11-13-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. NOVEMBER 13, 1945 Regular Meeting of the Board of Commissioners November 13, 1945. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce, Price and Simpson and City Attorney Byers responded. The minutes of the Regular Meeting of November 5, 1945 were read and ap- proved as read. Applications for taxicab drivers license for the balance of 1945 received as follows: 011ie J. Dickson Richard A. Ray Verney G. Ray Commissioner Breen moved that applications be approved and license granted. Motion adopted. Applications for taxicab drivers license for the balance of 1945 received as follows: Herman F. Reimer Commissioner Simpson moved that application be rejected by the Board of Commissioners. Commissioner Noyce moved to reconsider the application and license was granted. Motion adopted. Salina Lumber Company asked for a change in the Fire Zone on the north- west corner of Santa Fe Avenue and Elm Street, from No. 1 to No. 2. On motion of Commissioner Simpson the request was denied. Motion adopted. Mayor Moore appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser, Jr. to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering Tenth Street from North Street to Lincoln 'venue, and for the paving of Tenth Street from North Street to Grand Avenue. Commissioners Price moved that appointments be confirmed by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by see - tions and on its final adoption the roll was called and the following vote was had; Ayes% Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered A-302. A resolution was introduced entitled: "A Resolution relating to the issuance of Temporary Notes in the amount of $7,774.52 and $22,474.00." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes% Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the resolution and it is numbered 892. "40 A petition was presented asking for the curbing and guttering of Fourth Street from Pacific to Euclid. Petition was referred to the City Manager. An ordinance was introduced for second reading entitled: "An ordinance reiatiAg-to traffic and regulating the use of public streets and highways in the City of Salina; prescribing regulations relative to the parking of vehicles upon such public streets and highways; providing for purchase, leasing, acquiring, instal- lation, operation, maintenance, supervision, regulation and control of the use of parking meters; defining and providing for the establishment of parking meter zones upon the public streets and highways and providing for the payment thereof; providing for the enforcement thereof nd providing penalties for the violation hereof." On motion of Commissioner Simpson the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nayst (0) Mayor approved the ordinance and it is numbered 5124. Trust Deed, with a deposit of $75.00 was presented from Grace D. Lester, for the perpetual care of the North one-half of Lot 9, Block 15, (Dawson lot) in the Gypsum Hill Cemetery. Commissioner Simpson moved that Trust Deed be approved by the Board of Com- mission rs and that the City Treasurer be instructed to place the deposit in the Gypsum Hill Cemetery Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of Salina. Motion adopted. On motion of Commissioner Price the City Manager was instructed to meet the Payroll of November 15, 1945. Motion adopted. On motion of Commissioner Simpson the City Manager was instructed to purchase one four -plane Hangar for the Salina Municipal Airport. Motion adopted. On motion of Commissioner Breon the Board of Commissioners adjourned.
