02-04-1946 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. FEBRUARY 4, 1946 Regular Meeting of the Board of Commissioners February 4, 1946. Meeting was called to order by Acting Mayor Price, the roll was called and Commissioners Price, Breon and Noyce and City Attorney Clark responded. Commissioners Moore and Simpson absent. ' The minutes of the Regular Meeting of January 28, 1946 were read and ap- proved as read. j Petitions were presented asking for the rezoning of the following property: Rezoning of the property located at 746 South Ninth Street, (Northwest corner of Ninth and Frost) being Lots 9 and 11, Surveyor's Plat 10, Salina, Kansas, for multiple dwelling. Referred to the City Planning Commission. Rezoning of the property on the southwest corner of Ninth and Ash, being Lot Number 8, on Ninth Street, in Bishop's Addition, Salina, Kansas, from "B" Residential District to "C" Commercial District. Referred to the City Planning Commission. A resolution was introduced entitled: "A Resolution relating to the issuance of Temporary Note in the amount of $5569.50." On motion of Commissioner Breon the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayess Price, Breon and Noyce (3) Nayss (0) Commissioners Moore and Simpson absent. Acting Mayor approved the resolution and it is numbered 895. ' The above resolution is recorded in full on Page 281, Resolution Book Number 3. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of a certain claim." On motion of Commissioner Noyce the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon and Noyce (3) Nays: (0) Commissioners Moore and Simpson i absent. Act.Mayor approved the ordinance and it is numbered A-314. I City Engineer submitted Estimate Number 1 for the construction of Main Sewer "S" and Lateral Sanitary Sewer Number 204. On motion of Commissioner Noyce same were approved by the Board of Commissioners. Motion adopted. I � An ordinance was introduced for second reading entitled: "An ordinance relating to the apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving Tenth Street from Lincoln Avenue to Grand Avenue, and relating to and providing for the col�etion and payment of such assessments." i i i On motion of Commissioner Noyce the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; .Ayes: Price, Breon and Noyce (3) Nays: (0) Commissioners Moore and Simpson absent. Acting Mayor approved the ordinance and it is numbered 5138. i An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering and paving Tenth Street from North Street to Lincoln Avenue, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Breon the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, Breon and Noyce (3) Nays: (0) Commissioners Moore and Simpson absent. i Acting Mayor approved the ordinance and it is numbered 5139. 06 City Manager reported favorably on the petition asking for the curbing, guttering and paving of Grand Avenue from the west line of Santa Fe Avenue to the west line of Eighth Street. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and paving of Grand Avenue from the west line of Santa Fe Avenue to the west line of Eighth Street. Resolution was referred to the Board of Commissioners. A letter was presented from the Industrial Development Committee in reference to lack of adequate housing facilities in the City of Salina. Ordered filed. i Combination Gas Fitters and Plumbers Bond was presented from James M. Stack, d/b/a Stack Plumbing Company. On motion of Commissioner Breon Bond was approved by the Board of Commissioners. Motion adopted. A communication was received From the Salina Industrial Development Board setting forth the permanent policies and objectives of said Board. Ordered filed. The appraisers reports for the construction of Main Sewer "S" and Lateral Sanitary Sewer Number 204 were received, and on motion of Commissioner Noyce, Monday, February 11th, 1946 at 7:30 P. M. was designated as a Special Meeting at which time the reports will be taken up and acted on by the Board of Commissioners, and that the City Clerk publish notice in the official City paper as provided by lay.
