DECEMBER 17, 1945
Regular Meeting of the Board of Commissioners December 17, 1945. Meeting
was called to order by Mayor Moore, the roll was called and Commissioners Moore,
Breon, Noyce, Price and Simpson and City Attorney Byers responded.
The minutes of the Regular Meeting of December 10, 1945 were read and
approved as read. ---
Applications for taxicab drivers license for the balance of 1945 received
as follows:
Eldon Poague
Bruce D. Mayo
Commissioner Simpson moved that applications be approved and license granted.
Motion adopted.
City Engineer submitted his approval for the curbing, guttering and/or
paving of Tenth Street from North Street to Grand Avenue as follows:
Salina, Kansas.

Board of City Commissioners,
City of Salina, Kansas.
Gentlemen:
The excavating, grading, curbing, guttering and
paving constructed by the H.J.Taylor Construction Company,
Salina, Kansas, under contract Ordinance No. 5126, dated
November 26, 1945, designated as Job No. 216, has been
completed and a final inspection has been made by this
office.
I have found thjjt all work has been performed
and completed in compliance with the plans and specifioa-
tions of said contract.
Therefore I recommend that the work be addepted.

On motion of Commissioner Breon the report was approved and work
accepted by the Board of Commissioners.
City Engineer submitted Final Estimate of Cost for the curbing, gutter-
ing, and/or paving Tenth Street from $8rthl treet to Grand Avenue. Commissioner
Breon moved that same be approved by the Board of Commissioners. Motion adopted.
Oil and Gas Drillers Bond for H. S. Currier and E. A. Keys on the
Continental Casualty Company in the amount of ;10,000.00 was presented, and on
motion of Commissioner Price approved by the Board of Commissioners. Motion
adopted.
Application was received from H. S. Currier and E. A. Keys for permit to
drill for oil and gas in the City limits of Salina, well to be 330 feet north of
the South line of Lot No. 1, Plat No. 49, and 200 feet west of the west line of
Gypsum Hill Cemetery. Commissioner Price moved that permit be granted by the
Board of Commissioners. Motion adopted.
An ordinance was introduced entitled, "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayess Moore, Breon, Noyce, Price and Simpson (5) Nayss (0) Mayor ap-
proved the ordinance and it is numbered A-307.

A resolution was introduced entitled: "A Resolution relating to the
issuance of Temporary Notes in the amount of $1476,48 , $5486.85 and $15,278.58."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayess Moore,
Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the resolution and
it is numbered 893.
The above resolution is recorded in full on Page 279, Resolution Book Number
3.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Breon the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Moore, Breon, Noyce, Price and Simpson (3) Nays: (0) Mayor approved the
ordinance and it is numbered A-308.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Noyoe, Price and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered A-309.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayess Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered A-310.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina. Kansas, to pay the cost of paving Clark
Street from the south line of Walnut Street to the north line of Spruce Street;
U paving of Sheridan Street from the north line of Republic Avenue to the south
line of Wilson treat; for the curbing, guttering and paving of Hancock Street
from the north line of Illinois Street to the north line of Venango Street; for
the curbing, guttering and grading of Spruce Street from the west line of Clark
Street to he east line of Missouri Pacific Right-of-way; for the paving of Spruce
Street from the west line of Clark Street to the west line of College Avenue; and
for the paving of Twelfth Street from the north line of North Street to the south
line of Lincoln Avenue, and relating to and providing for the collection and pay-
ment of such assessments." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina. Kansas, to pay the cost of paving Spruce,
Street from the east line of College Avenue to the west line of Phillips Street in
the City of Salina, and relating to and providing for the collection and payment of
such assessments." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance lim-
iting the time of parking of vehicles on the east side of Eighth Street between
Walnut Street and the driveway south of the postoff ice, said driveway being the first
driveway south of Iron Avenue." Ordinance was referred to the Board of Commission-
ers.
Commissioner Price moved that bid received from H. J. Taylor Construction
Company, Salina, Kansas, November 19, 1945, for the construction of Lateral Sanitary
Sewer Number 207 be rejected, and' oheok retufnsdd. Motion adopted.
Motion was made by Commissioner Breon that the audit bid of Dewey N. Turner
for the year 1945 be approved. Motion adopted.
On motion of Commissioner Breon the Board of Co mmissioners adjourned to
meet in regular session, Dedember 26, 1945,
