COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
BECEMBER 10, 1945
Regular Meeting of the Board of Commissioners December 10, 1945.
Meeting was called to order by Mayor Moore, the roll was called and Commis-
sioners Moore, Noyce, and Price and City Attorney Byers responded. Commis-
sioners Breon and Simpson absent.
The minutes of the Regular Meeting of :December 3, 1945, were read and ---
approved as read.
Applications for taxicab drivers lieenso for the b -lance of 1945 received
as follows:
Melvin A. Childers
Lee L. Nimmo
Comnissioner Price moved t.hxt applications be approved and license
granted. Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots
and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing
and guttering Franklin Street from the west line of Sheridan Street to the east
line of Merrill Street; Franklin Street from the east line of Sheridan Street to
the west line of Custer Street: Front Street from the north line of Ash Street
to the south line of Elm Street; Kansas Avenue from the north line of Ash
Street to the south line of Elm Street; Kansas Avenue from a point 5UO feet
north of Elm Street, north approximately 475 to the south line of Riverside
Boulevard.; Vest Place from the south line of Elm Street to the north line of
Park Street; Venango Street from the west line of Sheridan Street to the
east line of Merrill Street; and relating to and providing for the collection
and payment of such assessments."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoptin the roll was called and the following vote
was had; Ayes: Mo,)re, Noyce, and Price Nays: (0) Commissioners Breon and
Simpson absent. Mayor approved the ordinance and it is numbered 5127.
An ordinance was introduced for second reading entitled: "An ordinance
relating to the drilling for oil and gas within the limits of the City of
Salina, Kansas."
On motion of Commissioner Noyce the ordinance was read and adopted by
sections and on its final adoption the roll was culled and the following vote
was had; Ayes: Moore, Noyce, and Price (3) Nays: (0) Commissioners Breon
and Simpson absent. Mayor approved the ordinance and it is numbered 5128.
An ordinance was introduced for second reading entitled; "An ordinance
providing for the amendment 6f Ordinance No. 3188 and adding certain areas to
Class "D" Light Industrial District as defined in Section 6 of said ordinance,
and excluding certain areas from "C" Commercial District as defined in Section 5
of said ordinance, and excluding certain areas from "A" Residential District
as defined by Section 3 of said ordinance."
On motion of Commissioner Noyce the ordinance was read and adopted by
sections and on its final adoation the roll was called and the following vote
was had; Ayes: Moore, Noyce, and Price (3) Nays: 00) Commissioners Breon
and Simpson absent. 1&yor approved the ordinance and it is numbered 5136

An ordinance was introduced for second reading entitled: "An ordinance j
designating certain alleys as one way allevs, providing for proper signs in-
structing the public and regulating the time allowed to public in said alleys
for loading and unloading."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and tha follow$ng vote
was had; Ayes: Moore, "Joyce, and Price (3) Nays: (0) Commissioners Breon
and Simpson absent. Mayor approved the ordinance and it is numbered 5129.
Mausoleum Deed for the sale of Crypts numbered 130 and 131 -to Ed
Morgenstern, was presented to the Board of Commissioners. Commissioner Price
moved that Deed be approved by the Board of Commissioners. Motion Adopted.

City Engineer submitted his approval for the excavating, grading,
curbing. guttering, and/or paving constructed by the R. J. Taylor Construc-
tion Company, Salina., Kansas, under Ordinances 5112 and 5113, dated October
9, 1945, as follows:
To the Hon. Mayor and Board
of City Commissioners,
City of Salina, Kansas.
Gentlemen:
The excavating, grading, curbing, guttering, and/or
paving constructed by the H. J. Taylor Cpnstruction Company,
Salina, Kansas, under Ordinances 5112 and 5113, dated October 9,
1945, Job. No. 213, has been completed and a final inspection
has been made by this office.
I have found that all work has been performed and
completed in compliance with the plans and specifications of said
contract.
Therefore, I recommend that the work be accepted.

On motion of;Commissioner Noyce report was approved by the Board of
Commissioners and work accepted. I -lotion adopted.
City Engineer submitted Final E-stimate of Cost for the curbing,
guttering, and/or paving of the following streets:
Spruce Street from Clark St. to Missouri Pacific RIW
Clark Street from Talnut to Spruce
Hancock Street from Venanro to Illinois
Sheridan from Republic to Wilson
Spruce Street from Collepe to Clark
Twelfth Street from Lincoln to Grand.
On motion of Commissioner Price same were approved by the Roard of
Commissioners. Motion adopted.
City Engineer submitted Final ?'stimate of "lost for the paving of:
Spruce Street from College to Phillips.
On motion of Commissioner Noyed same was approved by the Board of
Commissioners. Motion adopted.
Claim in the amount of $5486.85 was presented from the H. J. Taylor
Construction Company for Final payment for the cost of curbing, guttering,
and/or paving the following streets:
Clark Street from Yalnut to Spruce
Spruce Street from Clark to Phillips
Hancock from Illinois to Venango
Sheridan from Republic to Wilson
Twelfth Street from North to Lincoln.
Commissioner Price moved that Claim be allowed. Motion adopted.
Commissioner Price moved that the City Manager meet., the PayRoll of
December 15, 1945. Motion adopted.
On motion of Commissioner Price the Board of Commissioner adjourned.
