office. I have found that the work has been performed in compliance with the plans and specifications of said contract, and I recommend that the work be accepted. Respectfully submitted, H. F. Harper City Engineer Commissioner Noyce moved that report be approved and work accepted by the Board of Commissioners. Motion adopted. j City Engineer submitted Final Estimate of Cost for the construction of -- Main Sewer "S" and Lateral Sanitary Sewer Number 204. On motion of Commissioner Noyce same were approved by the Board of Commissioners. Motion adopted. A resolution was introduced for first reading entitled: "A Resolution relating to -he curbing and gutte ing of Frost Street from the west line of Ninth Street to the east line of Tenth Street. Resolution was referred to the Board of Commissioners. Commissioner Breon moved that the report of the City Planning Commission --- of February 18, 1946, relating to the rezoning of the property described as Lots 7, 8, 9 and 10, Block 17, Pacific Addition to "C" Commercial District, be approved. Motion adopted. Application Number 444, asking for permission to move store building from Lot 11, Block 7, Calkin's Addition to Lot 12, Block 7, Calkin's Addition was presented from Garland Hill. Commissioner Noyce moved that permission be given for the moving of the frame building for the purpose of erecting a mason building. P;Iotion adopted. Application Number 442 asking for permit to remodel residence located on the South 50 feet, of East 125 feet, Lot 7, on Ninth Street, Phillips Addition , was presented from Alice Twibell. Application was referred to the City Attorney. A communication was received from R. J. Akrigg, Director of Industrial Development, in reference to the purchase of copies of a brochure - "Industrial Opportunity in Salina". Commissioner Noyce moved that request be accepted. Motion adopted. On December 17, 1945, the bid of H. J. Taylor Construction Company, for the construction of Lateral Sanitary Sevier Number 207 was rejected. Commis- sioner Breon moved that the City Clerk re -advertise for bids on said sewer; bids to be received up to and including Monday, March 4th, 1946 at 7:30 P. M. The City reserves the right to reject any or all bids. Motion adopted. ':The appraisers reports for the construction of Lateral Sanitary Sewers Numbered 202 and 206 were presented. On motion of Commissioner Noyce, Monday, March 4th, 1946 at 7:30 O'clock P. M. was designated as a Special Meeting, at which time the reports will be taken up and acted on by the Board of Commissioners and the City Clerk was instructed to publish notice of such meeting in the official City paper as provided by law. Motion adopted. On motion of Commissioner Breon the City Manager was authorized to meet the Payroll of larch 1, 1946. Motion adopted. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
